Only one Indian CEO among top 50 global CEOs

New Delhi: Harvard Business Review has ranked Reliance Industries' head Mukesh Ambani among top five best performing CEOs in the world.

Ambani is the only Indian CEO to be featured among top 50 CEOs, is in the same league as Steve Jobs of Apple, Yun Jong-Yong of Samsung Electronics, Russian energy firm Gazprom's Alexey Miller and John Chambers of Cisco Systems.


Not only best performing CEO, Ambani has also been ranked two among the top 10 emerging market CEOs with Miller at the top. K V Kamath of ICICI Bank is the other Indian in the list of Top 10 Emerging Market CEOs. He is ranked at number nine.

The Harvard Business Review said that it ranked CEOs of large public traded companies in a study conducted over 2000 CEOs worldwide. The entire group represented 48 nationalities and companies based in 33 countries.

Many CEOs who were most respected according to other reviews were nowhere in HBR's top 50. These include Jamie Dimon of JPMorgan Chase, Satoru Iwata of Nintendo, Sam Palmisano of IBM and Rex Tillerson of Exxon Mobil. "Some of these well-known CEOs have not necessarily done poorly; they are just not among the top performers in the world according to the total shareholder return they have delivered so far," said HBR.

CEOs like Jack Welch, Warren Buffett, Larry Ellison and Bill Gates dis not find their names in the list as HBR considered CEOs who assumed the job no earlier than January 1995 and no later than December 2007.

New Delhi: There might be one answer, but believe it at your own risk - after all, it's only skin deep. According to a survey by research firm Synovate on beauty, 55 percent people in India and Brazil believe that good looking people can get away with less work. Delhi Times spoke to a few Delhiites to find out if they were part of the 55 percent, and came up with some heartburn, and some stubborn belief in merit. Which of the two do you feel?


The people who said yes, the lookers actually did get home earlier and get to have a life, blamed only themselves for it. "See, it's not about how much work good looking people do or don't do, but what other people do for them. Yes, the levels of acceptability are lowered for people who look pleasing," admits Theatreperson Aamir Raza Hussain. "I mean, if I had a pretty secretary who made a thousand spelling mistakes per page, I'd be more likely to explain things to her gently. If she were short, fat and ugly, however" and he leaves the workday from hell to the imagination.

Ad Executive and Musician Surojit Dev is not quite so introspective. "Obviously they do. Especially in a service industry, you do use your beauty and charm to get out of work. Even if the biologically blessed don't actively use their charm, they know that it's a weapon they have at their disposal. Typically, the office charmer, for instance, would not hang around with colleagues at the office, but would go out with them. 'Oh, let's discuss this over lunch', or 'Oh! Let's go out for a drink.' It'll be five minutes of work-related conversation and 30 minutes of chatting," he says. There are those, however, who provide unusual insights into the issue. Ranjita Chaney, a 28-year-old art curator, says there might be a slight advantage, not because of looks, but gender.

"I would say it's easier for a woman to get work done," Ranjita says. "Even if I'm pulled over by the police on the road, say, I'd get away with much more lenient treatment than a guy. In general, the fact that women are considered the weaker sex works in their favor. It tends to happen that way, not that you intend to use your gender to get away easily. And of course, if you dress decently, that matters. If I dress like a punk, I won't be perceived as a serious curator. But beauty is not an issue. In fact, women are more competitive," she adds.

Staff Side had written to Chairman Wage Negotiation Committee to extend the span of revised scales to 26 years or to make as open ended scale since the payment of Pension Contribution, as per recent orders of Government is changed from maximum of the scale to minimum of the scale from 1.1.2006.

On Allowances, the Staff Side has demanded to rename the Skill Upgradation as Proficiency Upgradation Allowance at the rate of 2%. Also, has demanded increase beyond 50% on Remote Locality, Hill, Tribal Area and Bad Climate Allowances.

