From the day one, many of us are confused a little bit about, what an union is for, What are all the activities an Union will do. At last what is the benefit for us in regard of the unions? There are hell lot of questions in our mind to juggle with. Finally here you found some of the answer for your questions and why BSNL employees going to strike in this April 2015 and what all the reasons.

Unions are the group of employees which stands for employee, sometimes guides the management by raising concerns of the polices, further more unions holds moral responsibility for taking a stand for the company, its employees and the society where it is living.

With the same spirit BSNL Forum (All Unions and Associations of both Executive and Non-Executive) had given a call with demands to make BSNL a profit making company. BSNL Forum of all unions and Associations came to a common platform to suggest or even demand Indian Government to re-think on its initiatives taken against BSNL.

BSNL Forum agenda of the strike is quite striking. The agenda is speaking lot about BSNL Revival. BSNL Forum is keen on BSNL’s lacunas and weakness and agenda also speaks about how to correct them and also how to change the loss making business models and concern of the merger strategies and finally entire forum wants BSNL to be a profit making company.

These are some of the few points in agenda of BSNL Employees Strike (Demands)

• Upgrade of the equipment to offer the best services to users and also for adopting new technologies like 4G.
• As BSNL is providing rural telephone services at loss. This has to be compensated.
• Financial assistance should be given to BSNL for its expansion.
• BSNL New Recruitment in various cadres has to be carried out.
• Being of a PSU , BSNL should not be charged for spectrum allocation charges. As BSNL is serving for the society with a concern rather for profits.
• All central and state PSU’s should use BSNL service only. Spectrum charges Rs.6700 Crore should be refunded immediately.
• Merging of Sick companies with BSNL has to be refrained. As BSNL is logging losses for the past five years, if BSNL is merged with loss making companies, BSNL may also be listed as Sick PSU. If any PSU is declared as sick PSU, there will be no wage revision, There may be disinvestment also.
• TRAI recommendation for surrendering of 1.2MHz spectrum, should be rejected.
• Assets has to be transferred to BSNL. Director’s posts has to be filled up.
• Reject of Deloitte committees anti-worker and anti-BSNL recommendations.
• Grant of 78.2%, Pension revision for BSNL Retirees. 30% superannuation benefit for BSNL direct recruitees.

If you see these points BSNL forum rather expressing their grievances, here they are trying to align the BSNL management ideas towards bringing BSNL to profits. This the what all forms of unions and associations has to do.

This really appreciating effort by BSNL forum. To make these points propagate to Dot, Ministry of Communications and IT, BSNL is going for strike for two days i.e. 21st and 22nd of April 2015. For the same a huge number of BSNL employees marched to parliament and even staged a dharna for three days, to make their point clear to even PMO.

Step-2: After obtaining SMS of sucessfully registration send SMS "BBU space Landline Number prefixed with STD code" to 52295 i.e. BBU(Landline No means your Broadband Landline number) to 52295 for obtaining Broadband data usage.

We are happy to announce that a Global Lohana Convention – 2015 is scheduled
to be held at Leicester (UK) during 24th to 26th April 2015. Almost 500 delegates
are expected to attend this convention out of which about 120 delegates shall
come from India, about 25 to 30 delegates shall come from countries like USA,
Canada, Tanzania, Kenya, Uganda, Oman, UAE etc. About 300 delegates are
expected to participate at the local level from various Mahajans in UK itself. We
are happy to let you know that such a convention at the global level outside India
is being organized for the first time in the history of Lohana Community.
Following are the general guidelines to have a smooth execution planning of the
upcoming convention
1. All the delegates are required to send their duly filled in Registration Form
(attached herewith) in original and to send by email the scanned copy of the same
on glcuk2015@yahoo.co.uk latest by 15-3-2015 which would help us prepare
Identity Card and other literature.
2. It may be noted that the registration of the delegates though kept open for all
community members in UK, on receipt of 300 delegate forms on first come first
serve basis the registration shall be closed.
3. All the delegates are required to deposit £ 20 (Twenty Pounds) as delegate fees at
the Leicester Office of the Convention well before 15-3-2015 OR it may be
deposited in HSBC Bank, Short Code No. 40-11-08 five ways branch,
A/c. no. 41209264 in name of Lohana Community of United Kingdom and
the intimation about such deposit be sent on glcuk2015@yahoo.co.uk by email
before 15-3-2015.
4. All delegates coming from the USA, Canada, Tanzania, Kenya, Uganda, Oman,
UAE etc. (except UK) shall be provided with the accommodation in the Hotels
were the arrangements are made by the Host from 23rd to 27th morning (4 nights).
The delegates from UK shall have to make their own arrangements for
accommodation and transportation.
...25. All delegates coming from the USA, Canada, Tanzania, Kenya, Uganda, Oman,
UAE etc. shall have to reach to Heathrow Airport on 23rdApril 2015 latest by 03.00pm
to avail the transport facility made by the Host to take the delegates from Heathrow
Airport to Leicester and shall communicate with the Host about its travel plan.
6. All delegates coming from the USA, Canada, Tanzania, Kenya, Uganda, Oman, UAE

ગ્રામ્ય તથા શહેરી વિસ્તારોમાં મહેનત મજુરી કરી જીવન ગુજારતા શ્રમિક વર્ગ માટે લુ ઘણી વખત જીવલેણ સાબીત થાય છે.અસહય ગરમીમાં ભારે પરિશ્રમ કરવાથી શરિરનું તાપમાન વધી જાય છે સામાન્ય રીતે શરીરનું તાપમાન પરસેવો થવાથી ઘટી જાય છે પરંતુ બહારનું તાપમાન ખુબ જ ઉંચુ હોય ત્યારે આ પરસેવાથી તાપમાન ઘટવાની ક્રિયા અસરકારક રહેતી નથી જેથી શરીરનું તાપમાન વધી હાથ-પગ દુઃખવા લાગે, ખુબ તરસ લાગે તેમજ ગભરામણ થાય અને ચકકર આવી જાય છે શ્વાસ ચડે અને હૃદયના ધબકારા વધી જાય અને જો ત્વરીત સારવાર ના મળે તો માણસનું મૃત્યુ પણ થઇ શકે છે. સખત તાપમાં વધુ પડતી મહેનતનું કામ કરવાથી કે ફરવાથી તથા ગરમ હવાવાળા હવામાનમાં શરીરને પૂરતું ઢાંકયા વગર કામ કરવાથી પણ લૂ લાગે છે.                                     

