ખરીફ પાક માટે સોના જેવું મનાતું દક્ષિણ પશ્ચિમી ચોમાસુ આજે કેરળમાં બેસી ગયું હતું.રાજ્યના મોટા ભાગના વિસ્તારોમાં ચોમાસા પૂર્વેના વ્યાપક છાંટણા થયા હતા. ચોમાસાની મોસમ માટે સ્થાનિક ભાષામાં કાલવર્ષમ તરીકે જાણીતો મિજાજ પ્રવર્તી રહ્યો છે. ભારતીય હવામાન વિભાગે જણાવ્યું હતું કે કેરળમાં ચોમાસુ બેસી ગયું છે જે સામાન્ય કરતાં એક સપ્તાહ વહેલું છે.

•રાજ્યના મોટા ભાગના વિસ્તારોમાં વ્યાપક વરસાદખરીફ પાક દેશના અન્ન ઉત્પાદનનો ૬૦ ટકા હિસ્સો ધરાવે છે તેને ધ્યાનમાં લેતા ચોમાસાનું સમયસર આગમન ખેડૂતોને રાહત આપનારુંં નીવડે છે.હવામાન વિભાગના વડા યાદવે જણાવ્યું હતું કે ચોમાસુ આગામી દિવસોમાં કેરળમાં આગળ વધવાની સંભાવના છે.જોકે વૈજ્ઞાાનિકો
બંગાળના અખાતમાં સર્જાઈ રહેલા હળવા દબાણને પર નજર રાખી રહ્યા છે કારણ કે તેના કારણે ચોમાસામાં વિઘ્ન પડે તેવા સંજોગો સર્જાયા છે. જોકે હવામાન વિજ્ઞાનીઓને આશા છે કે પૂર્વ આફ્રિકાથી આવતા પવનના પ્રવાહો સંભવતઃ વિખરાઈ શકનારા ચોમાસાને ફરીથી પાટે ચઢાવી દેશે અને દેશમાં વરસાદ સારો રહેશે.
ું હળવા દબાણનું ક્ષેત્ર બંગાળના અખાતમાં સર્જાઈ રહ્યું છે તે ૨૩મેના દિવસે જોર પકડે અને આગામી ત્રણ દિવસમાં વાવાઝોડાનું રૃપ લે તેવી શક્યતા છે. જો ત્યાં વાવાઝોડું સર્જાય તો તે દેશમાં ચોમાસાને સાનુકૂળ બનાવનાર ભેજ શોષી લેશે. હવામાં ભેજ ઘટી જતાં વરસાદ આરંભાયા પછી ત્રણેક દિવસમાં ખેંચાઈ જશે.
હવામાનખાતાના નિષ્ણાતોએ આ મોંકાણના સમાચારની સાથે આશાની ઊજળી ધાર દર્શાવતાં જણાવ્યું હતું કે પૂર્વ આફ્રિકાથી દક્ષિણ-પૂર્વના અરબી સમુદ્ર પર વાતા ‘મેડન જુલિયન ઓસિલેશન’ નામના પવનના સામયિક પ્રવાહો આવી પહોંચતાં ફરીથી ચોમાસું બંધાવા લાગશે અને આઠ-દસ દિવસમાં વરસાદ રાબેતા મુજબનો થઈ જશે.

રોયલ ચેલેન્જર્સને અત્યંત દિલધડક ફાઇનલમાં છ રને હરાવી ડેક્કન ચાર્જર્સની ટીમ ઇન્ડિયન પ્રીમિયર લીગ-૨૦૦૯માં ચેમ્પિયન બની ગઇ છે. ફાઇનલ મુકાબલો અત્યંત ચઢાવ-ઉતારવાળો બની રહ્યો હતો. જેમાં એક સમયે રોયલ ચેલેન્જર્સનો વિજય નિશ્ચિત જણાતો હતો પરંતુ ડેક્કન ચાર્જર્સે નિયમિત અંતરે વિકેટ ખેરવી મેદાન મારી લીધું હતું. પ્રથમ બેટિંગ કરતાં ડેક્કન ચાર્જર્સે ૬ વિકેટે ૧૪૩ રન નોંધાવ્યા હતા. આ લક્ષ્ય સામે રોયલ ચેલેન્જર્સની ટીમ ૧૩૭ રન નોંધાવી શકી હતી. વિજય માટે રોયલ ચેલેન્જર્સને અંતિમ ઓવરમાં ૧૫ રન કરવાના હતા પરંતુ આરપી સિંની ઓવરમાં ઉથપ્પા અને કુંબલે ૮ રન નોંધાવી શક્યા હતા.
આઇપીએલમાં ગયા વર્ષે ડેક્કન ચાર્જર્સની ટીમ માત્ર બે વિજય સાથે છેક તળિયે આવી હતી. જેની સામે વખતે ડેક્કને ૧૬ મેચમાંથી ૯માં વિજય મેળવ્યો હતો. ૨૮ રનમાં ૩ વિકેટ ખેરવનારા ડેક્કન ચાર્જર્સના સ્પિનર પ્રજ્ઞાન ઓઝાને મેન ઓફ ધ મેચ જાહેર કરવામાં આવ્યો હતો.
અગાઉ રોયલ ચેલેન્જર્સના સુકાની અનિલ કુંબલેએ ટોસ જીતી ડેક્કન ચાર્જર્સને પ્રથમ બેટિંગમાં ઉતાર્યું હતું. અનિલ કુંબલેએ પ્રથમ ઓવરમાં જ એડમ ગિલક્રિસ્ટને ખાતું ખોલાવ્યા વિના આઉટ કરી રોયલ ચેલેન્જર્સને શાનદાર શરૃઆત અપાવી હતી. ગિલક્રિસ્ટ બાદ ટીએસ સુમન પણ ઝડપથી આઉટ થઇ જતાં ડેક્કન સંકટમાં મૂકાઇ ગયું હતું. અહીંથી હર્ષેલ ગિબ્સ અને સાયમન્ડ્સે રકાસ ખાળવા ઉપરાંત સ્કોરબોર્ડ ફરતું રાખ્યું હતું. બંનેની ભાગીદારી જોખમ પેદા કરે તે પહેલા જ અનિલ કુંબલેએ સાયમન્ડ્સને આઉટ કરી દીધો હતો. સાયમન્ડ્સે ૨૧ બોલમાં ૩૩ રન નોંધાવ્યા હતા. અહીંથી ગિબ્સે રોહિત શર્મા સાથે મળી સ્કોરબોર્ડ ફરતું ચોક્કસ રાખ્યું હતું પરંતુ બંને રન રેટ વધારવામાં નિષ્ફળ રહ્યા હતા. રોહિત શર્માને આઉટ કરી કુંબલેએ વધુ એક ભાગીદારી જોખમી બનવાથી અટકાવી હતી. રોહિત શર્માના આઉટ થયા બાદ રોયલ ચેલેન્જર્સના બોલર્સે ચુસ્ત બોલિંગથી ડેક્કન ચાર્જર્સના બેટ્સમેનો પર વધુ દબાણ ઉભું કરી દીધું હતું. હર્ષેલ ગિબ્સ ૪૮ બોલમાં ૫૩ રને છેક સુધી અણનમ રહ્યો હતો. રોયલ ચેલેન્જર્સ માટે અનિલ કુંબલેએ ૪ ઓવરમાં ૧૬ રનમાં ૪ વિકેટ ખેરવી હતી. અન્ય બોલરમાં વિનય કુમારે બે વિકેટ ખેરવી હતી. આ સાથે જ આઇપીએલની બીજી સિઝનમાં અનિલ કુંબલેની વિકેટનો આંક ૨૧ ઉપર પહોંચી ગયો છે. આઇપીએલમાં ગયા વર્ષે રાજસ્થાન રોયલ્સની ટીમ ચેમ્પિયન બની હતી પરંતુ આ વખતે તે સેમિફાઇનલ સુધી પણ પહોંચી શકી નહોતી. ડેક્કને દિલ્હીને જ્યારે બેંગલોરે ચેન્નાઇને હરાવી આઇપીએલની ફાઇનલમાં પ્રવેશ કર્યો હતો.