12/18/2009Katrina discharged from hospital after minor surgery
Bollywood actress Katrina Kaif, who successfully underwent a minor surgery at the Breach Candy hospital, has been discharged Thursday.


The actress was admitted to the hospital Wednesday night, prior to which she had been advised bed rest.

"Katrina has just been discharged from Breach Candy Hospital and is completely fine now. Because of her system's low haemoglobin level, she had to undergo a small surgical procedure. She's resting at home, after which she will take off for her annual Christmas break," Katrina's spokesperson said in a statement.

The actress was recently seen in hit film 'Ajab Prem Ki Ghazab Kahani' and her next is Prakash Jha's 'Rajneeti'.

The meeting of Central office bearers of All India BSNL DoT Pensioners Association was held on today,
the 14th December, 2009 at CHQ office premises, New Delhi. Com. A.K. Bhattacharjee presided over the
meeting. Com. K.G. Jayaraj, General Secretary presented the report. Com. V.A.N. Namboodiri, Advisor
and General Secretary, BSNLEU spoke elaborately on issues of both pensioners and existing staff.
BSNLEU leaders Coms. K.R. Yadav (Vice President) Asoka Babu (AGS) & Swapan Chakraborty (AGS)
Budhi Singh (Circle Secretary, NE-II), also spoke. All the 14 office bearers who attended the meeting
participated in the discussion and supplemented to the report submitted by the General Secretary.
There after, the meeting took the following decisions.
AGITATION PROGRAMME
(1) Dharna / Demonstration at state and district headquarters on 29.01.2010 against the undue delay
in settling the following issues.
(a) 50% IDR merger for BSNL pensioners retired before 01.01.2007.
(b) Revision of pension of BSNL pensioners retired before 01.01.2007 at par with the
pensioners retired after 01.01.2007.
(c) Move of the Central Government to revise the pension on CDA pattern instead of IDA
pattern.
(d) Anomaly in pension of BSNL pensioners retired between 01.10.2000 and 31.07.2001.
(e) Fixed medical allowance of Rs.1000/- to DoT pensioners.
(2) Extensive campaign to popluarise the charter of demands approved in the national convention.
ORGANISATION
(1) Formation or circle associations and District associations should be completed by 31st March,
2010.
(2) Membership campaign has to be taken up earnestly and leaders at all levels should be involved
in enrolling BSNL-DoT Pensioners into AIBDPA.
All the comrades are requested to implement the above decisions and strengthen AIBDPA and help to
solve the issues of BSNL DoT Pensioners.

BSNL may launch IPO next year

State-owned telecom major Bharat Sanchar Nigam Limited (BSNL) may launch its initial public offer (IPO) by next year, its Chairman Kuldeep Goyal told CNBC-TV18 in an interview. “The company may launch an initial public offer (IPO) next year and is awaiting government approval,” he said.
Here is a verbatim transcript of an exclusive interview with Kuldeep Goyal on CNBC-TV18. Also watch the accompanying video.
Q: First one word on the kind of acquisition plans BSNL has had, there has been plenty of talk about how you are looking at considering Zain Telecom perhaps in combination of couple of other entities, is that on the table for BSNL?
A: We have a proposal which we are looking at. There is a proposal not directly from Zain but some other companies and we have not made up any conclusive thing on that, we are looking at it as of now.