ઉનાળાની ગરમીને કારણે તાવ ચડી જાય, શરદી-ખાંસી થાય, માથું દુખે, ઊલટી કે ઊબકા આવે એ લક્ષણો લૂ નાં છે આકરો તડકો પડતો હોય ત્યારે શરીરમાં ગરમીની માઠી અસર થાય છે એ માટે કસદાર કાંદા ખૂબ જ ગુણકારી છે યાદ રહે કે જો લૂ થી બચવું હોય તો કાંદાની વાનગીઓ કરતાં કાચા કાંદા વધુ હિતકારી છે કાંદા બળપ્રદ, પચવામાં ભારે, મધુર, રુચિકર, સ્નિગ્ધ, કફકર અને ધાતુવર્ધક છે એનાથી ઊંઘ આવે છે પાચનઅગ્નિ પ્રદીપ્ત થાય છે આ બધા ગુણોને કારણે ટીબી, હૃદયરોગ, ઊલટી કે રક્તપિત્તના દરદીઓ માટે એ ખૂબ ફાયદાકારક ગણાય છે. એનાથી વધુપડતો પરસેવો અને સોજો પણ ઘટે છે. ઉનાળામાં ભૂખ ઓછી લાગે છે અને ખાવાનું પચવામાં પણ તકલીફ થાય છે. ખાવાનું રોચક બને એ માટે કાચી કેરી અને કાંદાનું કચુંબર ઉત્તમ દીપક અને પાચક ગણાયું છે. કાચી કેરી અને કાંદાના છીણમાં ગોળ, જીરું અને સિંધવ નાખીને બનાવેલું કચુંબર બપોરના ભોજનમાં અચૂક લેવું જોઈએ  એ ખાવાથી ભૂખ ઊઘડે છે તેમ જ ખાવાનું પચે છે એ લેવાથી ગરમ વાયરાને કારણે લાગતી લૂ થી બચી શકાય છે ઉનાળામાં થતા ઝાડા, ડિસેન્ટ્રી, મસા, અપચો, કબજિયાત દૂર કરે છે. જો સાંધાના દુખાવાને કારણે કાચી કેરીની ખટાશ સદતી ન હોય કે પછી સારી કાચી કેરી મળતી ન હોય તો કાકડી સાથે સૅલડ બનાવી શકાય. કાંદા અને કાકડી બન્નેને ઝીણાં સમારી એના પર સિંધવ, કાળાં મરી, જીરું પાઉડર અને ચપટીક ખડી સાકરનો ભૂકો ભભરાવીને તૈયાર થયું કાકડી કાંદાનું કચુંબર પણ એટલું જ ફાયદાકારક છે.

લુ લાગવાના લક્ષણોમાં જોઈએ તો માથાનો દુઃખાવો થવો, ઉબકા આવવા, ચકકર આવવા, આંખે અંધારા આવવા, થાક લાગવો અને સ્‍નાયુનો  દુખાવો થવો, શરીરનું તાપમાન વધુ રહે, નાડીના ઘબકારા ૧૨૦ કે તેથી વધુ થવા, ચામડી લાલ થઇ જાય, મોટી ઉમર કે એકદમ નાની ઉંમરની વ્‍યકિત, જાડુ શરીર હોય તેવી વ્યકિત, જે વ્‍યકિત વાતાવરણથી ટેવાયેલ ન હોય તથા જે વ્‍યકિતને કોઇ ચેપ લાગેલો હોય કે પાચનતંત્રની ખરાબી, ઝાડા - ઉલ્‍ટી થયા હોય તેવી વ્‍યકિતને લુ લાગવાની શકયતા વધુ રહે છે.

ઉનાળામાં લુ ન લાગે તે માટે  સફેદ કે આછા રંગના ખુલતા સુતરાઉ કપડા પહેરવા, સખત તાપમાં સખત એક ધારૂ કામ ન કરવું પરંતુ કામ દરમિયાન થોડા થોડા સમયે આરામ કરવો, કામ દરમિયાન થોડા થોડા સમયના અંતરે પાણી પીવું, જે બાજુથી ગરમ હવા આવતી હોય તે બાજુ મોઢું રાખી કામ ન કરવું પરંતુ તે બાજુ પીઠ રહે તે રીતે કામ કરવું, શરીરને બને તેટલો ઓછો ભાગ સુર્ય પ્રકાશમાં ખુલ્‍લો રહે તે જોવું તેમજ ગરમ હવા શરીરના સીધા સંપર્કમાં ન આવે તે જરૂરી છે, લીંબુ, ખાંડ, મીઠાનું સરબત પીવું કે ઓઆરએસનું દ્રાવણ પીવું, જરૂરિયાત વિના ગરમીમાં બહાર નીકળવાનું ટાળવું જોઈએ  જયારે આપણને  લુ લાગે ત્‍યારે સૌથી અગત્‍યનું કામ શરીરની ગરમી ઘટાડવાનું છે ત્યારે  જરા પણ સમય ગુમાવ્‍યા વગર સારવારના પગલાં લેવા જોઇએ સૌ પ્રથમ વ્‍યકિતને છાયામાં લાવો, લુ લાગેલ વ્‍યકિતએ પહેરેલા કપડા ઢીલા કરવા, શરીર પર ઠંડુ પાણી છાંટી શકાય અથવા ઠંડા પાણીમાં બોળેલા કપડા વડે શરીરને ઢાંકવું જોઇએ, પ્રાથમિક આરોગ્‍ય કેન્‍દ્ર, આરોગ્‍ય કર્મચારી તથા આંગણવાડી પર રખાયેલ પાઉડરના પેકેટમાંથી દ્વાવણ બનાવી દર્દીને પીવડાવવું જોઇએ, જેમ બને તેમ તેને વધુમાં વધુ પ્રવાહી આપવુ જોઇએ પ્રાથમિક સારવાર બાદ બને તેટલા જલદી દર્દીને નજીકના દવાખાને કોઇપણ જાતની ઢીલ વિના ખસેડવા જરૂરી છે  ઉપરોકત સંજોગોમાં વધુ સારવાર માટે નજીકના આરોગ્‍ય કેન્‍દ્રનો સંપર્ક સાધવા મુખ્‍ય જિલ્‍લા આરોગ્‍ય અધિકારીશ્રી ધ્વારા જણાવાયુ છે.