સાયમન્ડ્સની ઓવર ર્ટિંનગ પોઇન્ટ
ફાઇનલમાં સાયમન્ડ્સની ત્રીજી અને ઇનિંગ્સની ૧૫મી ઓવર ર્ટિંનગ પોઇન્ટ બની રહી હતી. જેમાં સાયમન્ડ્સે રોસ ટેલર અને વિરાટ કોહલીને સળંગ બે બોલમાં આઉટ કરી મેચનું પાસંુ પલટાવી દીધું હતું. સાયમન્ડ્સની આ ઓવર અગાઉ રોયલ ચેલેન્જર્સનો સ્કોર ૧૪ ઓવરમાં ૯ વિકેટે ૯૯ હતો અને તેનો વિજય નિશ્ચિત જણાતો હતો.

જો બધું સાંગોપાંગ પાર પડે તો જૂન મહિનાથી મહિલા મુસાફરો માટે વિશિષ્ટ ટેક્સી સેવાનો આરંભ થઈ જશે. તે પછી મહિલાઓએ ટેક્સી બૂક કરાવવા માટે કોલ સેન્ટર સુધી જવાની પણ જરૃર નહીં પડે. માત્ર એક ફોન કરવાથી તે જ્યાં રહેતી હશે, અથવા નોકરી કરતી હશે ત્યાંથી જ ટેક્સી મળી જશે.
‘પ્રિયર્દિશની કેબ ર્સિવસ’ નામની ઈ.સ.૨૦૦૭થી મહિલા ડ્રાયવરો ધરાવતી ટેક્સીઓ ચલાવતી સંસ્થાએ મહારાષ્ટ્ર સ્ટેટ ટ્રાન્સપોર્ટ કંપનીનો સંપર્ક કરીને પરવાનગી માગી છે. તેઓ ૧૦૮ એમ્બ્યુલન્સ સેવાની જેમ માત્ર એક ફોન કરવાથી મહિલા જ્યાં ઊભી હોય ત્યાં તેને ટેક્સી પહોંચાડવાનું નેટવર્ક ગોઠવવા માગે છે.
ટેક્સી સેવા આપનાર સંસ્થા મહિલાઓ માટેની મહિલા ડ્રાયવર ધરાવતી આ ખાસ ટેક્સીમાં ઈમરજન્સી વખતે પ્રાથમિક સારવાર પણ મળી રહે તેવી સગવડ ઉમેરવા માગે છે. તે માટે કંપનીની ૨૦ મહિલા ડ્રાયવરોને ઈમરજન્સીમાં સામાન્ય ઈજાઓ માટે સારવાર આપવાની તાલીમ અપાઈ રહી છે.
હાલ આ સંસ્થા પાસે માત્ર ૧૫ ટેક્સીઓ છે. પરંતુ તેઓ ટૂંક સમયમાં ૧૦૦ ટેક્સીઓનું નેટવર્ક બનાવવા માગે છે. કંપનીના પ્રવક્તાએ જણાવ્યું કે સામાન્ય ટેક્સી સેવા કરતાં આ ખાસ ટેક્સી સેવા થોડી મોંઘી હશે. પરંતુ ઘરઆંગણેથી બેસી શકાય અને ઈમરજન્સીમાં સારવારનો લાભ મળે વગેરે વધારાની સગવડ માટે થોડો વધુ ખર્ચ તો વાજબી છે.

