Demand the DOT to rescind the orders issued regarding deputation of Account Officers from DOT.
Meet the CMD to find out about the various reports coming in the press regarding outsourcing, forming of another company from BSNL, sharing of infrastructure etc. since no official statement has come so far. After meeting the CMD, Joint Forum will meet and plan our strategy and action programme.
Consult BCG report with the Unions before implementing the same.
Next meeting of the JF will be held after meeting CMD.

Promotion Policy: Director (HRD) agreed to contact with DOT for the early clearance of the 9200- pay scale for which it was referred to DOT. The Policy will be implemented as soon as it is received back.

Obama wins Nobel Peace Prize for 2009 Buzz Up Share

Oslo (Norway), Oct.9 (ANI): United States President Barack Obama has been surprisingly given the Nobel Peace Prize for 2009 for his extraordinary efforts in strengthening international diplomacy and for taking landmark initiatives to create a nuclear-free world.

Announcing the award here, an official of the Norwegian Nobel Committee said that Obama was yet to be informed about the award, and would receive the award on December 10 this year.

He also said that Obama had beaten 205 other nominees for the prestigious award, which includes a gold medal, a Nobel diploma and 1.4 million dollars.

The Nobel Peace Prize has been awarded 90 times to 120 Nobel Laureates between 1901 and 2009 - 97 times to individuals and 23 times to organizations.

Since International Committee of the Red Cross was awarded the Nobel Peace Prize in 1917, 1944 and 1963, and the Office of the United Nations High Commissioner for Refugees was awarded the Nobel Peace Prize in 1954 and 1981, that means 97 individuals and 20 organizations have been awarded the Nobel Peace Prize.

The Nobel Peace Prize is one of five Nobel Prizes bequeathed by the Swedish industrialist and inventor Alfred Nobel. According to Nobel's will, the Peace Prize should be awarded "to the person who shall have done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses."

Alfred Nobel's will stated that a committee of five people elected by the Norwegian Parliament should award the prize. Norway and Sweden were at that time still in union, and with Sweden responsible for all foreign policy. Nobel felt that the prize might be less subject to political corruption if awarded by Norway. The Peace Prize is presented annually in Oslo, in the presence of the king, on December 10 (the anniversary of Nobel's death), and is the only Nobel Prize not presented in Stockholm. " (ANI)

[19.09.2009] Bonus 2009 – one more arbitrary decision of BSNL management.

BSNL has issued order for this year’s bonus (PLI). Non-executives are paid only Rs. 3500/-. This is totally unacceptable to us and we condemn this arbitrary decision. As per BSNL’s MOU rating for this year, as per the bonus formula, Non-Executives are eligible for minimum bonus of Rs. 7000/-. This was conveyed to the CMD, BSNL and Director (HR), in categorical terms by BSNLEU and the United Forum, in the meeting held on 15-09-2009. Country wide Dharnas/demonstrations were also conducted by the United Forum on 17-09-2009. Despite all these, BSNL Board has arbitrarily decided to pay a paltry amount as bonus. Company’s reduced profit is not an excuse for denial of eligible bonus. Bonus formula is the only criteria, according to which Non-Executives are eligible for minimum bonus of Rs. 7000/-. In the case of Interim Relief, we compelled the management to modify it’s arbitrary order. Similarly, in the case of bonus also, BSNLEU and United Forum will get the arbitrary order modified.

Boston Consulting Group’s recommendations on BSNL…in brief.

The country's second largest telecom operator by overall subscriber base, state-owned BSNL, which has seen massive erosion in net profits and is surviving only on interests from its cash reserves, is putting up a four-pronged revival plan based on the recommendations of Boston Consulting Group (BCG).

As per the strategy, the company will focus on four key operations--consumer mobility, broadband, enterprise business and new business which includes infrastructure sharing.