નવી દિલ્હી: સર્વોચ્ચ અદાલતે વેબસાઇટ પર કહેવાતી ‘અપમાનકારક’ (વાંધાજનક) વિગત પોસ્ટ કરનારી વ્યક્તિની ધરપકડ માટેની કાયદામાંની જોગવાઇને ગેરબંધારણીય ગણાવીને કાઢી નાખી હતી અને વિચાર અભિવ્યક્તિની સ્વતંત્રતાની તરફેણ કરી હતી. ન્યાયાધીશ જે. ચેલમેશ્ર્વર અને ન્યાયાધીશ આર. એફ. નરીમાનની બનેલી બેન્ચે વિચાર અભિવ્યક્તિની સ્વતંત્રતાને વ્યક્તિનો ‘મૂળભૂત’ અધિકાર ગણાવ્યો હતો અને જણાવ્યું હતું કે વેબસાઇટ પર કહેવાતી અયોગ્ય કે વાંધાજનક માહિતી પોસ્ટ કરનારી વ્યક્તિઓ સામે વિવિધ વહીવટીતંત્ર દ્વારા માહિતી તંત્રજ્ઞાન (આઇટી) ધારાની કલમ ૬૬ – એ ના આધારે લેવાતા પગલાં બરાબર નથી. આમ છતાં, બેન્ચે વેબસાઇટ્સ બ્લોક કરવાની અને અમુક કિસ્સામાં જવાબદારી નક્કી કરવામાંથી વચેટિયાઓ કે મધ્યસ્થીઓને મુક્તિ આપતી આ કાયદાની કલમ ૬૯-એ અને ૭૯ને રદ કરવાની અરજીને કાઢી નાખી હતી. અદાલતે જણાવ્યું હતું કે આઇટી ધારાની કલમ ૬૬-એ વિચારની અભિવ્યક્તિની સ્વતંત્રતાના અધિકારની વિરુદ્ધ છે તેમ જ આવા હક અને વાજબી નિયંત્રણ વચ્ચેની સમતુલાને નુકસાન પહોંચાડે છે. અગાઉ, શિવસેનાના નેતા બાળ ઠાકરેના મૃત્યુને પગલે શહેરમાં પાળવામાં આવેલા બંધની વિરોધમાં ફેસબુક પરની ટિપ્પણીને લાઇક કરનારી મુંબઈની બે છોકરીની ધરપકડ અને ઉત્તર પ્રદેશમાં પ્રધાન આઝમ ખાનની સામે એક યુવાને લખેલી પોસ્ટના કિસ્સાને પગલે અદાલત દ્વારા ઘણાં સમયથી કાયદાની આ કલમને તપાસાઇ રહી હતી. અદાલતે વિચારની અભિવ્યક્તિ પર વાજબી નિયંત્રણ મૂકતી બંધારણની કલમ ૧૯ (૧) (એ) અને ૧૯ (૨) તેમ જ સમાનતાના અધિકાર અને વ્યક્તિગત સ્વતંત્રતાને લગતી કલમ ૧૪ અને ૨૧ની જોગવાઇ તપાસી હતી. અગાઉની યુપીએ સરકારે સુધારા ખરડા દ્વારા પસાર કરાવેલી આઇટી કાયદાની કલમ ૬૬-એનો હાલની એનડીએ સરકાર દ્વારા પણ બચાવ કરાયો હતો. ન્યાયાધીશ જે. ચેલમેશ્ર્વર અને ન્યાયાધીશ આર. એફ. નરીમાનની બનેલી બેન્ચે જણાવ્યું હતું કે આઇટી કાયદાની કલમ ૬૬ – એ માં વપરાયેલા કોઇ પણ મુદ્દાની વ્યાખ્યા નથી કરાઇ. બેન્ચે જણાવ્યું હતું કે કાયદાની આ કલમમાં ‘ક્રિમિનલ ઇન્ટિમિડેશન’ (ડરાવવા કે ધમકાવવાનો ગુનો)ની વ્યાખ્યા પણ નથી કરાઇ અને માહિતી તંત્રજ્ઞાન ધારાના પરિશિષ્ઠ બેમાં એવું નથી કહેવાયું કે પીનલ કોડમાં જે શબ્દો અને વિચારોની વ્યાખ્યા કરાઇ છે તે આ ધારાને પણ લાગુ પડી શકાય છે. અદાલતે જણાવ્યું હતું કે માહિતી તંત્રજ્ઞાન ધારાની કલમ ૬૯એ અને ૨૦૦૯નો માહિતી તંત્રજ્ઞાન (પ્રોસિજર એન્ડ સેફગાર્ડસ ફોર બ્લોકિંગ ફોર એક્સેસ ઑફ ઇન્ફર્મેશન બાય પબ્લિક) કાયદો બંધારણીય દૃષ્ટિએ યોગ્ય છે.

કલમ ૬૬ – એ શું છે..??