Q: What would Zain offer to BSNL though by way of an asset that you acquire and will it be a combination of entities that will put in a bit, will it be BSNL, MTNL and Vavasi or will BSNL want to go it alone?
A: Zain offers a lot because they are in 70 markets, Africa and Middle East and there is a lot of potential for growth so definitely it is a very good proposal to look at. This being a very large value deal naturally it will be in combination with the others. We are already talking about MTNL and not only Vavasi there could be some other partner also to see that everyone has manageable share to put in.
Q: What is your own estimate of the kind of values telecom holds and how soon would you make up your mind whether or not to put in a bit?
A: We have not done any due diligence so fast so it maybe difficult to put a value as of now. The earlier deal which did not go through, there was some valuation done and the one which has been talked of sometime back where it was announced in Kuwait in the press. So there are wide variations between these valuations and one has to look at what exactly emerges after due diligence so we can say something after it is really worked out.
Q: We understand you do have plans to outsource your management and maintenance of your infra businesses as well, can you tell us what is the rationale behind this particular plan and what is the kind of cost saving if any that you will incur?
A: Actually we are looking at various things, we are sharing our infrastructure and we are also trying to outsource the management if it improves the network performance because right now we have been doing everything on our own. Looking at the models which are there now and which have been very successful, outsourcing of the infrastructure is one model which we are looking at. We have recently started sharing; we have two deals already one with Aircel and one with Tata Telecom where we have made our infrastructure available do them and now we are looking to improve the SLAs (service level agreement) for our customers and therefore that has to be looked at and I think we should be seeing that after some time
Q: There are also reports that say that BSNL IPO may happen early next year; could you give us an update on that?
A: Now the decision has to be taken by the government as to when and how it should be done. BSNL Board had already passed a resolution where it recommended to the government for an IPO and government looking at various factors, various public sector undertakings (PSU) which have to be listed etc. will have to a take a decision which could be early next year, although it is difficult to say but that could be the time frame.


Q: The government stand is that this cannot happen without employee consent- have you and the trade unions reached any common ground on differences that exist?
A: There have been some dialogues with the employees with their executives and non-executives of and on, there has not been agreement on that. But once a decision is taken and we talk to them in details, I think we should be able to carry them with us.
Q: Any detail on how exactly the government is keen on going about this process of listing BSNL. Will it be fresh shares that would be issued in the equity market or will the government itself look at pairing its stake down?
A: It could be some disinvestment and some public share issue. It is not really very firmed up. We have not had from government any official communication on that but I understand that they considering some issue of existing equity to the public and also disinvesting some to some of the organizations, institutions, it is not really firmed up as of now I think.
Q: On 3G – could you give us what the response is being like and what is the kind of outflow that you expect and how this would be impacting your revenues as well?
A: We have already launched 3G in 180 cities and we have some 62,000 customers working on it. Initially when we started with 11 cities in end February this year we had only partial coverage of those cities which now we have been gradually improving and many cities we have full coverage. We have also added services on this 3G. When we initially started we had only video calling and high speed internet and mobile TV services. Subsequently we have added high speed video streaming, full stream music download, multiplayer gaming and services like that. There has been a good response. We find that the response is gradually improving initially customer additions were very few but last couple of months we find it has picked up a lot. So basically coverage getting increased and services being added then tariffs also we have made quite affordable. I have a lot of hope that this will pick up and should be a good revenue earning thing for us.
Q: BSNL has an extremely large equipment contract in the pipeline – have you decided who you will allocate it to and will ITI indeed be one of the contractors?
A: The equipment procurement for our mobile network expansion is being done; it is on a zonal basis. In four zones we have got different request for proposals (RFPs) which have been floated. The RFP for North-East and South zone is under finalization, negotiations with vendors are on. For the West zone right now there is no consideration but ITI could be because we have always been partnering with ITI in the West zone, and it could be one possibility but as of now we have not yet decided on the West zone. So the finalization of the equipment procurement is yet to happen on all the zones.
Q: How large is the contracts specifically for the west zone?
A: Put together in fact all the four zones, the equipment procurement was planned for 93 million, 25 million of lines in North, West and South zone and 18 million in East zone. I would not like to put a figure in terms of the value because the equipment is not in one. We have got four different parts of it, 2G, 3G, infrastructure and IT components and those are being evaluated but it is a large value tender, very large value no doubt. For the west zone again it could be 25 million lines but this is not to be procured in one go. This is again going to be in three different phases and depending upon the requirement of the equipment to that extent only procurement will be done. So to put a firm value on the total procurement may not be really appropriate at this moment.
Q: Could you put a number to the kind of savings that you would incur from these plans to out source these for management of infrastructure and do you have any more cost saving initiatives going forward? Do you have plans to reevaluate your CDMA based services?
A: As far as the cost saving is concerned by sharing of infrastructure we have made a beginning and we have already signed agreements with Aircel and Tata Telecom for sharing our tower infrastructure which will definitely reduce our opex (operation expenditure) on those tower infrastructure and by out sourcing that because right now we have lot of expenditure which is being incurred, we have spent almost Rs 11,000 crore (eleven thousand crore) on our operations and maintenance of our complete network. There could be a significant reduction if we can outsource that in a way that we can optimize the expenditure on those. Putting a firm value may not be possible but out of this Rs 11,000 crore, if it is properly managed through out sourcing model we could save a significant portion.