Mobile telephony
The Indian mobile telephony market has seen unprecedented growth. Carriers are rapidly expanding into rural markets, which will drive the next wave of usage. By Nivedan Prakash
Mobile telephony was introduced in the Indian market in the mid 1990s. In the last few years, this sector has witnessed tremendous growth—close to 12-14 million new subscribers are added per quarter. Also, the mobile segment has welcomed new players every year. Earlier, mobile telephony was categorized into WLL, CDMA, and GSM, but now with the arrival of 3G mobile technologies the market dynamics are set to change.
The Indian mobile telephony market has come of age from 0.2 million subscribers in 1996 to 362.30 million as of January 2009. India’s telecom networks serve over 400 million subscribers. In March 2009 alone, 15.87 million telephone connections (wireline and wireless) were added—and that tells its own story. With this growth, the overall teledensity is now stands at 37%.
The total wireless subscribers (GSM, CDMA and WLL (F)) base stood at 391.76 million at the end of March 2009; as for the wireline segment, the subscriber base increased to 37.96 million. According to PricewaterhouseCoopers, India had 390 million mobile subscribers in March 2009—accounting for 90% of the overall telecom access subscriber base in the country with the rest being fixed service subscribers. GSM-based services account for nearly 75% of the total mobile subscriber base, with CDMA-based services constituting the balance.
Voice remains the favored application of mobile phones but in developed markets with 3G and HSPA, data services are picking up with the availability of relevant content and affordable handsets.
Additionally, the demand for smartphones is rising at a rapid pace and it is believed that it will double in the next three years. Rich features such as camera, Bluetooth and multimedia are expected to become mainstream applications in lower end or mid range mobile phones, as consumer adoption increases and device cost decreases. This trend is also likely to be led by the fact that high-end phones will become more advanced with the use of desktop-like graphics and video capabilities.
Anil Gupta, Managing Director–ARM India, commented, “ARM believes that multimedia will become an increasingly important part in a consumer’s mobile phone, and the need for flexible and scalable multimedia solutions is rising. We are working with leading silicon partners, device manufacturers and content providers in the gaming and graphics industry to introduce an extensive range of ARM Mali GPU-enabled mobile phones and consumer devices to the market, with immediately available console-quality mobile gaming content, stunning user interfaces, advanced navigation applications and Web browsing. Mali graphics from ARM is shipping in over 80 million handsets worldwide, and sparking off a new chapter in the mobile phone industry.”
India too is witnessing a trend where mobile phones are converging with lifestyle and with the rollout of cheaper and efficient voice and data services such as 3G, this convergence is happening now.
While there are many trends in the telecom space, mobile applications have become central to entertainment, information, banking and other services. VAS has redefined mobile telephony by allowing multiple platforms such as mobile Web, Widgets and mobile applications to co-exist and bring forth a host of benefits to the end-user. From knowing the rates of vegetables and grains in the market to accessing social networking sites, and to keeping in touch with friends and family—the scope of VAS cuts across segments and social demarcations.
“In our view, the global market is witnessing a huge change. Earlier it was operators, now it is MVNOs [Mobile Virtual Network Operators] that are coming out in the market to attract even a small segment of customers. For example, there is an MVNO in France that attracts ethnic groups. More people are accessing social networking sites on phones,” added Debasis Chatterji, CEO, Netxcell.
It is not just the growth story that is interesting. The average use of mobile phones in India is the highest at 287 minutes a month. India’s mobile subscriber base is exceeded only by China.
Increased affordability (due to continuous decline in tariffs, handset prices and reduction in subscription costs) and greater availability (with rapid expansion in coverage and wider distribution network) of mobile services, has fuelled this rapid growth.
Lloyd Mathias, Chief Marketing Officer, Tata Teleservices, pointed out, “I think telecom is the biggest successes in India’s liberalization. A collaborative ecosystem enabled by proactive government policies, aggressive telecom service providers; handset and device manufacturers have lowered the cost of telephony for the masses. This has fuelled growth.” The other aspect is the the fact that teledensity in India is still under 40%.
Most urban markets are reaching saturation levels. It is vital for mobile operators to focus on rural markets for subscribers. At the same time, the government is also supporting the operators in their efforts to penetrate further asserted Chatterji.
Moreover, our country has the lowest mobile tariff in the world, which is also driving the growth of this market. To a large extent, the price factor is also playing its role.
Arpita Pal Agrawal, Associate Director–Telecom Practice, PricewaterhouseCoopers, commented, “Given the high price sensitivity of Indian consumers, low mobile tariffs have certainly helped in addressing the marginal customer base whilst encouraging increased usage of mobile services by existing customers.”
Issues hindering the growth of mobile telephony
Regulations and restrictions on spectrum have actually curtailed the evolution of mobiles from basic communication devices to information enablers. At a time when India could have embraced innovations on mobiles such as video telephony, we are still grappling in making decisions on spectrum allocation
While this is a regulatory issue and concerns the government authorities, private telecom and OEMs involved in influencing the government authority’s decision too need to come to a consensus and collaborate for the larger benefits of the country
There is still a large urban/rural divide aggravated by poor rural infrastructure, too many licensees and potentially not enough spectrum
From the policy perspective, there is a lot of work to do, especially on spectrum management and also on spectrum policy because it is unclear. There is a overall need for a predictable policy framework so that operators can better plan and manage their business case here
The poor availability of telecom backbone infrastructure further impedes the growth


Push from liberalized policies
Liberalized policies have ensured lower tariffs and reduced roaming rentals in the process leading to increased usage of mobile phones. The government has consciously reduced the ADF, introduced norms like free incoming calls along with lifetime free prepaid, which made this growth a reality.
Here we can say that the telecom sector has been the poster child of liberalization and policy reforms in India. The government’s policies and decisions though not always directionally consistent have resulted in unprecedented market growth and expansion. Post the sector liberalization in 1994, the major change brought about by the policy was a move from a fixed license fee regime to a revenue sharing license regime, which provided relief to operators from the large upfront payments that they had committed to earlier. Later, introduction of new licensees resulted in increasing competition and the consequent fall in tariffs.
The implementation of other policy/regulatory initiatives such as Calling Party Pays regime (CPP), increase in foreign investment limits to 74%, implementation of the Unified Access Licensing regime (UASL), usage of Universal Service Obligation (USO) fund for expansion in rural areas, gradual phase out of Access Deficit charge (ADC) and low termination charges have together contributed in driving market expansion and subscriber growth rates.
“The more recent introduction of active network sharing, the upcoming introduction of mobile number portability, and the imminent 3G spectrum auctions should help further growth, innovation, and competition,” said Agrawal.
We would also like to mention that the service providers as well as equipment manufacturers are contributing towards this growth as well. Service providers are fueling growth with increased coverage and lower tariffs along with lucrative schemes and plans like life-time validity plans and reduction in pre-paid recharge coupon size facilitating low income users to sign-up and stay on the network.
“Both service providers and equipment manufacturers are constantly working toward creating smarter and leaner technologies and offerings—which is where you see the industry evolving from vanilla voice, to voice and SMS, data, lifestyle services, convergence with other functions such as photography and MP3 music and video players, and so on,” pointed out Mathias.
Another important player in this growth story are mobile handset manufacturers who have contributed by introduction of a variety of low cost entry handsets that have enabled the operators to reach their services to the mid to lower income segment of population. Further, the wide array of affordable, feature rich handsets enables the various customer segments to choose handsets per their individual requirements and aiding this sector’s growth.
In established and developed nations where telecom spectrum is almost in sync with the innovations on the mobile hardware side, consumers leverage almost every single possible feature invented in a mobile till date (TV, video, high-end gaming for example). If spectrum allocation issues are solved in India, we can expect a boom in the adoption of such features by Indian consumers.
Consumers are also eagerly anticipating a movement from simple smartphones to Mobile Internet Devices (MIDs), especially with the constant need to be connected to our blogs, Twitter, Facebook, and e-mail. The coming years are all going to be about 3G and what that can do for the market, both for enterprises as well as individual telecom subscribers. We will all witness the power of 3G soon and its fantastic data transfer capabilities will redefine telecom.
According to PwC, the expansion in the mobile subscriber base will continue as per government targets, but at a slower pace post 2009-10. It is expected that further growth will come from category B and C circles, with the pace of net additions in rural areas likely to outpace those in urban areas. Growth will be driven by expanding coverage, decreasing cost of subscription, facilitative regulatory policies and a growing trend towards multiple subscription ownership. This will be achieved by operators adopting innovative, low-cost operating models and groundbreaking infrastructure sharing arrangements. Voice will be the mainstay of revenues with specific customer segments adopting niche VAS as per their needs.
In the future, operators would push for selling more value added services to existing customers, reaching out to rural and remote areas, achieving internal cost and operational efficiencies to be able to offer cheaper tariffs and finding innovative ways to achieve differentiation in a cluttered market.