સુપ્રીમ કોર્ટે ઇન્ફર્મેશન ટેક્નોલોજી ધારાની કલમ ૬૬-એ કાઢી નાખી હતી. આ સેકશનમાં સોશિયલ મીડિયા સાઇટ્સ પર નફરત પેદા કરે કે આક્રમક સંદેશ પોસ્ટ કરનારની ધરપકડ કરી શકાતી હતી. વિવાદાસ્પદ અને આક્રમક સાહિત્ય સોશિયલ નેટવર્કિંગ સાઇટ પર પોસ્ટ કરનારને ત્રણ વર્ષની જેલની સજા કરી શકાય છે. સેકશન ૬૬-એમાં કમ્પ્યુટર્સ અથવા બીજા કાઇે કમ્યુનિકેશન ડિવાઇસ જેવી કે મોબાઈલફોન અથવા ટૅબ્લેટ દ્વારા ધિક્કરજનક સંદેશો મોકલવાની બાબતને ગુનો ગણવામાં આવે છે. આ માટે કસૂરવારને વધુમાં વધુ ત્રણ વર્ષની જેલની સજા થઈ શકે છે. કાયદા પ્રમાણે જે કોઇ વ્યક્તિ કમ્પ્યુટર અથવા કમ્યુનિકેશન ડિવાઈસ દ્વારા આક્રમક અથવા જોખમી હોય એવી બાતમી મોકલે અથવા આવી ખબર ખોટી હોવાનું તે જાણતી હોય, પરંતુ કોઈને ગુસ્સે કરવા, દહેશત ફેલાવવા આડખીલી કે અંતરાયરૂપ, અપમાનજનક, ઇજા પમાડનારી, ગુનાઇત ધાકધમકી, દુશ્મનાવટ નફરત પેદા કરનારી, ખરાબ ઉદ્દેશ ધરાવતી, માહિતી પોસ્ટ કરવા કમ્પ્યુટર અથવા કમ્યુનિકેશન ડિવાઇસના દ્વારા મોકલવામાં આવી હોય. ઈલેક્ટ્રોનિક મેલ, અથવા ઈલેક્ટ્રોનિક મેલ મેળવનાર વ્યક્તિને છેતરવા, અથવા ગેરમાર્ગે દોરે તેવો સંદેશ મોકલનારને દંડ અને ત્રણ વર્ષની સજા થઈ શકે. કમ્યુનિકેશન ડિવાઈસમાં ટેક્સ, ઇ-મેસેજીસ, ઑડિયો, વિડિયો અને અન્ય ઈલેક્ટ્રોનિક રેકોર્ડ જે સંદેશ સાથે ટ્રાન્સમિટ કરવામાં આવ્યા હોય તેને પણ સજા પાત્ર ગુનો ગણાય છે.

દુરુપયોગ ના આ રહ્યા ૧૦ કેસ

(૧) જાદવપુર યુનિવર્સિટીના પ્રોફેસર અંબિકેશ મહાપાત્રાની ૨૦૧૨માં તૃણમૂલ કૉંગ્રેસનાં વડા મમતા બેનરજીના કાર્ટૂન ફેસબુક પર ફોરવર્ડ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૨) કાર્યકર અસીમની સંસદ અને બંધારણ બિનઅસરકારક હોવાનું વર્ણવતા કાર્ટૂન ચિતરવા બદલ ૨૦૧૨માં ધરપકડ કરવામાં આવી હતી. તેના પર ઉશ્કેરણી કરવાનો આરોપ મૂકવામાં આવ્યો હતો. જે જંગી વિરોધમાં પરિણમ્યો હતો.

(૩) ૨૦૧૨ની બીજી એક ઘટનામાં મુંબઈમાં ઍર ઇન્ડિયાના કર્મચારી મયંક શર્મા અને કે.વી. રાવની રાજકારણીઓ વિરુદ્ધ આક્રમક ટીકા ફેસબુક ગ્રુપ પર પોસ્ટ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૪) ૨૦૧૨માં બિઝનેસમેન રવિ શ્રીનિવાસન પર પુડુચેરી પોલીસે કેન્દ્રના પ્રધાન પી. ચિદમ્બરમના પુત્ર કાર્તી ‘ભ્રષ્ટ’ હોવાનું ટ્વિટર પર જણાવતાં તેમની ધરપકડ કરવામાં આવી હતી.

(૫) કાશ્મીરના કિશ્તવાર જિલ્લાના ત્રણ યુવાન કિશોરી શર્મા, બંસીલાલ અને મોતીલાલ શર્માએ ફેસબુક પર ધાર્મિક લાગણી દુભવતા પ્રતીકો પોસ્ટ કરીને માહિતી ટેકનોલોજીનો દુરુપયોગ કોમી દ્વેષની લાગણી ફેલાવવા કરી હોવાના કારણોસર તેમની ધરપકડ કરાઈ હતી. તેમને ૪૦ દિવસ જેલની સજા કરવામાં આવી હતી.

(૬) વારાણસીના પર્યટન ખાતાના અધિકારીની સમાજવાદી પક્ષના વડા મુલાયમ સિંહ યાદવ અને ઉત્તર પ્રદેશના મુખ્ય પ્રધાન અખિલેશ યાદવ અને સમાજવાદી પક્ષના નેતા આઝમ ખાનનાં વાંધાજનક ચિત્રો અપલોડ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૭) ૨૦૧૩ના ઑગસ્ટમાં કવિ-લેખક કંવલ ભારતીની યુપી સરકારની આઇએએસ અધિકારી દુર્ગાશક્તિ નાગપાલની બરતરફી બદલ ટીકા કરતો સંદેશ પોસ્ટ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૮) ૨૦૧૪માં યુવા શિપિંગ પ્રોફેશનલ દેવુ ચોડણકરની વડા પ્રધાન નરેન્દ્ર મોદીની અણછાજતી ટીકા કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૯) પોલીસે સીપીઆઇ-એમના કાર્યકર્તા રાજીશ કુમારની વડા પ્રધાન નરેન્દ્ર મોદીની નિંદા કરતી ટિપ્પણી અને તેમના ફોટા પોસ્ટ કરવા બદલ ધરપકડ કરાઈ હતી.

(૧૦) હાલમાં અગિયારમા ધોરણના વિદ્યાર્થીની યુપીના પ્રધાન આઝમ ખાન વિશે ફેસબુક પર નિવેદન પોસ્ટ કર્યાના ૨૪ કલાકમાં ધરપકડ કરાઈ હતી. તે પાછળથી નિવેદન પાછું ખેંચવા સહમત થયો હતો અને તેના માતાપિતાએ લેખિત માફી માગી હતી.

કોણ છે શ્રેયા સિંઘલ..?