According to sources, the telecom major is going to strengthen its consumer interface and distribution network. "BSNL's products are available in only 40% of the outlets as compared to the market leader. The company is aiming to increase its product availability to 90% of 8 lakh plus outlets. Secondly, time for activating connections, roaming services and customer care will be shortened significantly and marketing of the existing services as well as the new 3G ones will become very aggressive from now onwards", sources explained.

"As far as broadband is concerned, BSNL is the market leader with more than 50% market share, which is increasing 5% annually. We have set ambitious targets of doubling our connections from the current 3.5 million to 7.5 million. The biggest impetus would come from the WiMAX-based broadband services," officials told FE.

According to BCG, BSNL's enterprise business is a weak link in its entire operational chain. For instance, the BCG report has said, "There are significant gaps in the company's 'go to market' approach. There is almost no customer segmentation and special service level agreement over large enterprises." A company executive said that in order to revive its enterprise business, the company would now address the issue at three levels--product sales, service delivery and service assurance. Customers would be divided into platinum, gold and silver accounts with special service-level agreements within each segment.

In the new business, the company is banking on its tower asset base to generate a new income stream. As part of this strategy, the company recently announced that it was eyeing revenue of over Rs 1,000 crore. from leasing out its towers to private operators. BSNL has an asset base of over 40,000 towers across the country and 37,000 BTS on existing towers.

The reason for BSNL loosing Rs.2 crores at Vellore is utter carelessness shown in verification of the records at the time of giving mobile connections and giving ISD facility to about 70 numbers without even noticing that the connections were sought for a Chennai address and the billing address alone is that of Vellore. There are many other glaring errors in the application and the supporting records. Aircel has also entered into infrastructure sharing agreement with BSNL. Under the agreement, Aircel will get access to around 45000 towers of BSNL spread over the country. Aircel has around 32000 towers and sharing of these towers, that covers 96 percent of the Districts all over the country, will help them in expanding foot print and give them more space to concentrate on market expansion, according to Aircel's COO.

Agreement has been signed yesterday between BSNL and TATA Teleservices to share BSNL Mobile towers for the next 15 years for their TATA Docomo GSM services. This type of agreement is the first one in India and it may be noted that its not between 2 Private Operators.

When the GS of AIBSNLEA met CMD and demanded payment of the balance 60% wage revision arrears and fitment on 78.2% IDA, it was informed by CMD that in the last meeting of the BSNL Board it was decided to explore the possibilities of reducing the 30% fitment benefit and the Executive Associations would be invited soon to discuss the matter.

24.09.2009: BSNL defrauded to the tune of Rs.Two Crores in Vellore SSA.
With out any basic supporting Documents, someone (or a group) was able to get 120 mobile connections under CUG from the CCC., Vellore in the name of a Major Indian Company and of those 120 connections, ISD facility was provided to 60, which is very abnormal for a branch office in a District H/Q [ even if we presume that the applications were from a genuine company ].

With in a span of about 40 days, the bill for the connections was for about Rs.2 Crores and there is no one to pay in the given address. Ofcourse, the Administration has preferred a complaint with the Police.The amount is more than the monthly take home pay of our SSA. Will the Administration fix responsibility for the lapses on those involved and take departmental action ?

BSNL, MTNL begin talks to buy Kuwait's Zain

A consortium comprising India's telecom PSUs BSNL and MTNL, among others, today said it has started negotiations for acquiring control of Kuwait's biggest phone company Zain Telecom that has presence in 24 countries.

"We have started the process of negotiations for acquisition of a controlling stake in Zain," BSNL's Chairman and Managing Director Kuldeep Goyal told reporters here.

The talks come days after failure of renewed negotiations between India's Bharti Airtel and South Africa's MTN.

Besides BSNL and MTNL, other members of the consortium are India's Vavasi group and a Malaysian entity. The deal is expected to be a multi-billion dollar transaction.

Speaking on the sidelines of an International Telecommunication Union (ITU) conference here, Goyal said the consortium has begun talks and was looking for at least 50 per cent stake with management control. "We'll prefer a controlling stake (over 50 per cent)," he added.