The Union Home Minister Mr. P. Chidambaram, has called upon NHRC to pay special attention to the violation of the minorities' rights. Addressing a function organised by the NHRC in New Delhi to mark the Human Rights Day today, he said that it is the responsibility of the majority community to protect the human rights of minorities wherever they are. Mr. Chidambaram said that the scope of protection of human rights is expanding with several new areas of interest to the human beings. Indigenous people have the right to acquire all modern amenities and become part of the mainstream while preserving their indigenous culture. Mr. Chidambaram asked the NHRC to explore new rights saying that special rights of girl child need to be explored more. The Home Minister said that India is a unique country in the world having unity in its diversity. Given the multi-lingual and religious beliefs in India, incidents of human rights violation may not be an exception, as these have been happening even in those countries having one language and one religion.

He said, "even small countries that have homogeneous population, speak one language, practice one faith and belong to one race and raise issues concerned to human rights. So, how a country as large and complex like India not face challenges of human rights every day".

Earlier, welcoming him, the NHRC, Acting Chairperson, Mr. Justice G.P. Mathur said that the Commission is committed to protecting and promoting the human rights of all. It has significant achievements in different areas of human rights, including rights of children, women, disabled persons, detainees, displaced persons among others. He said that the deep-rooted structural inequalities in the Indian society like caste and gender based discrimination are a major impediment to the realisation of human rights by all. The scourge of militancy and terrorism has made the task of protecting the basic human rights of people extremely difficult. Justice Mathur said that the Commission has made special efforts to ensure that the disposal of complaints keeps pace with the intake as number of complaints of human rights violation since its inception has increased manifold. He said that while celebrating the historic day, we all must promise to create a human rights culture first by inculcating the values of humanity and love for others in an environment where there is a sense of responsibility but without any fear and discrimination of any kind and to set an example for others.

In a message, read out on the occasion, the UN Secretary General, Mr. Ban Ki - Moon said that abstracts commitments towards protection and promotion of human rights are not enough. He must continue to confront inequality intolerance wherever they are found.

Several dignitaries including Mr. Buta Singh, Chairperson, National Commission for Scheduled Castes, Mrs. Urmila Singh, Chairperson, National Commission for Scheduled Tribes, Members of NHRC were present on the occasion.

BSNL's 93 mn GSM-lines tender in limbo; cancels Huawei order

NEW DELHI: In a surprise move, state-run telecom firm BSNL has cancelled the equipment purchase order given to Chinese company Huawei saying the conditions imposed by the vendor are not acceptable, leaving the fate of Rs 32,000-crore capacity addition programme in limbo.

Bharat Sanchar Nigam Ltd (BSNL), after prolonged discussions, had placed order for 20 million GSM lines for the South Zone with Huawei last month.

According to sources close to the development, BSNL's extreme step comes in the wake of the Chinese vendor's conditional supply of equipments. Huawei spokesperson declined to comment.

"There was no scope for accepting conditions as the order was placed after detailed negotiations and as a government owned firm (BSNL) we do not accept conditions," a senior BSNL official said.

