Outcome of the talks that took place on 17-09-2013, between the United
Forum and the BSNL Management, on the demands that are contained in
the notification for the one day strike to be held on 27-09-2013
Discussion between the United Forum and the BSNL Management took place yesterday the
17.09.2013, on the demands contained in the charter of demands for the one day strike to be held on
27.09.2013. Com.P.Abhimanyu, GS, com.VAN.Namboodiri, President, com.Animesh Mitra, Dy.GS,
com.R.K.Kohli, GS, NFTBE and com.Thomar, AGS, BSNL MS, represented the United Forum. The
Management is represented by shri.A.N.Rai, Director (HR), shri R.K.Goyal, GM (Estt.), shri. Neeraj
Verma, GM (SR), and shri Satish Wadhwa, DGM (SR). The talks took place for 3 hours. At the outset, the
Director (HR) stated that the financial position of the Company continues to be worrisome. The leaders
of the United Forum stated that they were very serious about the improvement of the viability of the
Company and suggested that the Management should come with concrete proposals regarding the
role to be played by the unions in this regard. Thereafter, the following issues were discussed.

It was demanded that the stagnation issue should be immediately resolved by implementing the
merger of the lowest 5 payscales, ie., from NE 1 to NE 5.

)
It was demanded that the wage reduction issue should be settled without further delay, by granting
5 extra increments, as was given to the JTOs and JAOs.

)
It was demanded that the agreement signed between BSNLEU and Management on 31.01.2013,
in respect of change of designations of Regular Mazdoors and Telecom Mechanics should be
implemented immediately.
b
)
Immediate discussion shoulld start for change of designations of the cadres of Sr.TOAs and TTAs.
c
)
Representation should be given to BSNLEU in the reconstituted Designations Committee, as well
as in other committees to be formed in future, in the 9:5 ratio.

As regards proper implementation of the agreement signed between BSNLEU and the Management
on NEPP, it was strongly demanded that post based promotions should not be treated as part of
NEPP. As regards the other demands connected with NEPP, it was agreed that the same would be
further discussed with the GM (Estt.)

Order on introduction E1 payscale should be issued immediately.

As regards Compassionate Ground Appointments, the leaders bitterly complained about the denial
of appointment to genuine and deserving cases. Further, it was strongly demanded that
Management shoulld issue revised guidellines to CGA, as has allready been assured in the Nationall
Council.

It was pointed out that in the DoT order issued on 10.06.2013, on 78.2% IDA merger, it has been
mentioned that no arrears would be paid. The leaders pointed out that this clause of the order is
contrary to the agreement signed between the unions and the Management on the subject. They
told that this has created problem in the revision of pension of those who have retired after
01.01.2007, and strongly demanded that BSNL Management should take up the issue with the DoT
for cancellation of this clause8
)
The issue of regularisation of left out casual labourers, especially the case of West Bengal circle was
raised, and it was demanded that Management should take immediate steps to settle this issue.
The Director (HR) assured that all the above demands would be seriously looked into and appropriate
action would be taken. Due to paucity of time other issues could not be discussed. However, he
assured that those issues would be discussed on 4
th October and appealed to the leaders not to resort
to the proposed one day strike.
The United Forum will meet shortly and will take stock of the situation. CHQ
appreciates the positive attitud shown by the Director (HR) during the discussion. At
the same time, it is made very clear that a decision on the strike greatly depends upon
the action that the Management is going to take on the issues that were discussed in
the meeting. Hence, circle and district unions are requested to continue with serious
preparations for the strike. There need not be any let up in the mobilisation for the