Goyal did not comment on what would be the stake of individual consortium members, saying that these things would be part of the negotiations.

Asked for his comments, Telecom Minister A Raja said: "It's well within the scope of the PSUs. Thet have every right to go global."

"If the Department of Telecom feels that it (the deal) is detrimental to the two PSUs, only then the DoT will seek a clarification from them."

Raja further added that "if they reach a deal, it will then need the approval of different ministries as also from the Cabinet".

Earlier yesterday, Kharafi Group, one of the largest shareholders of Zain, had said that it has received interest from a group of investors, including BSNL, MTNL, Vavasi and Malaysian billionaire Syed Mokhtar al-Bukhar, for acquiring up to 46 per cent stake in Kuwait's largest telecom company.

"We have received an official letter stating that BSNL and MTNL are interested to participate in the proposal for buying upto 46 per cent of Zain's shares from the Kharafi group," Kharafi's Group's Vice-Chairman Badr al-Kharafi had said in a statement.

There have been reports that the stake could be valued at about $13.7 billion. Kharafi reportedly holds over 20 per cent stake in Zain.

Hold demonstrations on 22-09-2009 (Tuesday), to protest against the arbitrary order of the BSNL management, violating the “PLI formula”, and sanctioning less bonus. This is the call of the United Forum of BSNL unions. Conduct the programme effectively by mobilising the workers fully.

[19.09.2009] Bonus 2009 – one more arbitrary decision of BSNL management.

BSNL has issued order for this year’s bonus (PLI). Non-executives are paid only Rs. 3500/-. This is totally unacceptable to us and we condemn this arbitrary decision. As per BSNL’s MOU rating for this year, as per the bonus formula, Non-Executives are eligible for minimum bonus of Rs. 7000/-. This was conveyed to the CMD, BSNL and Director (HR), in categorical terms by BSNLEU and the United Forum, in the meeting held on 15-09-2009. Country wide Dharnas/demonstrations were also conducted by the United Forum on 17-09-2009. Despite all these, BSNL Board has arbitrarily decided to pay a paltry amount as bonus. Company’s reduced profit is not an excuse for denial of eligible bonus. Bonus formula is the only criteria, according to which Non-Executives are eligible for minimum bonus of Rs. 7000/-. In the case of Interim Relief, we compelled the management to modify it’s arbitrary order. Similarly, in the case of bonus also, BSNLEU and United Forum will get the arbitrary order modified.

[15.09.2009]United Forum meets CMD, BSNL and Director (HRD) on Bonus issue:- As per decision of yesterday’s meeting of associations and unions of Executives and Non-Executives, meetings were held both with Shri Kuldeep Goyal, CMD, BSNL and Shri Gopal Das, Director (HRD) to-day, 15th September, 2009 on Bonus issue.

The unions demanded that the minimum bonus of Rs.7000/- to Rs.10,000/- be paid to the non-executives as paid during the last year. The CMD stated that since the profit has gone down only Rs.3500/- can be paid to non-executives and Rs.5000/- to executives. The CMD requested the unions to voluntarily forego Bonus this year in view of the company’s adverse financial positions. The unions protested and reiterated their demand for full bonus. NFTE, FNTO & BSNLWRU who were party to yesterday’s decision did not attend the meeting, despite they had agreed to come.

[15.09.2009]BSNL Associations & Unions Demand Full Bonus:- The meeting of the Associations / Unions of Executives and Non-executives held on 14.09.2009 at National Council Office, New Delhi, presided by Com. A.A. Khan (SNEA) strongly protested against the proposal of BSNL management to reduce this year Bonus to Rs.5000/- for executives and Rs.3500/- to non-executives. Com. V.A.N. Namboodiri, GS, BSNLEU explained the issue in detail.

After through discussion it was decided to meet the CMD BSNL on 15.09.2009 and convey our protest as also to demand for Bonus as last year.