When asked about the conditions, the official declined to comment. While for the North and Eastern region, the PSU is still negotiating with another vendor-- Ericsson and has not yet finalised the order.

Sources also indicated that BSNL was weighing various options, including calling fresh bids for adding 93 million GSM lines to its networks.

Officials said, in the process, BSNL would lose further market share to private operators as it may exhaust the remaining capacity in various circles soon.

BSNL today said it had placed purchase order for mobile equipment for 20 million GSM lines for the south zone with Chinese firm Huawei and will not call for any fresh bids.

Last month BSNL CMD Kuldeep Goyal had said the PSU is in advanced stages of negotiations with Ericsson for the north (25 million) and east zone (18 million) and hopes to finalise it soon.

BSNL had chosen the bids submitted by Ericsson and Huawei, while rejecting the offers made by three other vendors -- Nokia Siemens, ZTE and Alcatel Lucent.

Nokia-Siemens had challenged the rejection by BSNL and a final verdict on it is still pending in courts.

The PSU has also come under attack for non-transparency with only one vendor for each region. But BSNL said it was a competitive bidding. "Bids are supposed to be competitive. They are global bids," Goyal had said.

BSNL had floated a tender last year for procuring equipment to expand its GSM network by 93 million lines in four zones -- North, West, South and East.

After evaluating technical bids, Ericsson was considered for the North and Eastern regions, while Huawei was offered the Southern region.

MNP not before April, says BSNL, MTNL

NEW DELHI: Both BSNL and MTNL are set to miss the mobile number portability (MNP) deadline of December 31.

The state-run telcos have informed the government that they will not be able to implement the system before April for a variety of reasons such as lack of time to tweak the technology, tariff plans and billing among others.

The government had set a December 31 deadline for implementing the MNP regime for the metros and June 2010 for the non-metros.

Last week Prime Minister Manmohan Singh had said that the MNP--the facility that allows customers to change their operator but retain their mobile number--would be implemented 'early next year'. It is expected that MNP will force operators to improve the quality of their services.

Sectoral regulator TRAI chairman JS Sarma said the operators should try to implement the facility within the deadline lest they be labelled as anti-consumer.

At a recent meeting chaired by the DoT secretary on MNP, both MTNL and BSNL had said they would not be ready to offer the facility before April.

Following this, the DoT set up a coordination committee with BSNL and MTNL and two MNP service providers-- MITS and Synverse so that the proposal will not be derailed.

While MTNL said its fixed line network being a legacy network requires a lot of time, effort and cost to upgrade it to make it MNP-compliant, BSNL cited a slew of impediments, ranging from lack of a draft interconnect agreement to the issues regarding tariffs for off-net and on-net, as its network will not support differential charging.

Technically, MNP is applicable to all types of telecom offering, be it mobile, WLL (wireless in local-loop) or fixed line services.

The largest telco also said billing is a problem for them in the post-MNP scenario as well.

BSNL said its basic service network, spread across the country, consists of different technologies and it has taken considerable time to find implementable solutions for all types of switches.

The PSU said it is still awaiting compensation of the expenditure worth Rs 1,000 crore for implementation.

Being a PSU, it pointed out it has to procure equipment through open tenders which takes time and due to lack of clarity on certain issues the comprehensive bid document could not even be prepared.

BSNL further said that the DoT is yet to issue some clarifications regarding the procedures to port those numbers which are under observation of law enforcement agencies.

MTNL operates only in Delhi and Mumbai--the largest two mobile markets-- and BSNL operates in the rest of the country.

Fall in rank Position and revenue of BSNL
This is with regard to news appeared in the Press through which we
have come to know that Prime Minister has taken a serious view on the
felling position of revenue of BSNL. The Prime Minister has called a meeting
to review the performance of BSNL. According to the report revenue of
the company has fell down to 6% during the year ending March-09. According
to Press bigger Problem for company BSNL is employees structure
where cadres like clerks and Peons take home Pay of Rs. 50,000 and Rs.
30,000 per month. We believe it is totally false statement. No clerk or peon
takes salary of 50,000.00 and 30,000 per month. The fall in revenue and the
market share is not only because of employees structure but there are other
factors for this aspect. We feel fair analysis and remedial measurers are
require to improve the position.
Since the Prime Minister has taken a note of it hence it is responsibility
for all of us to take it serious. We therefore request you to please convene
a meeting of all unions on the issue to share the responsibility.