Dear Comrades,
We hereby announce holding of 4TH All India Conference of All India Bharat Sanchar Nigam Ltd Executives' Association at Nasik in Maharashtra from 10th to 12th November, 2013 for which Notice has been issued. The pre-AIC CWC Meeting will be held on 09.11.2013 for which Notice has also been issued separately.
2. The Circle Secretaries, CWC Members and the CHQ Office Bearers, Advisors are to reach Nashik Maharashtra on 09.11.2013 (Morning). But the Delegates are to reach only on 09.11.2013 (Evening). The Host Circle will provide accommodation for the Circle Secretaries/CWC Members/CHQ Office Bearers, Advisors with effect from 08.11.2013. But the delegates would be provided accommodation only with effect from 09.11.2013. There will be no deviation from this arrangement. The accommodation will be available only upto 12.00 Hrs of 13.11.2013. Any one desiring to reach earlier or leave later than the aforesaid dates will have to make his own arrangement.
3. Delegates shall be elected by the Branches in Branch GB Meeting by secret ballot system @ one delegate, per 30 paid members or part thereof. Circle Secretaries/ CWC Members and the CHQ Office Bearers will be the ex-officio delegates. The Branch Secretaries should also be the delegates from the respective Branches. CHQ quota paid from January, 2011 to Oct.-2013 will be taken into account for determining the paid membership strength. The Circles are to ensure that CWC Members from the Circles are strictly as per the requisite paid membership strength of the respective Circles (One CWC Member for each 300 paid membership).
4. Delegate Fee will be charged @ Rs. 1200 per delegate and to be handed over in advance to the Host Circle in Cash/DD immediate on their arrival at the venue. All Branches/Circles were already advised to collect Rs. 200.00 Legal Fund per member and remit the same to the Financial Secretary, CHQ. This may be expedited. All Branches/Circles are also requested to send the CHQ Quota and other arrears to the Financial Secretary, CHQ by 15.10.2013.

13.09.2013: Special Meeting at Hotel Ashoka, Chennai on 02.09.2013: The special meeting at Hotel Ashoka Chennai was held on 2-9-13 and the meeting started at 18-30 hrs as GS has to attend the function STR, Chennai office at Guindy. The meeting was presided over by Com. A. Thomas. Our CGM, Com. GS, Com. V.K. Paramasivam ,Advisor, CHQ were present. The meeting started with Tamizh Thai Vaazhthu. our President Com. A. Thomas, delivered the Welcome Speech. CS read the report subsequently highlighting many points stressing the need for seniors to be posted to CHTD as there are vacancies existing in CHTD and CGM was elaborated by our GS on our personal meeting with him at 14-30 Hrs in his chambers with our Circle office bearers .Com.VKP stated the JAO pay scale which ended in a stalemate is set to momentum by our association by giving proofs and expected that the case will be favorable to us.
Com. Prahlad Rai elaborated the SDE to DE posting and JTO to SDE posting. He also mentioned that CAO regular DPC and JAO to AO DPC will be coming in next one or two months. There is also a proposal to relax norms for DE to DGM Telecom posts (around 500 posts). He said every one should see the viability and existence of BSNL and the arguments for VRS is not correct as the same did not work in many PSUs.
CGM in his speech said the points given by CS in speech will be considered and told that he will once again reiterate to fill-up all DE posts .He also requested that though we are positive in finance terms compared to previous years if only we put our effort the trend cannot continue. He also told that CM requires improvement .He once again requested our GS to take-up with CO-BSNL the cable issue and funds issue. He expressed his thanks to one and all for inviting him. Sr.GM(F) could not attend the function due to his pre occupations.

"Our 270 BTS (mobile towers) were down till last (Thursday) evening across state. Out of these, we have restored 10 BTS at crucial locations where most of stranded people are located. In next three days most of the BTS will be up and running," BSNL Chairman and Managing Director R K Upadhyay told PTI. He added that BSNL has restored 10 telephone exchanges out of the 72 that were impacted by heavy rains and floods. "The absence of a usable road network has prevented access to the affected areas for movement of the technical teams. Additionally, the lack of electricity means diesel needs to be supplied to the sites on an urgent basis to restart the affected sites and keep the operational ones running," industry body COAI's Director General Rajan S Mathews said. "The fuel stations located in the high altitude regions have been damaged and are running dry, while the unusable roads are preventing the supply of diesel to the affected sites from other places," he added. BSNL said it has restored network at Janki Chatti, Barkot and Phata where most of the people are stuck. As per official estimates, around 50,000 people are stranded at various locations in Uttarakhand. Mathews said bigger issue is of power supply which is impacting the telecom sites that were working. "Special requests have been made to state authorities to make diesel available for mobile tower sites. All the headquarters of telecom companies are closely monitoring situation," he added. BSNL said its mobile tower at Harsil is facing power crisis due to fault in power plant and shortage of diesel. The BSNL CMD said that floods have washed away the optical fibre network due to which network at most of the places is not available. "Around 4 to 5 kilometers of optical fibre cable has been washed away by the flood between Agustmuni and Tilwara. It will take 3 days for us to lay these fibres after which most of the towers will start functioning," Upadhyay said. On the other hand, Department of Telecom has written to District Magistrate of Uttarakashi to help telecom operators in restoration of their network. "As you are aware about present situation of Uttarakashi area where lot of tourist are facing problem due to non-availability of communication network...you are requested to extend each and every possible support to telecom service providers to early restoration of telecom network in affected area," DoT said in its letter. (CNN) -- Graduation season is in full swing, bringing with it a lot of discussion about life and opportunity. Inevitably there will be news stories about graduation ceremonies or a new YouTube video sensation focusing on commencement words of wisdom. While inspiring, those stories never give a full portrait of this rite of passage in America.
High school graduation—once the end of educational achievement for many—is now really just the starting line. The changing economy means that people who don't receive any post-secondary education will have access to only 40% of jobs in the next decade.
The beginning of this year's commencement season coincided with the 30th anniversary of one of the most important education reports the nation ever produced. "A Nation at Risk" warned that a mediocre education system put America's future in such serious jeopardy that had a foreign power imposed this poor performance on us, "we might well have viewed it as an act of war."