ડો. મનમોહનસિંહે આજે દેશના વડાપ્રધાન તરીકે સતત બીજી ટર્મ માટે શપથ ગ્રહણ કર્યા હતા. મનમોહનસિંહ સંપૂર્ણ કાર્યકાળ પૂર્ણ કર્યા બાદ સત્તામાં ફરી આવનાર જવાહરલાલ નેહરુ પછીના પ્રથમ વડાપ્રધાન છે. રાષ્ટ્રપતિભવનના અશોક હોલ ખાતે યોજાયેલા શાનદાર સમારોહમાં રાષ્ટ્રપતિ પ્રતિભા પાટિલે ડો. સિંહને અને તેમની કેબિનેટના અન્ય ૧૯ સભ્યોને હોદ્દા અને ગુપ્તતાના શપથ લેવડાવ્યા હતા. પોતાની માગણીઓ ન સંતોષતા ડીએમકેએ શપથવિધિ સમારોહનો બહિષ્કાર કરવાની ધમકી આપી હતી પણ છેવટે તેમને મનાવી લેવાતાં ડીએમકેના સાસંદોએ શપથવિધી સમારોહમાં હાજરી આપી હતી જ્યારે કરૃણાનિધી સહિતના વરિષ્ઠ નેતાઓ ચેન્નાઈ રવાના થઈ ગયા હતા.

૭૬ વર્ષીય મનમોહનસિંહે અંગ્રેજીમાં શપથ લીધા હતા. ત્યાર બાદ પ્રણવ મુખર્જી, એનસીપીના વડા શરદ પવાર, એ. કે. એન્ટોની, પી. ચિદમ્બરમ્, મમતા બેનર્જી, એસ. એમ. ક્રિષ્ના, ગુલામનબી આઝાદ, વીરપ્પા મોઈલી સહિત ૧૯ સાંસદોએ કેબિનેટ કક્ષાના પ્રધાનો તરીકે ક્રમશઃ શપથ લીધા હતા.
મમતા બેનર્જી, સી. પી. જોશી અને એસ. એમ. ક્રિષ્ના કેબિનેટમાં નવા ચહેરા હતા જ્યારે અગાઉની કેબિનેટમાંથી અર્જુનસિંહ અને એચ. આર. ભારદ્વાજ સહિત ચાર વરિષ્ઠ પ્રધાનોનું પત્તું કપાયું હતું. ગત સરકારમાં રાજ્યકક્ષાના પ્રધાનો રહેલા આનંદ શર્મા અને બી. કે. હેન્ડિકને આ વખતે બઢતી મળી છે. આજે શપથ લેનારા અન્ય પ્રધાનોમાં એસ. જયપાલ રેડ્ડી, કમલનાથ, વ્યાલાર રવિ, મીરા કુમાર, મુરલી દેવરા, કપિલ સિબ્બલ, અંબિકા સોની અને સુશીલકુમાર શિંદેનો સમાવેશ થતો હતો.
પ્રધાનપદની ફાળવણી અને પોર્ટફોલિયોના મુદ્દે ડીએમકે સાથે કોંગ્રેસની વાટાઘાટો નિષ્ફળ રહેતાં માત્ર ૧૯ પ્રધાનોએ શપથ ગ્રહણ કર્યા હતા. પ્રધાનોનું બીજું જૂથ તેનાથી મોટું રહેશે જે મંગળવારે શપથ ગ્રહણ કરે તેવી ધારણા છે. પ્રધાનોને ખાતાંની ફાળવણી અંગે ઘોષણા બે-ત્રણ દિવસમાં કરાશે. વડાપ્રધાને આશા વ્યક્ત કરી હતી કે યુપીએ દ્વારા કરાયેલી ઓફર ડીએમકે સ્વીકારી લેશે.
દરમિયાન, કોંગ્રેસે જણાવ્યું હતું કે કેબિનેટમાં વ્યક્તિગત સમાવેશના મામલે પક્ષને કોઈ નારાજગી નથી. સંબંધિત પક્ષનો આ વિશેષાધિકાર છે. કોને કેબિનેટમાં લેવા અને કોને ન લેવા તે અંગે ફેંસલો સંબંધિત પક્ષ જ કરી શકે. એવા અહેવાલ હતા કે ડીએમકેના ટી. આર. બાલુ અને એ. રાજાના સમાવેશ સામે કોંગ્રેસે વાંધો ઉઠાવ્યો હતો.
સોનિયા ગાંધીએ ખાતાંની ફાળવણીના મામલે મડાગાંઠ અંગે આજે પણ વડાપ્રધાન સાથે ચર્ચા કરી હતી. વડાપ્રધાનના સત્તાવાર નિવાસસ્થાન ૭, રેસક્રોસ રોડ ખાતે યોજાયેલી આ બેઠકમાં સોનિયા ગાંધીના રાજકીય સચિવ અહેમદ પટેલ પણ હાજર રહ્યા હતા.
કોંગ્રેસે ડીએમકેના દબાણને ફગાવી દઈને તેની માગણી સમક્ષ નહીં ઝુકવાનો નિર્ણય કર્યો છે. જો કે ડીએમકેને કેબિનેટમાં સામેલ કરવાની કવાયત હજુ પણ ચાલી રહી હોવાના અહેવાલ છે. ડીએમકેના ટોચના નેતાઓ ચેન્નાઈ જવા રવાના થયા હતા જ્યાં તેઓ કોંગ્રેસની ઓફર પર ચર્ચા કરશે. દિલ્હીથી રવાના થતા પહેલા કરુણાનિધિએ પત્રકારોને જણાવ્યું હતું કે કોંગ્રેસે ખાતાંઓની ફાળવણી અંગે એક ફોર્મ્યુલા આપી હતી પરંતુ અમે સહમત ન હતા.