સોશિયલ મીડિયા પર વાંધાજનક પોસ્ટ મૂકનારની ધરપકડ કરવાની પરવાનગી આપતી આઇટી એક્ટની વિવાદાસ્પદ ૬૬-એ કલમ રદ કરવાનો કોર્ટનો નિર્ણય કાયદાની આ જોગવાઇને કોર્ટમાં સૌપ્રથમ પડકારનાર કાયદાની વિદ્યાર્થિની શ્રેયા સિંઘલ માટે સીમાચિહ્નરૂપ વિજય બની ગયો છે. સુપ્રીમ કોર્ટે કાયદાની આ જોગવાઇ રદ કરતો ચુકાદો આપ્યા બાદ ટીવી ચેનલને આપેલી મુલાકાતમાં શ્રેયાએ કહ્યું હતું કે કાયદાની આ જોગવાઇ અમારાં વાણી અને અભિવ્યક્તિ સ્વાતંત્ર્યના અધિકાર પર તરાપસમાન હતી અને સુપ્રીમ કોર્ટે અમારા આ અધિકારને આજે સમર્થન આપ્યું છે. શ્રેયા વકીલોનાં પરિવારમાંથી આવે છે. તેની માતા સુપ્રીમ કોર્ટમાં વકીલ છે તો તેનાં દાદીમાં સુપ્રીમ કોર્ટમાં ન્યાયાધીશ હતાં. શિવસેનાના વડા બાળ ઠાકરેના મૃત્યુ બાદ મુંબઈ સંપૂર્ણપણે બંધ રાખવાને મામલે સોશિયલ મીડિયા પર નિંદાત્મક ટિપ્પણી કરવાને મામલે બે યુવતીની ધરપકડ કરવામાં આવ્યાને પગલે વર્ષ ૨૦૧૨ માં શ્રેયાએ આ મામલે કોર્ટમાં અરજી કરી હતી તે સમયે તે ૨૧ વર્ષની હતી. શ્રેયાએ કહ્યું હતું કે પરિવારજનોએ મને ખૂબ જ પ્રોત્સાહન આપ્યું હતું. હું કાયદાની વિદ્યાર્થિની હોવાને કારણે મને ખબર હતી કે સીધું સુપ્રીમ કોર્ટમાં પણ જઇ શકાય છે. શ્રેયાએ કહ્યું હતું કે તે કે જાણે છે કે આ વ્યવસાય સાથે સંકળાયેલા વરિષ્ઠો જે સિદ્ધિ નથી મેળવી શક્યા તે સિદ્ધિ તેણે વકીલ બનતાં અગાઉ જ મેળવી લીધી છે.www.ashokhindocha.blogspot.com M-94262 54999

કલમ ૬૬ – એ શું છે..??

દુરુપયોગ ના આ રહ્યા ૧૦ કેસ

(૬) વારાણસીના પર્યટન ખાતાના અધિકારીની સમાજવાદી પક્ષના વડા મુલાયમ સિંહ યાદવ અને ઉત્તર પ્રદેશના મુખ્ય પ્રધાન અખિલેશ યાદવ અને સમાજવાદી પક્ષના નેતા આઝમ ખાનનાં વાંધાજનક ચિત્રો અપલોડ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૭) ૨૦૧૩ના ઑગસ્ટમાં કવિ-લેખક કંવલ ભારતીની યુપી સરકારની આઇએએસ અધિકારી દુર્ગાશક્તિ નાગપાલની બરતરફી બદલ ટીકા કરતો સંદેશ પોસ્ટ કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૮) ૨૦૧૪માં યુવા શિપિંગ પ્રોફેશનલ દેવુ ચોડણકરની વડા પ્રધાન નરેન્દ્ર મોદીની અણછાજતી ટીકા કરવા બદલ ધરપકડ કરવામાં આવી હતી.

(૯) પોલીસે સીપીઆઇ-એમના કાર્યકર્તા રાજીશ કુમારની વડા પ્રધાન નરેન્દ્ર મોદીની નિંદા કરતી ટિપ્પણી અને તેમના ફોટા પોસ્ટ કરવા બદલ ધરપકડ કરાઈ હતી.

(૧૦) હાલમાં અગિયારમા ધોરણના વિદ્યાર્થીની યુપીના પ્રધાન આઝમ ખાન વિશે ફેસબુક પર નિવેદન પોસ્ટ કર્યાના ૨૪ કલાકમાં ધરપકડ કરાઈ હતી. તે પાછળથી નિવેદન પાછું ખેંચવા સહમત થયો હતો અને તેના માતાપિતાએ લેખિત માફી માગી હતી.

સોશિયલ મીડિયા પર વાંધાજનક પોસ્ટ મૂકનારની ધરપકડ કરવાની પરવાનગી આપતી આઇટી એક્ટની વિવાદાસ્પદ ૬૬-એ કલમ રદ કરવાનો કોર્ટનો નિર્ણય કાયદાની આ જોગવાઇને કોર્ટમાં સૌપ્રથમ પડકારનાર કાયદાની વિદ્યાર્થિની શ્રેયા સિંઘલ માટે સીમાચિહ્નરૂપ વિજય બની ગયો છે. સુપ્રીમ કોર્ટે કાયદાની આ જોગવાઇ રદ કરતો ચુકાદો આપ્યા બાદ ટીવી ચેનલને આપેલી મુલાકાતમાં શ્રેયાએ કહ્યું હતું કે કાયદાની આ જોગવાઇ અમારાં વાણી અને અભિવ્યક્તિ સ્વાતંત્ર્યના અધિકાર પર તરાપસમાન હતી અને સુપ્રીમ કોર્ટે અમારા આ અધિકારને આજે સમર્થન આપ્યું છે. શ્રેયા વકીલોનાં પરિવારમાંથી આવે છે. તેની માતા સુપ્રીમ કોર્ટમાં વકીલ છે તો તેનાં દાદીમાં સુપ્રીમ કોર્ટમાં ન્યાયાધીશ હતાં. શિવસેનાના વડા બાળ ઠાકરેના મૃત્યુ બાદ મુંબઈ સંપૂર્ણપણે બંધ રાખવાને મામલે સોશિયલ મીડિયા પર નિંદાત્મક ટિપ્પણી કરવાને મામલે બે યુવતીની ધરપકડ કરવામાં આવ્યાને પગલે વર્ષ ૨૦૧૨ માં શ્રેયાએ આ મામલે કોર્ટમાં અરજી કરી હતી તે સમયે તે ૨૧ વર્ષની હતી. શ્રેયાએ કહ્યું હતું કે પરિવારજનોએ મને ખૂબ જ પ્રોત્સાહન આપ્યું હતું. હું કાયદાની વિદ્યાર્થિની હોવાને કારણે મને ખબર હતી કે સીધું સુપ્રીમ કોર્ટમાં પણ જઇ શકાય છે. શ્રેયાએ કહ્યું હતું કે તે કે જાણે છે કે આ વ્યવસાય સાથે સંકળાયેલા વરિષ્ઠો જે સિદ્ધિ નથી મેળવી શક્યા તે સિદ્ધિ તેણે વકીલ બનતાં અગાઉ જ મેળવી લીધી છે.www.ashokhindocha.blogspot.com M-94262 54999