Yet three decades later, the reading and math skills of America's 15-year-olds still rank, respectively, as "average" and "below average" among developed nations. So, as you attend your next graduation ceremony, here are five things you won't hear but need to know.
• Not everyone eventually gets a diploma.
In reality, fewer than 80% of students receive a regular high school diploma (not simply a GED) within four years. That number drops to less than 70% for African-American students and lower yet for students with disabilities and English language learners.
A "real" diploma based on rigorous curriculum matters because the jobs of the future demand a workforce with skills aligned with a knowledge-based economy. For a nation that will become "majority minority" within a generation, we must work not only to increase the number of real diplomas, but also to see that all students receive one. The good news is that graduation rates are actually on the rise in the United States. As a result, the nation is on track for the first time to achieve a 90% national graduation rate by the class of 2020.
• We know where the challenges are the greatest and who needs our help the most.
Just 11% of America's high schools — the so-called "dropout factories" — account for half of the African-American and Latino students who fail to finish, and 40% of all students. At these schools, four-year graduation rates are 60% or lower.

Thanks to better data, we not only know which schools are unable to graduate their students, but also which students are struggling long before they even enter high school.
Targeting the neediest students, schools and neighborhoods is paying huge dividends. In 2002, there were 2,007 dropout factories in the United States. Today that number is 1,434. (A "dropout factory" is a high school with a graduation rate of 60% or less.) That means nearly 1.1 million fewer students are trapped in our lowest-performing high schools. It's no coincidence that as fewer students attended dropout factories, graduation rates began to climb.
• This is not just a challenge in urban areas and the South.
While the dropout crisis has been acute in these areas, low graduation rates are a widespread problem: rural, urban, East, West, North and South. Today the greatest improvement is occurring in the South and the cities. Graduation rate increases in the South, in fact, have outpaced those of other regions and these improvements have fueled the nation's overall progress.
Texas, Georgia and Florida, once the top three states for dropout factories, are now the top three in reducing the number of low-performing schools. Cities have seen tremendous progress as well, decreasing their number of dropout factories by 18%.
Double-digit gains in graduation rates in New York, the nation's largest public school system, demonstrate what can be done when the education of children becomes a civic priority.
• More challenging curriculum and better teachers are not enough.
This is probably the biggest misconception out there. Quality schools and teachers are essential, but they alone are not enough, especially in the highest poverty schools, where hundreds of students are chronically absent, missing a month or more of school, or have a home life that is less than ideal.
The best teachers and most thoughtful curriculum won't succeed if students are not in school regularly and don't have a supportive adult figure or safe place to go. Thus the five percentage point gain in graduation rates since 2006 didn't occur simply because all low-performing schools suddenly became better. What happened was a coordinated effort across the nation.
Integrated efforts to combine school redesign, accountability and quality with enhanced, better targeted and more evidence-based student supports began to spread more broadly So did awareness of the problem and the solutions, and all sectors in this country from policymakers to businesses began to support this work.
Entire communities began taking ownership of the issue in a hands-on way. This combination has been a recipe for real progress.
One example of this approach at work is Shelbyville Senior High School in Shelbyville, Indiana. In 2006, the school's poor performance—where one in three students did not graduate—was featured on the cover of TIME magazine.
Six years later, the school is in a much different place, with nine in 10 students earning a diploma.
Shelbyville's progress is a result of a coordinated approach between the school and community, in which graduation became the priority for everyone. The school's culture reflected this, changing to a positive one that nurtured students and expected success from all. The district instituted an early warning system that collects and monitors data on each student so those at risk can be supported from the moment challenges arise.
Shelbyville also created alternative learning environments for students not succeeding in traditional high school and teachers, counselors and school leadership now meet regularly to discuss what's working and isn't.