નવી સરકારના પહેલા બજેટમાં આવકવેરા મુક્તિ મર્યાદા વધશે

મનમોહનસિંહ સરકારની આજે તાજપોશી થશે અને એ સાથે જ દેશમાં નવી સરકાર કાર્યરત થશે. આ સરકાર માટે સૌથી મહત્ત્વનાં જે કાર્યો છે તેમાં એક બજેટ પણ છે અને સંસદના આગામી સત્રમાં નવી સરકાર દ્વારા રજૂ કરવામાં આવનાર સંપૂર્ણ બજેટમાં મધ્યમ વર્ગના લોકો માટે ઘણી બધી રાહતો જાહેર કરવામાં આવે તેવી સંભાવના છે. યુપીએને મજબૂત બહુમતી મળ્યા બાદ નવી સરકાર લોકોના વિશ્વાસને જાળવી રાખવા બજેટમાં કેટલાક નક્કર પગલાં લઈને લોકોને ખુશ કરવાની યોજના ધરાવે છે. પ્રાપ્ત અહેવાલ મુજબ કરમુક્તિ મર્યાદા વર્તમાન ૧.૫૦ લાખથી વધારીને ૧.૭૫-૨ લાખ સુધી કરવામાં આવે તેવી સંભાવના છે. પ્રત્યક્ષ કરવેરામાં ફ્રીન્ઝ બેનિફીટ ટેક્સને દૂર કરવામાં આવે તેવી પણ શક્યતા છે. જો આ પગલાં લેવામાં આવશે તો બંને પગલાં મારફતે આશરે ૧૦,૦૦૦ કરોડના ટેક્સ દૂર થશે. આ સંદર્ભમાં દરખાસ્તો સક્રિય વિચારણા હેઠળ છે.

•નોકરિયાતોને રૃ. ૧૦ હજાર કરોડની રાહતો અપાશેનાણાં મંત્રાલયના વરિષ્ઠ અધિકારીએ આ મુજબની માહિતી આપી છે. ફ્રીન્ઝ બેનિફીટ ટેક્સને ખેંચી લેવાની સાથે સાથે કરવેરા મુક્તિ મર્યાદામાં વધારો કરવાની બાબત ખૂબ જ મહત્ત્વપૂર્ણ છે. મોટી સંખ્યામાં મધ્યમ વર્ગના લોકોને આ રીતે રાહત આપી શકાય છે. છઠ્ઠા પગાર પંચના બાકીના ૬૦ ટકા પગાર એરિયર્સને જારી કરવાની સરકાર તૈયારીમાં છે ત્યારે લોકોના હાથમાં જંગી રકમ રહેશે. ફ્રીન્ઝ બેનિફીટ ટેક્સને દૂર કરવા ઉપર પણ વાણિજ્ય મંત્રાલય દ્વારા વિચારણા ચાલી રહી છે. વ્યાજદર સબસિડી ચાલુ રાખવાની માંગ પણ ઊઠી રહી છે. વ્યાજદર સબસિડીને વર્તમાન ૨ ટકાથી વધારીને ૪ ટકા કરવાની હિલચાલ છે.
નાણાં મંત્રાલયનાં સૂત્રોએ કહ્યું છે કે એક્સાઈઝ ડયૂટીમાં વધુ કાપની કોઈ શક્યતા દેખાતી નથી.આ ઉપરાંત કસ્ટમ અથવા તો ર્સિવસ ટેક્સમાં કાપની કોઈ શક્યતા દેખાતી નથી. કારણ કે પરોક્ષ કરવેરા વસૂલાતમાં ઘટાડો નોંધાયો છે. નાણાકીય અંતર સતત વધી રહ્યું છે જેથી મહેસૂલના પ્રવાહને જાળવી રાખવાની બાબત ખૂબ જ મહત્ત્વપૂર્ણ છે. નિકાસલક્ષી યુનિટોને ટેક્સ રાહતો આપવાની દરખાસ્ત પણ વિચારણા હેઠળ છે. નાણાં મંત્રાલયને સોંપવામાં આવેલી તેમની દરખાસ્તમાં ઈન્ડસ્ટ્રી ચેમ્બરે બજેટમાં પગલાં સહિત સરકાર સમક્ષ ઘણી રજૂઆતો કરી છે. મૂડીરોકાણને પ્રોત્સાહન આપવાની વાત કરવામાં આવી છે. વધારાની માંગ ઉભી કરવાની પણ રજૂઆત કરાઈ છે.
* આવકવેરોઃ આવકવેરા મુક્તિ મર્યાદા રૃ.૧.૭૫ લાખથી ૨ લાખ સુધી કરાશે
* ફ્રીન્ઝ બેનિફીટ ટેક્સઃ ફ્રીન્ઝ બેનિફીટ ટેક્સને પાછો ખેંચી લેવાની તૈયારી.
* એક્સાઈઝ-કસ્ટમ્સ-ર્સિવસ ટેક્સઃ આ ત્રણેય કરવેરામાં વધુ કાપની શક્યતા નથી.
* યોજનાઓઃ વિકાસની યોજનાઓ પર ભાર અને સામાન્ય લોકો માટેની યોજનાઓને પ્રોત્સાહન અપાશે.

ડો. મનમોહનસિંહની આજે કોંગ્રેસ સંસદીય દળ(સીપીપી)ના નેતા તરીકે વરણી કરવામાં આવી હતી. આ સાથે જ તેમનો વડાપ્રધાનપદ માટેનો માર્ગ પ્રશસ્ત થઈ ગયો છે. શુક્રવારે તેઓ વડાપ્રધાન તરીકે શપથ લે તેવી શક્યતા છે. મનમોહનસિંહ શપથ લે તે પહેલા જ તેમના સમર્થનમાં અનેક પક્ષો આગળ આવી ગયા છે, જેને કારણે યુપીએનું સંખ્યાબળ વધીને ૩૧૪ પર પહોંચી ગયું છે.