HC rejects govt plea on advancing date for spectrum

The Delhi High Court today rejected a petition by the government challenging an earlier order quashing a notification for advancing the cut off date for release of 2G spectrum to telecom operators.

The Telecom Ministry, headed by A Raja, had advanced the date by a week to September 25, 2007 for issuance of licence, a decision that was challenged by Chennai based operator S Tel.

After losing the case at the single member Bench, the government had moved a Division Bench seeking quashing of the order, which in other words would mean that Telecom Ministry would have to consider applications received till September 31 received for 2G spectrum.

A Division Bench comprising Chief Justice A P Shah and Justice S Muralidhar dismissed DoT's petition seeking stay over the order of the single member Bench of July 1, 2009.

The court did not agree with DoT's submission that it had advanced the date to handle the large number of applicants and it was a 'public policy' decision.

The Division Bench upheld Justice G S Sistani order, who held that DoT could not "arbitrarily fix a cut off date for capping the number for licences bundled startup spectrum" and quashed the press note issued on October 10, 2008.

"The respondent (DoT) has failed to satisfy the court as to how any public interest would be affected in the matter. The impugned press release dated October 10, 2008 is quashed," Justice Sistani said directing DoT to consider Chennai-based S Tel's application to start operations in 16 circles.

Earlier, the deadline was October 1, 2007. However, in January 2008, the DoT had amended the criteria and said that due to a large number of applications, only requests up to September 25, 2007, would be considered.

The court's direction had come on a petition filed by Chennai-based S Tel, whose application for licence in 16 circles was turned down as it had applied on September 28, 2007, three days after the cut-off date.

EXPLANATORY NOTE



While devising the Pay scales, the changes made in Central Government Employees Pay scales by the 6th CPC has been taken into account. The following changes have been made in the 6th CPC.

1) There will be no Group D Pay scales. All the Group D scales have been upgraded to the level of 2750 ( CDA scale) and a minimum of Rs.7000/- recommended.

2) The scale of pay of Postman has been upgraded from 3050 to 3200-4900. Whenever the pay scale of Postman is revised it is customary that the Pay scale of Lineman and Telegraph man also to be revised from the same date. Hence, the pay scale of Pay of 3050-4590 has to be upgraded to Rs.3200-4900 and accordingly the higher scale is proposed for this category of employees in BSNL.

3) If the Pay scale of LM/T Man, etc., is revised it is natural that the Pay scale of Telecom Mechanic also be upgraded to the level of 4000-6000(CDA) as it is the promotional grade to LM, T Man, etc. Accordingly, the Pay scale of 3200-4900 be upgraded to 4000-6000 and IDA scale proposed.

4) The Pay scale of Senior TOAs also needs to be upgraded as it is a long pending demand and Group of Ministers have also recommended for higher pay scale to the cadre.

5) The CDA scale of 5000-8000 & 5500-9000, i.e., OTBP/BCR scales have been merged and upgraded to the level of 6500-10500 and the 6th CPC recommended higher pay scales. We have also therefore merged these two scales and proposed the single IDA scale as the new promotion scheme will replace the OTBP/BCR scheme, when implemented.

6) Similarly, the 6th CPC has upgraded the Pay scale of HSG I, which is equivelant to Grade IV, i.e., 6500-10500 to the level of 7450-11500.We have proposed a higher scale talking into account the above change.

7) While fixing the minimum Pay, the ratio between minimum and maximum scale of lower paid Group D and the Chief Executive, prescribed in the First and Second wage Review Committee has taken into account.