We all pay a heavy price when young people fail to graduate. The economic consequences of failing to graduate— lower incomes, less spending power, higher costs for public assistance programs, higher rates of incarceration — are comparable to the effects of a permanent national recession.
Many businesses report they have trouble finding enough qualified candidates for the jobs they have, which affects both our economic growth and our nation's ability to compete in a global economy. Because the military cannot accept candidates who lack a high school diploma, the dropout crisis even has national security implications.
Until we achieve at least a 90% national graduation rate, and see that students leave high school equipped for success in college and career, we will not be simply a collection of communities at risk, we will remain a nation at risk.

BSNL Employees Union – 12 years of struggles and achievements (Part-1)
22nd March 2013 is the 12th Birth Anniversary of BSNL Employees Union, the mighty organisation of the BSNL workers. It was formed at Visakhapatnam in Andhra Pradesh, in the National Convention of Telecom Employees held on 21-22 March 2001 in the presence of late Com. E.Balanandan, President, CITU, one of the beloved leaders of the working class.
P&T Workers have been unionised since the early part of the 20th century. It was not easy to organise the government employees under the British imperialist rule. It was with great courage and personal sacrifice that Babu Tarapada and Henry Barton organised Postal and Telegraph workers respectively. Despite much harassment and victimisation the unions strengthened, organised struggles and achieved demands. V.G.Dalvi organised the Postal Union in the second decade.
The Postmen strike of 1946, which is also treated as part of the Independence struggle, was historic in all sense. Although started on 11th July 1946 as a Postmen strike, within two weeks the entire P&T workers became part of the struggle and also it got support from the freedom movement. 14 out of the total 16 demands could be achieved by the end of the successful strike. This strike gave a new dimension to the movement and the need for unity of the P&T workers was instilled in the mind of the leaders and the workers.
Consequently, the leaders of the existing unions discussed and the Union of P&T Workers (UPTW) was formed in 1947 by merger. In 1954, the National Federation of P&T Employees (NFPTE) was formed by realignment by merging all the existing unions in to 9 All India Unions federated with NFPTE at the apex. Com. B.N.Ghosh, popularly called Dada Ghosh, was the first Secretary General of the united organisation.
The 5 days glorious strike of 1960 of the Central government employees was brutally supressed by the central government by treating it as a ‘Civil Rebellion’ and imposing the draconian ‘Essential Service Maintenance Ordinance’(ESMO), putting thousands of employees in jail and also dismissing, suspending, terminating and victimising tens of thousands of employees. But his could not deter the Central Government employees movement from going on a successful one day token strike on 19th September 1968 facing similar victimisation, arrests and confinement.
As a result of these struggles, the government was compelled to appoint II and III Central Pay Commissions and revise the wages of the employees, formulate rules for grant of dearness allowance when the cost of living index increases etc. In the 1974 strike for Bonus in which the railway workers participated in lakhs and were brutally victimised, in which a part of the P&T employees under the leadership of Com.K.G.Bose participated, though supressed, resulted in the grant of Bonus in 1978 after the Janatha Government was formed at the centre.