આજે મળેલી કોંગ્રેસ સંસદીય દળની બેઠકમાં કોંગ્રેસ અધ્યક્ષા સોનિયા ગાંધીને સીપીપીના અધ્યક્ષા નિયુક્ત કરવામાં આવ્યાં હતાં. ત્યાર બાદ તેમણે ૭૬ વર્ષીય મનમોહનસિંહની સીપીપીના નેતા તરીકે વરણી કરી હતી. સંસદના મધ્યસ્થ ખંડમાં મળેલી બેઠકમાં સોનિયાએ પક્ષના સાંસદોને સંબોધીને કહ્યું હતું કે ધાર્મિકમિત્રો, કોંગ્રેસ સંસદીય દળના બંધારણની કલમ ૫૮ની જોગવાઈ મુજબ હું ડો. મનમોહનસિંહનું નામ વડાપ્રધાન તરીકે જાહેર કરું છું અને તેમનું સમર્થન કરવાની તમને અપીલ કરું છું.ધાર્મિક આમ તો કોંગ્રેસે મનમોહનને અગાઉ જ વડાપ્રધાનપદના ઉમેદવાર જાહેર કરી જ દીધા હતા. પાંચ વર્ષનો સંપૂર્ણ કાર્યકાળ પૂરો કર્યા પછી ફરી વડાપ્રધાન બનનારા મનમોહનસિંહ જવાહરલાલ નહેરુ પછી આ સન્માન મેળવનારા સૌપ્રથમ વડાપ્રધાન છે.
વિજયનો જશ્ન મનાવ્યા બાદ અત્યંત ઉત્સાહિત જણાતા સાંસદોને સંબોધીને સોનિયાએ પક્ષના સભ્યો અને કાર્યકરોને નિઃસ્વાર્થ રીતે પક્ષની સેવા કરવાની અપીલ કરી હતી અને શિસ્તબદ્ધ તથા સંગઠિત રહેવાની અપીલ કરી હતી, જેથી પક્ષ ભવિષ્યમાં પણ વધુ મજબૂત બનીને ઊભરી શકે. તેમણે કહ્યું કે ધાર્મિકલોકોનો ચુકાદો કહે છે કે બધી બાતને બાજુ પર રાખીને પ્રામાણિક અને સક્ષમ વહીવટ તથા શ્રેષ્ઠ જાહેર જીવન પૂરા પાડવાના છે. આપણે તેમને નિરાશ નથી થવા દેવાના.ધાર્મિક
મનમોહનસિંહે સીપીપી દ્વારા કરાયેલી આ વરણીનો સ્વીકાર કરીને કહ્યું હતું કે ધાર્મિકવધી ગયેલી અપેક્ષાઓના પડકાર સાથે પ્રોત્સાહક ચુકાદો આવ્યો છે. રાહુલ ગાંધીના નેતૃત્વથી પ્રેરાઈને દેશના યુવાધને મોટી સંખ્યામાં આપણા પક્ષને મત આપ્યા છે. પરંતુ (એ વાતનો ખ્યાલ રહે કે) યુવાનો ખૂબ જ અધીરા હોય છે. તેઓ ધાર્મિકસબ ચલતા હૈધાર્મિકમાં માનનારા નથી. આપણે વધુ ક્ષમતા અને નવી ઊર્જાના સંચાર સાથે કામ કરીએ તેવી તેમની અપેક્ષા છે.ધાર્મિક
તેમણે આર્થિક સુધારાની જરૃરિયાત, ઘટી રહેલા રોકાણના પ્રવાહને ફરીથી ધમધમતો કરવો અને આર્થિક મંદીને કારણે સર્જાયેલી બેરોજગારી દૂર કરીને રોજગાર સર્જન કરવા જેવી બાબતોનો પણ ઉલ્લેખ કર્યો હતો. તેમણે આ ઉપરાંત વિપક્ષો સાથે પણ વધુ સહયોગની વાત પણ કરી હતી. ૧૪મી લોકસભામાં સંસદની કાર્યવાહી ખૂબ જ દયનીય રહી તે બાબતને ધ્યાનમાં રાખીને તેમણે આશા વ્યક્ત કરી હતી કે ૧૫મી લોકસભામાં ધાર્મિકવધુ સહકારભર્યો માહોલ અને વધુ કામગીરીધાર્મિક થઈ શકશે. તેમણે કહ્યું કે ધાર્મિકઆપણે તમામ રાજકીય પક્ષોના સભ્યો સાથે મિત્રતાનો હાથ લંબાવીશું અને તેઓ સકારાત્મક વિપક્ષની ભૂમિકા ભજવવા માટે આમંત્રિત કરીશું.ધાર્મિક

No full pension for those who retired before 2.9.08

We all know that as per 6CPC recommendations for pension benefits which was also implemented by the Government, CG employees who have completed the qualifying service of 20 years will be eligible for full pension (viz., 50 % of last pay drawn). However, the Government gave effect to this order only from 2.9.2008 and those who retired before 2.9.2008, completion of 33 years of service is mandatory for getting full pension.

As per Office memorandum No: 38/37/08-P&PW(A) dated 2.9.2008 Government Servants who retired during 1.1.2006 to 1.9.08 after completion of 33 years of qualifying service will be eligible for full pension and the pension of those Government Servants who retired before 2.9.08 with qualifying service of less than 33 years will continue to be proportionate to the full pension based on their actual qualifying service.

However, this decision was objected by many of the pensioners as pay benefits except allowance were given with effect from 1.1.06 by the government. Their concern is denying full pension to those who retired between 1.1.06 to 1.9.08 even if they have completed more than 20 years is not rational. Also, according to the affected pensioners, this decision would create phenomenal disparity in the pension benefits between the one who retired from Jan-06 to Aug-08 and others who retired after Sept-08.

Many representations were forwarded to Government by the pensioners to rectify this disparity and to take a uniform stand for providing full pension to all those who retired after 1.1.06, if they have completed 20 years of service.

However, by issue of the Office memorandum dated 12.05.09, Government ruled out full pension for those who retired after 1.1.2006 but before 2.9.2008, even if they had completed 20 years of service. As per this latest clarification (OM dated 12.05.09), Government servants who retired before 2.9.08 with qualifying service of 33 years will continue to be proportionate to the full pension based on their actual qualifying service.

As per the said clarification OM dated 12.05.09, the basis for taking this decision is the Government took a policy decision to implement the the provision for full pension after 20 years of service with effect from 2.9.08.

It was also clarified by the Government that in light of various decisions of Apex Court allowing the employer to fix a cut-off date for introducing any new pension/retirement scheme, the decision of Government is in accordance with the law and there is no violation of Article 14 of the Constitution.

Dear Comrades,

Today, 18th May 2009, there was a marathon discussion with Director( HRD) on the demands raised in our strike notice in continuation of the discussion held on 15th with CMD BSNL & Director (HRD).

After detailed discussions the following decisions have been arrived at:

1. Two months pay will be immediately paid as advance in addition to the 4 months pay advance already made.

2. New HRA will be paid immediately with effect from February 2009.

3. The wage negotiation will be expedited

4. 5 year periodicity for wage revision will be referred to DOT as required.

5. Pension orders issued as per VI CPC recommendations for BSNL retirees.. Management will make efforts to get the 50% IDA merger orders from DOT.

6. Contract Labour wage issue according to management is beyond scope of the BSNL. However we discussed the matter and asked the management to peruse the matter.

Etc.etc.

On the above basis, the United Forum has deferred the strike on 19th and 20th Strike.

The agreement copy is being put in the website after some time.

It is only because of our strength, determination for struggle and support from all that the management has been compelled to agree as above.

The Congress beat all forecasts and won a resounding victory in the elections to the 15th Lok Sabha, bagging as many as 206 seats, a sharp rise from 145 in the 14th Lok Sabha. This is the first time since 1984 that any party has won over 200 seats in an election. That year, the Congress had won 404 seats in the 543-member house, after a wave of sympathy swept the country following Prime Minister Indira Gandhi’s assassination by her bodyguards.

The Congress defeated the Left in Kerala and West Bengal (with Trinamool Congress), held on to Tamil Nadu and Andhra Pradesh and swept away states like Rajasthan (20 out of 25 seats), Delhi (seven out of seven seats), Jammu and Kashmir (five out of six seats with ally National Conference) and Uttarakhand (five out of five seats). After many years, it won a respectable 21 of the 80 seats in Uttar Pradesh.