Interview With BSNL CMD Anupam Shrivastava

In a no holds barred discussion with TeleAnalysis, Anupam Shrivastava, the newly appointed CMD of the telecom behemoth BSNL, talks about the various steps the state run telco is taking under his leadership to turn around things. Brimming with optimism, he says the company can be back to its glorious days and be profitable by 2018-19. Excerpts :

Q. BSNL is very active in government projects. What is the status of projects like NOFN, NFS (network for spectrum), LWE (left wing extremists) and North East?

BSNL is executing projects worth Rs 25,000 crore ($4 billion) in the next 2-3 years. The projects which BSNL is executing include: NFS for Defence; NOFN for BBNL; LWE for left wing extremists states and North East project for improving connectivity in North East. All these projects are under implementation except North East project where BSNL is planning to float EoI (expression of interest) by next month.

Q.What is BSNL’s mobile expansion plan for Phase 7 and Phase 8?

In Phase 7, BSNL is investing Rs 4,804 crore for creating 15 million additional mobile capacity. The capacity addition will take care for both 2G and 3G. In Phase 7, BSNL is building 27,000 towers of which 15,000 will be for 2G and 12,000 for 3G. Presently, BSNL has around 97,000 towers.

BSNL has till date completed 60 percent of Phase 7 expansion and the project is planned to be completed by June, 2015. Phase 7 will help in plugging the gap of 2G, removing blind spots in mobile network and increasing data capacity by 30-40 times.

On the mobile infrastructure, we are working on Phase 8 strategy. Phase 8 will have four parts. First part will focus on Wi-Fi integration. Second will help in increasing data carrying capacity. Third will focus on intra-circle roaming which will help in sharing of 2G and 3G network with other mobile operators in the country and fourth part will focus on classical expansion of 2G and 3G network in BSNL.

Q. What are you doing to enhance customer support services for BSNL customer?

We have around 18 call centers in 20 circles for mobile services. We are also planning call center for CFA department which will focus on customer complaint, customer feedback, VAS and enhancing reach to BSNL consumers.

We are planning enhanced CDR billing which will take care of fixed line, mobile and also leased line.

We are planning converged billing so that we can offer single bill to our consumer for all types of services. With converged billing, we can offer multiple tariff packages offering different services to our enterprise and retail customers. We can come up with different schemes targeting those customers depending upon their usage pattern. We will very soon come up with converged billing RFP on a revenue sharing model.

Q. BSNL is focusing a lot on Wi-Fi hotspots. How will this help BSNL in the long run?

BSNL has lots of copper cable and optical fiber cable which we want to exploit for data services. We want to utilize Wi-Fi hotspots and integrate it with 3G services for increased reach to mobile consumers. We are focusing on data in a big way such that it is a game changer for telecom industry. In future, if we play our cards well we would be successful in data services.

BSNL is planning 2,500 Wi-Fi hotspots in the next 2-3 years. For Wi-Fi, we have tied up with Quadgen Wireless for South and West on revenue sharing basis. We will very soon float tender to provide Wi-Fi coverage for North and West regions.

Q. What’s the update on tower leasing and land bank?

Tower leasing proposal has gone to the ministry for its consideration. The proposal focuses on creating a separate business unit, creating a separate subsidiary company within BSNL which is fully owned by BSNL and creating a joint venture.

On the land bank front, eight proposals have been sent to the ministry for building housing complex, IT park and commercial building. For both the proposals, we are awaiting the ministry’s approval.

Q. What is the expected revenue for BSNL in FY 2014-15? When are you planning to be profitable?

BSNL revenue should cross Rs 29,000 crore in FY 2014-15 with a growth of 4-5 percent. In FY 2014-15, we would be operational profit or EBITDA comfortable. We plan to be profitable by FY 2018-19.

સલોનીનાં લગ્ન લંડનમાં રહેતા આકાશ સાથે થયા. દેખાવડો, સોહામણો, સોફટવેર એન્જિનિયર અને વળી નામાંકિત કંપનીમાં કામ કરતાં આકાશ સાથે લગ્ન કરી સલોની સાતમા આસમાનમાં વિહરવા લાગી, પરંતુ લંડન પહોંચ્યા પછી થોડા દિવસોમાં જ તેને જમીન દેખાવા લાગી. આકાશ સંકુચિત વિચારનો અને રૂઢિચુસ્ત હતો. તે સલોનીને ઘરની બહાર નીકળવા નહોતો દેતો અને ઘરમાં નોકરાણીની જેમ રાખતો હતો. સલોનીનો પાસપોર્ટ તેના કબજામાં હતો. તેને ફોન કરવાની પણ મનાઈ હતી. સલોની ચોધાર આંસુ સારી રડતી હતી અને એક દિવસ તે યેનકેન પ્રકારેણ ઈન્ડિયા પાછી આવી ગઈ. કંઈક આવું જ ખુશીના કિસ્સામાં બન્યું હતું. લગ્ન કરીને તે અમેરિકા ગઈ. થોડા દિવસોમાં જ તેના વર તથા સાસુ તરફથી દહેજની માગણી થવા લાગી. અને માગણી પૂરી ન થતાં તેને ઘરની બહાર કાઢી મૂકવામાં આવી. જેમ તેમ કરી તે ભારત પાછી ફરી. એનઆરઆઈ (નૉન-રેસિડન્ટ ઈન્ડિયન) મુરતિયાઓની દાદાગીરી અને જુલમનો શિકાર બનતી ભારતીય છોકરીઓની સંખ્યા દિનપ્રતિદિન વધવા લાગી છે. રાષ્ટ્રીય મહિલા પંચ અને કેન્દ્ર સરકારની મિનિસ્ટ્રી ઑફ ઓવરસીઝ ઈન્ડિયન અફેર્સ વિદેશમાં પરણતી ભારતીય યુવતી પર થતા અત્યાચાર અને તેમની સાથે થતી છેતરપિંડીની ઘટનાથી વાકેફ છે. છેલ્લા કેટલાક મહિનાઓમાં લગભગ ૪૦૦ જેટલી યુવતીઓ છેતરપિંડી બાબતે રાષ્ટ્રીય મહિલા પંચની પાસે ફરિયાદ કરવા ગઈ હતી.