The difference in NFPTE started mainly on the approach to the issues as also the method to be adopted. One section of the leadership was of the opinion that the government policies need not be opposed but should try to settle the demands through negotiations and compromise only. The other section led by Com. K.G.Bose, N.J.Iyer, Adinarayana and others wanted to organise struggles, if the demands are not settled by the government. In the stiff contest in elections in NFPTE in 1970, the KG Bose group was elected. But the group led by Com. O.P.Gupta floated a parallel list in the next Federal Council and with the connivance of the Minister got recognition. Two NFPTEs functioned for a few years, but the urge for unity resulted in bringing both the groups together and unity was restored by 1976.
Consequent to the bifurcation of the P&T Department in to Postal and Telecommunications in 1985, NFPTE was also bifurcated in to NFPE and NFTE. The revisionists led by Com. O.P.Gupta were in the leadership of NFTE. Differences cropped up in the organisation on issues as well as the compromise being made by the leadership including agreement on ban on creation of posts, surrendering posts for promotion etc. As a result, some of the office-bearers in the unions affiliated to NFTE including Coms. Moni Bose, V.A.N.Namboodiri, M.N.Reddy and J.Renganathan resigned from the office bearer posts protesting against the wrong line of the leadership. In the Bhopal All India Conference of the All India Telecom Employees Union Class III, contest took place and OPG leadership was defeated and Coms.V.A.N.Namboodiri and Moni Bose were elected as President and General Secretary respectively with other office bearers. Though the defeat was gracefully accepted by OPG, after six months, in connivance with the DOT, a dispute was created. The two groups of the union continued functioning separately.
After the collapse of the USSR, the global political situation changed. The imperialists led by US started dictating and imposing their decisions on the underdeveloped and developing countries. The economic and foreign policies of Indian government also changed. Instead of the socialist pattern of society, the shift started towards capitalist line. The government started implementing the neo-liberalisation policy of Liberalisation, Privatisation and globalisation(LPG). The PSUs, called the ‘Temples of Modern India’ by the first Prime Minister of the country Jawaharlal Nehru, was treated under the new dispension, as the cemeteries of India. PSUs were disinvested and privatised by handing over the same to private companies for paltry sums. Privatisation became the important mantra of the government.
The neo-liberalisation policy has its impact on the telecommunications also. Under the New Telecom Policy 1995, for the first time, private telecom companies were formed and the government granted them licence to provide mobile service, while denying the same to the Department of telecom. This was a starting point of discrimination against DOT and later MTNL and BSNL., the telecom PSUs formed as per the new policy of the government.
The unions led by Coms. Moni Bose, V.A.N.Namboodiri, P.S.Raman Kutty, Pabitra Chakroborty and others formed a National Action Committee and organised many struggles against the anti-worker policies and decisions of the government. They participated in all the struggles organised by the central trade unions on the demands of the common workers. They also organised two strikes against the proposal of the government to form a telecom corporation carving out of the Department of Telecom. NFTE kept away from these struggles.
Despite opposition from the workers and their unions, BSNL was formed on 1st October 2000. The corporatisation was made easy after the revisionist leadership of NFTE agreed for the same on certain assurance like government pension etc.
It was the unions which formed the National Action Committee and organised many struggles against neo-liberalisation and privatisation before and in 2000, that called for the National Telecom Convention at Visakhapatnam on 21-22 March 2013. And as stated earlier, BSNL Employees Union with Com. J.N.Mishra As President, V.A.N.Namboodiri as General secretary and P.S.Raman Kutty as Dy. General Secretary with other office bearers were elected unanimously. Seven unions merged together to form the new union. Thus BSNL Employees Union was born on 22nd March 2001 at the Vishakhapatnam Convention/Conference. (To be continued).