Till reports last came in, the Congress had got 28.99 per cent of the votes polled in the recent elections, up from 26.53 per cent in 2004. The gains were at the cost of the Bharatiya Janata Party, which saw its share drop from 22.16 per cent in 2004 to 19.06 per cent in 2009.

The party, ecstatic at its victory, was quick to announce that Manmohan Singh, 76, will continue as the country’s prime minister. After Jawaharlal Nehru and Indira Gandhi, Singh will be the third Congressman to serve as the country’s prime minister for two consecutive terms. Congress President Sonia Gandhi credited Singh for the victory. She stepped back at a press conference at her residence in the evening to make way for Singh. In his turn, Singh announced that he will try to induct Congress General Secretary Rahul Gandhi in the Cabinet. Rahul Gandhi, who had suggested that the Congress should go solo in Uttar Pradesh and engineered the alliance with Mamata Banerjee’s Trinamool Congress in West Bengal, chose to spend the day in his constituency, Amethi in Uttar Pradesh, with his sister Priyanka.

The large numbers will reduce the Congress’ dependence on its United Progressive Alliance (UPA) allies for survival. Worst hit were Lalu Prasad’s Rashtriya Janata Dal (RJD), Ramvilas Paswan’s Lok Janshakti Party (LJP) and the Samajwadi Party (SP). Their strength went down from 66 seats in the 14th Lok Sabha to just 27 seats this time. Their tough posturing in the run-up to the polls could hurt their prospects when the new government is formed and Cabinet berths are allotted. Still, Lalu Prasad, it is learnt, has been invited to join the government. Only the Dravida Munnettra Kazhagam (DMK) improved its tally to 18 from 16 in 2004.

All told, UPA and its Fourth Front allies (Congress, Jharkhand Mukti Morcha, Nationalist Congress Party, Trinamool Congress, SP, RJD, DMK and LJP) won 285 seats — 13 more than the majority mark in the house. A large proportion (70 per cent) of these seats was won by the Congress.

As a result, said Congress sources, the party would retain the key portfolios of defence, finance, external affairs and home. Pranab Mukherjee may continue as the finance minister and P Chidambaram as the home minister in the next government.

A resurgent Congress will take back some important portfolios that were last time given to the allies. As a reward for wresting West Bengal from the Left, Mamata Banerjee is sure to bag a senior Cabinet rank.

The cabinet is expected to have a bevy of young faces. Apart from Rahul Gandhi, the other names that were doing the rounds included Supriya Sule of NCP, Sachin Pilot, Milind Deora and Jyotiraditya Scindia.

The Bharatiya Janata Party (BJP) and its National Democratic Alliance (NDA) partners managed to win only 161 seats, down 28 from the last term. A dejected Lal Krishna Advani, the NDA candidate for the prime minister’s job, offered to step down as the leader of opposition in the Lok Sabha. The position is likely to be taken by Rajnath Singh or Sushma Swaraj, both of whom won in the elections. BJP spokesperson Arun Jaitley said Advani would “continue to guide the party.” Political observers said it is now up to Gujarat Chief Minister Narendra Modi to revive BJP’s fortunes.

The tally of the Left parties plummeted from 60 to 24. This was the first time that Prakash Karat, the secretary general of the Communist Party of India (Marxist), the largest Left outfit in the country, had led the party in a general election. The Left parties, which played a major role in the government’s functioning during the initial four-and-a-half years of UPA rule, will now watch the Congress run the country from the sidelines. “CPI (M) and the Left have suffered a setback in these elections. This necessitates a serious examination of the reasons for the party’s poor performance,” Karat said. The Third Front, spearheaded by the Left, was able to get more than 75 seats but has become politically irrelevant, as UPA can reach the magic figure of 272 without its help.

With the Left and BJP in the opposition benches, Singh and his team will now have the benefit of a fractured opposition in the house — the two don’t see eye to eye on most issues.

The strong showing will help the Congress pursue its own agenda of economic reforms, senior party leaders told Business Standard privately. “The Congress will be less dependent on allies and can therefore assert itself more,” said a top-ranking Congress leader. Most important, the Congress will not require the help of the Left in running the next government. The Left had blocked pension and insurance reforms and had withdrawn support to the Congress over the Indo-US civilian nuclear deal.

The 2009 election results showed that voters finally came of age and voted in favour of those state governments which provided good governance. Bihar, Orissa, Rajasthan, Jammu and Kashmir, Tripura and Gujarat, which are perceived to be run by able governments, voted in favour of the incumbent. The exceptions were Madhya Pradesh and Uttarakhand, where voters favoured the opposition parties. In Uttar Pradesh, Mayawati’s Bahujan Samaj Party (BSP), which had swept the last assembly polls on her plank of social engineering, suffered a huge setback and Mayawati’s dream of becoming the next prime minister was shattered.

Telecom industry seeks resolve of spectrum, levy issue

Telecom industry wants the new government to tackle the issue of multiple levies on the sector on a priority basis.

"The government should make uniform licence fee of 6 per cent across all services to avoid arbitrage opportunities," said GSM operators association COAI Director General T V Ramachandran.

His counterpart, S C Khanna, Secretary General of CDMA operators association, also echoed the same. He also sought for reduction in telecom levies saying at the present rate of 30 per cent, it is globally the highest.

"When we are paying 10 per cent service tax and revenue share also, why should there be any other tax," he asked.

Since both the associations have different agenda, they focussed on their priority areas which they want the new telecom minister to take up immediately.

Ramachandran said the new minister should resolve the 2G spectrum issues immediately adding a committee has submitted recommendation which should be finalised without delay.

On the spectrum issue, Khanna said new GSM operators should be given 6.2 Mhz of spectrum instead of the existing 4.4 Mhz. COAI's other priority was Government should do enough to increase rural connectivity and as part of that it should restore the two per cent reduction in USO levy which has been rejected by the PMO due to some procedural glitch.

"This should be immediately rectified and restored to boost rural connectivity," Ramachandran said.

COAI wants the 3G spectrum auction to start as early as possible so that private operators start the service soon.

Khanna called for more competition in the sector to ensure tariffs going down further.

"The new minister should ensure that competition must be carried on based on number of operators," Khanna said.

Khanna feels with a strong footing this time, Congress should be able carry out telecom reforms better this time than the last time.

The mobile subscriber base in the world's fastest-growing wireless market stands at 391.8 million as on March 2009, as per the the Telecom Regulatory Authority.

In April, GSM operators added 8.93 million subscribers taking the total subscriber base to almost 400 million mobile subscribers.

BSNL aims7.5 mn broadband subscribers in FY10

State-run telecom services provider BSNL today said it is targeting to have 7.5 million broadband subscribers in the current fiscal, banking on the demand opportunities from the small towns and cities.