એનઆરઆઈનું ચલણ કેમ વધી રહ્યું છે..??

સામાન્ય રીતે માતા-પિતા વિચારે છે કે દીકરીના લગ્ન એનઆરઆઈ યુવક સાથે થાય તો તે વિદેશમાં એશોઆરામથી રહી શકશે. એટલે આવો પ્રસ્તાવ આવતા ઝાઝો તપાસ ન કરતા ચટ મંગની અને પટ બ્યાહ કરી લે છે. કેટલીકવાર કુટુંબ અને સમાજમાં વટ પાડવા માટે પણ તેઓ આવા લગ્ન કરી નાખે છે. તો કેટલીકવાર છોકરીઓ જલદી પૈસાદાર બનવા અને વિદેશ જવાની ઈચ્છાને કારણે એનઆરઆઈ યુવકને ઝટ મંજૂર કરી લે છે. પરિવારના સભ્યોને પણ વિદેશ જવાની તક મળે એવા લોભ તથા ઘેલછામાં ઘણાં માતા-પિતા પોતાની દીકરીને વિદેશમાં અજાણ્યા કે ઓછા જાણીતા યુવક સાથે પરણાવી દેવાનો મૂર્ખામીભર્યો નિર્ણય લે છે. ઘણાં ખરાં મા-બાપને તો અખબોરામાં પ્રગટ થતી મેરેજ બ્યુરોની જાહેરખબર જોઈને વિદેશી મુરતિયાનો મોહ લલચાવી દે છે.

કેવી કેવી સમસ્યાઓનો સામનો કરવો પડે છે..??

છેતરપિંડીના મોટાભાગના કેસમાં વરરાજા તો નવવધૂ સાથે અમુક દિવસ ગુજાર્યા બાદ વિદેશ ઉપડી જાય છે અને પત્નીને તેઓ ક્યારેય તેડાવતા નથી. કેટલાક કિસ્સામાં પત્ની પ્રેગ્નન્ટ બનેલી હોય છે. છતાં તેને છોડી દેવામાં આવે છે. વધુ જાણકારી ન હોવાથી પિયરિયાં કશું કરી શકતા નથી. અમુક કિસ્સામાં પત્નીને વિદેશ લઈ જવાય છે, પરંતુ પછી દહેજના રૂપમાં તેની પાસે તગડી રકમની માગણી પણ કરવામાં આવે છે. કેટલીકવાર છોકરીને શારીરિક અને માનસિક ત્રાસ આપી ખાલી હાથે ભારત પાછી ફરવા મજબૂર કરાય છે. કેટલીકવાર યુવતી વિદેશ જાય ત્યારે તેને પતિનાં પહેલાં લગ્નની જાણ થાય છે અને તેનો નોકરાણી તરીકે ઉપયોગ કરવામાં આવે છે. મોટાભાગના કિસ્સામાં યુવતીને વિદેશ પહોંચ્યા પછી જાણ થાય છે કે પતિએ આપેલી જાણકારી ખોટી છે. નોકરી, પગાર, મિલકત વગેરે બાબતમાં પોતે છેતરાઈ ગઈ છે. વિદેશોમાં ડિવોર્સને લગતા કાયદા અને કાયદાકીય પ્રક્રિયા સરળ હોય છે, જેનો ફાયદો ઉઠાવી પત્ની પર ખોટા આક્ષેપ-આરોપ લગાવી તેને ડિવોર્સ આપી દેવામાં આવે છે. ડિવોર્સ પછી યુવતી જો ભારતમાં રહેતી હોય તો મોટે ભાગે તેનો પતિ અને સાસરિયાં તેને ભરણપોષણ આપવાનો ઈનકાર કરે છે. કેમકે વિદેશની કોર્ટમાં ફેંસલા પ્રમાણે તેના લગ્ન તૂટી ગયા છે અને જો યુવતી ભરણપોષણ કે ડિવોર્સ માટે પતિની વિરુદ્ધ ભારતીય કે વિદેશી કોર્ટમાં અપીલ કરવા માગે તો તેને કાયદાની જાણ ન હોવાથી વધુ મુસીબતનો સામનો કરવો પડે છે.

લગ્નનો નિર્ણય લેતાં પહેલાં...??

સૌથી પહેલાં એ જાણી લો કે છોકરાના લગ્ન થઈ ગયાં છે કે તે ડિવોર્સી છે. ડિવોસ લીધા વગર જ પત્નીથી અલગ રહેતો નથી ને. વિદેશી મુરતિયાને પરણતા પહેલાં તેનો પાસપોર્ટ, જન્મનું પ્રમાણપત્ર, નેચરલાઈઝેશન સર્ટિફિકેટ, ગ્રીન કાર્ડ, સોશ્યલ સિક્યૉરિટી કાર્ડ, ડ્રાઈવિંગ લાઈસન્સ, ઈન્કમટેક્સ રિટર્ન અને બૅન્ક સ્ટેટમેન્ટ તપાસી લેવાં. મુરતિયો ડિવોર્સી કે વિધુર હોય તો આગલા લગ્નના ફોટા, મૃત્યુનું પ્રમાણપત્ર તથા કોર્ટની કાર્યવાહીના બધા પેપર્સ જોઈ લેવાં. વળી, તેનું શિક્ષણ, પગાર, ઑફિસનું સરનામું અને જો બિઝનેસ કરતો હોય તો તેની માહિતી મેળવી લો. તેના વિઝાની પૂરી જાણકારી મેળવો અને તે લગ્ન પછી પત્નીને પોતાની સાથે વિદેશ લઈ જવા માટે લાયક છે કે નહીં એ પણ જાણી લો. તેની વિદેશ અને ભારતની પ્રોપર્ટી વિશે જાણી લો. તેને કોઈ જાતનું દેવું છે કે નહીં એ પણ જાણી લો. તેના નામે કોઈ ક્રિમિનલ રેકોર્ડ તો નથી ને એ પણ જાણી લો. તેના સગાં-સંબંધીની પૂરી જાણકારી પ્રાપ્ત કરો. લગ્ન પછી તેઓ સંયુક્ત કુટુંબમાં રહેશે કે જુદા એ સ્પષ્ટ કરી લો. ભારત અને વિદેશના ઘરનું સરનામું જાણી લો.