BSNLEU is continuously taking initiative to conduct united struggles to safeguard and strengthen
BSNL. Incessantly, it is going on struggles against the anti-BSNL and pro-private policies of the
government, which is weakening BSNL.
At the same time, it is also very essential in a competitive environment, to urgently improve the
quality of the services being provided by BSNL. BSNL’s market share has dwindled to 14%. It is
an emergent need to increase the same. Keeping all these in mind, the Chennai CEC, held in
March, 2011, decided to launch a movement to improve the quality of our services, through
greater involvement of the employees. It was in this background that the Joint Action Committee
gave call for the Customer Delight Month. Later on, this was converted into a Customer Delight
Year. Many meetings were conducted in various Circles to impress upon the employees about the
importance of this programme.
Based on the feed back got from the employees, the JAC and BSNLEU, took up the demand for
procurement of GSM equipments, modems, CLIP instruments, cables, OFC etc. The
Management has responded and has procured them to a certain extent. The JAC and BSNLEU
as still pressurising the Management to procure these items as per the requirement.
This Extended CEC meeting call upon the employees to come forward and involve themselves
fully, to improve the quality of the services upto the satisfaction of the customers. This meeting
also calls upon the Forum to take all steps for the vigorous implementation of the Customer
Delight Movement.

The Extended CEC meeting of BSNLEU is continuing for the second day at Warangal today. District secretaries as well as CEC members are participating in the debate, based on the report presented by the General Secretary yesterday. So far 40 district secretaries and 32 CEC members have participated in the debate in a very spirited manner. BSNLEU has been continuously taking up with the Corporate Office, to issue guidelines to the field units to overcome the shortcomings experienced in the issuing of free SIM card worth Rs.200/- to the employees. We have demanded that this free SIM card should be issued to all the out door staff, including TTAs, irrespective of the availability of CDMA coverage or not. Similarly, we have demanded ‘94’ facility also in the SIM. Order is now issued, accepting the demands of BSNLEU. <
[24.01.2013]FORUM DECIDES TRADE UNION ACTION ON 78.2% IDA FIXATION ISSUE.
A meeting of the Forum of BSNL Unions and Associations is held today, mainly to discuss the issue of non-implementation of the agreement signed with the Management on 78.2% IDA fixation. Representatives of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, BSNL WRU, BSNL BTU attended the meeting. Com.P.Abhimanyu, GS and Com.Swapan Chakraborty, AGS represented BSNLEU. The meeting is of the opinion that DoT is delaying the settlement of 78.2% IDA fixation issue, by seeking unnecessary queries from BSNL Management. At the same time the BSNL Management is also not showing any interest in finding any solution to the issue. Hence, the meeting unanimously decided to launch the following trade union action. If the issue remains unsettled even after conducting these agitations, then the Forum will meet again on 22-02-2013, and will launch drastic trade union struggle to settle the issue.
Programme of action:-
1) During the period of 28th to 30th January, the District Secretaries of all the Unions and Associations of Forum, should send the following savingram to the Secretary, DoT, with copies to the Hon'ble Minister of Communications and to CMD BSNL.
2) To conduct demonstrations on 11-02-2013.
3) District level Dharna programme on 15-02-2013.

News has come in some newspapers today, regarding BSNL'S VRS plan. It is sensationally reported in those papers, that BSNL has proposed to send one lakh employees home, through it's VRS scheme. There is nothing new in this news. Every one knows that BSNL has already sent a proposal for VRS to the government more than a year ago. But the question is, who will give money required for implementing this VRS? It requires more than RS. 20, 000 crore. Moreover, after spending such a huge amount, BSNL will be saving only around Rs.3, 000 crore annually, in the wage bill. Hence, as per some reliable sources, the govt. is thinking, whether it is wise to spend such a huge amount for BSNL's VRS scheme.

Com. P. Abhimanyu, GS and Com. Animesh Mitra, Dy.GS, met Shri S.C. Misra, Member (Services), DoT, yesterday, the 18.01.2013, and urged upon him to take necessary steps for the early approval of 78.2% IDA fixation by the DoT. The Member (Services) assured the leaders to do the needful.

It is learnt that the DoT has called for some more clarification on the issue of 78.2% IDA fixation issue. We cannot allow DoT to keep on delaying the approval for 78.2% IDA fixation issue. Forum will meet shortly and take appropriate action to settle the issue.

The Circle Executive Committee meeting of BSNL Employees union, Andaman & Nicobar was held on 29.12.2012 at Port Blair. Com. S.P. Kalairajan, CS, BSNLEU, A&N hoisted the union flag. Welcome address was given by Com. K. Vijayan, Working Chairman, Reception Committee. The delegates session was inaugurated by Com. B. Chandra Chooden, General Secretary, CITU, A&N. Com. S.P. Kalairajan, CS presented the report on which 40 delegates discussed. Open session was held at 1700 hrs, which was presided over by Com. G. Rajagopal. Com. D. [15.01.2013]MOU with Canara Bank renewed 30.11.2013
BSNLEU has been consistently pressing upon the Corporate Office for the renewal of MoU with Canara Bank, for extension of loans to BSNL employees. However, there was no cooperation from the Corporate Office of Canara Bank. This resulted in the delay of renewal of the MoU. The renewal has finally been done now. We sincerely thank the GM (BFCI) for taking efforts in this regard.<
[15.01.2013]Meeting with Director (HR) on TTA LDCE and Wage Reduction issue
Com. P. Abhimanyu, GS and Com. Swapan Chakraborthy, AGS met Director (HR) yesterday the 14.01.2013 and discussed the following issues:-
(a) Promptly conducting JTO LDCE
The union representatives pointed out that BSNL CO has not notified the time schedule for holding the JTO LDCE even after clearance was given by the Kerala High Court two months ago. They urged upon the Director (HR) to hold the exam immediately.
(b) Settle the wage reduction problem of the post 01.01.2007 appointees
The union representatives urged upon the Director (HR) to immediately resolve the wage reduction problem of the post 01.01.2007 appointed Non-Executives, by granting advance increments, as has been done in the case of JTOs and JAOs.
Director (HR) responded by stating that both the issues would be sympathetically looked into.