"We are targeting (to have) 7.5 million broadband subscribers. Though the growth will come mainly from class A cities but B and C class cities are also catching up fast," BSNL General Manager (Broadband) Anil Jain told PTI on the sidelines of an IPTV summit.

BSNL currently has 3.7 million customers. "We are already offering broadband services in the rural areas at subsidised rates. Going ahead, we are also talking to vendors for offering bundled subscription at nominal rates," Jain said.

All the integrated private telecom operators like Bharti, Reliance are targeting high as well as mass market broadband subscribers to shore up their non-telephony revenues.

BSNL operates all over the country, except in Delhi and Mumbai.

The extended CEC meeting of NTR Circle, held at Delhi on 15th May 2009 fully endorsed the strike call and called upon all the workers in NTR Circle to go on strike on 19th and 20th May 2009 demanding early wage revision. [15.05.09] Revised Pension Rules as per VI CPC for BSNL Retirees issued.

As assured by Shri R. Ashok, Member (Finance) to Com. V.A.N. Namboodiri, General Secretary, BSNLEU, orders have now been issued on 14.05.2009 by DoT raising DCRG limit from Rs. 3.5 to Rs. 10 lakhs and allowing revised Pension rules regarding Commutation table, emoluments, qualifying service etc. as per VI CPC recommendations.

[15.05.09] Welfare Committee decisions

Welfare Committee met today, 15th May 2009 under the chairmanship of Shri Kuldeep Goyal CMD, BSNL. The following decisions were taken.

1. The cost of retirement gift will be increased from Rs.2001/- to 3001/-. Cost of memento to be increased from Rs. 250/- to Rs. 500/- and that of shawl from Rs.500/- to Rs. 750/-. Strict orders will be issued to clear all the dues on the retiring day itself.

2. Holiday homes will be provided in many new centres.

3. More courses included for scholarship.

4. New Medical Policy will be finalised soon. etc. etc.

•યુરોપિયન કંપની દ્વારા કરવામાં આવેલા સર્વેનું તારણટેલર વેસિંગના ગ્લોબલ ઇન્ટેલેકચ્યુઅલ પ્રોપર્ટી ઇન્ડેક્સ (જીઆઇપીઆઇ) અનુસાર બ્રિટન સૌથી અગ્રીમ સ્થાને છે. બીજા ક્રમે જર્મની અને તે પછી અમેરિકાનો નંબર આવ્યો છે. આ સર્વેક્ષણમાં બૌદ્ધિક વિભાગીકરણ દ્વારા કયા પ્રકારે સુરક્ષા પૂરી પડાય છે તેનો વિસ્તૃત અભ્યાસ કરાયો છે તેવો કંપનીએ દાવો કર્યો હતો. આ સ્પર્ધામાં ભારતને ૫૨૧ આંક આપવામાં આવ્યા હતા. આ આંક કયો દેશ તેમના બુદ્ધધનને રક્ષવા કયા પ્રકારના પગલાં લે છે તેના આધારે આપવામાં આવે છે. જેમાં રશિયા ૨૧મા અને બ્રાઝિલ ૨૨મા સ્થાને છે જ્યારે ૨૩મા સ્થાને ભારત છે.

J S Sarma takes over as TRAI chairman
NEW DELHI: The TDSAT member, Mr J S Sarma on Thursday took over as Chairman of the Telecom Regulatory Authority of India (TRAI), succeeding Mr Nripendra Mishra.

TRAI Member, Mr A K Sawhney had been acting as Chairman since Mr Nripendra Mishra retired on March 22 this year.

Before joining TRAI, Mr Sarma was Member of the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) and is a well-known expert in the field, the regulator said in a statement.

Mr Sarma, a former telecom secretary, had served in various ministries including the ministry of rural development, department of personnel and training and also fertilisers.

As department of telecom (DoT) secretary, Sarma was the chairman of Telecom Commission from June 2005 to July 2006. He was later appointed TDSAT Member on July 28, 2008.

Mr Sarma is taking over at a time when the sector has beaten the slowdown blues to rope in about a crore subscribers a month.

The TRAI is an independent regulator for telecom and broadcasting in the country. Mainly, it has the powers to recommend on issues except tariffs and interconnection charges. - PTI

15.05.2009 : GS, AGS(HQ), AGS(F) and AFS met Sh. Siddhartha Behura, Chairman TC & Secy. (T), DoT and discussed
(i) We extended our sincere thanks for issuing the order regarding applicability of revised rules of pension calculation as per 6th CPC with regard to limit of DCRG, Commutation table emoluments, qualifying service etc to IDA pensioners to BSNL & requested him for issuance of the order regarding Revised/ Consolidation of Pension payable in IDA scale, based on combined service rendered in DOT and BSNL under CCS Pension Rules 1972, to erstwhile DOT employees absorbed in BSNL w.e.f 01/10/2000 and retired as BSNL Pensioners between 01/10/2000 to 31/12/2006, consequent upon revision of IDA pay scales in BSNL w.e.f. 01/01/2007: Secy. (T), DoT mentioned that the clarification regarding IDA Pension revision is still awaited from Law Ministry / DOP&T. He assured to look into the matter.

(2) Regularization of Adhoc STS/JAG/SAG level Executives in BSNL :- We requested for immediate regularization of Adhoc STS/JAG/SAG level Executives absorbed in BSNL as per the DoT letter issued on 05.11.2008. We appraised him that regularization of adhoc Group 'A' level Executives is being delayed on the pretext of pending Group 'A' RRs. BSNL Management has not finalized Group 'A' RRs for the last 8 years & in absence of that adhoc Group 'A' level executives are retiring without regular promotions. Secy.(T) assured to look into the matter.

(3) Poor growth of Telecom Services in BSNL :- Secy.(T) expressed his serious concerned against the poor growth & dip in profit of BSNL in comparison to private operators. He also mentioned that the CEO of IDEA is traveling in Economic Class to give a message for saving the expenditure. Similar actions were also required in BSNL. We clarified the reasons for the poor growth & dip in profit mainly delay in completing the process of ITS Officers absorption in BSNL & lagging in Marketing & Sales strategies. Secy.(T) assured that after formation of new government action regarding absorption process will be taken.

(4) Harassment of NCES Circle Executives by NCES Circle Management:- We expressed our serious resentment against the harassing attitude of NCES Circle Management against executives. After brief discussions Secy. (T) assured to look into the matter.

15.05.2009 : GS attended BSNL Staff Welfare Board Meeting which was Chaired by CMD, BSNL. Director (HRD/F) and Director (Operations) were also present in the meeting. Com. GS while discussing agenda points requested to give representations to Executives Associations in Circle Welfare Board. CMD, BSNL accepted the proposal & directed the concerned officer to allow Executives Associations representatives.