લગ્ન થયા પછી...??

લગ્ન પહેલાં એ દેશના કાયદાઓ અને અધિકારો વિશે દીકરીને જણાવો. રીત-રિવાજોની સાથે લગ્નનું રજિસ્ટ્રેશન જરૂર કરાવો. કોઈ તકલીફ આવે તો પ્રૂફના રૂપમાં એ કામ લાગી શકે. લગ્ન થયા પછી જો ડિવોર્સની કે છોડી દેવાની ધમકી આપીને પૈસા કે કોઈ ચીજની તેમના દ્વારા માગણી કરવામાં આવે તો દબાણમાં આવીને કોઈ ફેંસલો ન કરો. પતિ કે સાસરિયાં દ્વારા કોઈ પણ રીતે હેરાન કરવામાં આવે તો ચૂપ ન રહો, પરંતુ ત્યાંની મદદરૂપ બનતી સંસ્થાનો સંપર્ક કરો. જો પતિ ડિવોર્સ માટે કોર્ટમાં કેસ ફાઈલ કરે તો જરૂરી નથી કે તમારે કોર્ટમાં જવું પડે. ભારત આવીને તેની વિરુદ્ધ કેસ દાખલ કરી શકો છો, કેમ કે વિદેશ કરતાં ભારતના કાયદાઓ સ્ત્રીઓની તરફેણમાં હોય છે. ઘરની નજીક યુવતીએ પોતાના નામથી બૅન્ક-અકાઉન્ટ ચોક્કસ ખોલાવેલું હોવું જોઈએ. ત્યાંના પાડોશીઓ, મિત્રો, સંબંધીઓ, પોલીસ એમ્બ્યુલન્સ, ઈન્ડિયન એમેન્સી કે હાઈ કમિશનના સંપર્ક માટે તેમના ફોન નંબર અવશ્ય પોતાની પાસે રાખો. પાસપોર્ટ, વિઝા, બૅન્ક, પ્રોપર્ટીના કાગળ, મેરેજ સર્ટિફિકેટની એક ફોટોકોપી પોતાની પાસે અને એક કોપી ભારતના ઘરમાં જરૂર રાખો. પતિની બાબતના બધા કાગળિયાની ફોટો કોપી પણ છોકરીની પાસે હોવી જોઈએ. લગ્ન પછી પણ યુવતી ભારતમાં રહેતી હોય અને તેનો પતિ વિદેશમાં હોય તો ફોન કે ઈ-મેઈલ દ્વારા સંપર્કમાં રહો.

શું ના કરવું જોઈએ... .??

➨ ઉતાવળ કે કોઈના દબાણમાં આવીને લગ્નનો નિર્ણય ન લો.
➨ છોકરો અને તેના પરિવારને મળ્યા સિવાય માત્ર ફોન પર વાત કરીને અને ઈ-મેઈલના આધારે લગ્ન નક્કી ન કરો.
➨ અખબારો અથવા મેટ્રિમોનિયલ સાઈટ્સ પર આવેલી લોભામણી જાહેરખબરની જાળમાં ન ફસાઓ.
➨ મેરેજ બ્યૂરો, એજન્ટ કે મધ્યસ્થી દ્વારા લગ્ન કરતાં પહેલાં પૂરતી તપાસ કરો.
➨ છૂપી રીતે લગ્ન ન કરો. સગાં-સંબંધી અને મિત્રોને પણ જરૂર બતાવો. કેટલીકવાર છુપાયેલી વાતની જાણ સંબંધી     કે મિત્રો દ્વારા જાણી શકાય છે.
➨ ભારતમાં જ લગ્ન કરો. વિદેશમાં લગ્ન કરવા માટે સંમત ન થાઓ.
➨ વિદેશ જવા માટે કોઈ દબાણ કે લાલચમાં આવીને નક્લી કે ખોટી રીતે કાગળો ન બનાવો.
➨છેતરપિંડીનો ભોગ બનેલી મહિલા ભારતમાં મદદ મેળવી શકે છે.
➨ રાષ્ટ્રીય મહિલા પંચે એનઆરઆઈ સેલ બનાવ્યો છે. ફરિયાદ માટે...

[20.03.2015]Joint Circle Executive Committee meeting of Gujarat Circle held.

The Joint Circle Executive Committee meeting of Gujarat circle was held at Ahmedabad, today the 20-03-2015. The meeting was held to successfully organise the two day strike on 21st and 22nd April, 2015. Com.A.M.Patil, circle secretary, BSNLEU, welcomed everyone. Com.C.Sigh, GS, NFTE & President, Forum, presided over the meeting and delivered his address. Thereafter, com. P. Abhimanyu, GS, BSNLEU, com. K. Sebastin, GS, SNEA, com. Prahalad Rai, GS, AIBSNLEA and com. Suresh Kumar, GS, BSNL MS addressed the gathering and stressed on the importance to successfully organise the two day strike. Thereafter, the circle secretaries of BSNLEU, NFTE, SNEA, AIBSNLEA, BSNL MS, ATM and AIGETOA spoke and assured that the strike would be successfully organised in Gujarat circle. Finally, the circle level Forum of Gujarat circle was formed. Com.A.M.Patil, CS, BSNLEU is elected as the Convener and com.N.J.Bhatia is elected as the President.
