The state-run telecom operator has been facing stiff competition from private operators and has been forced to rethink its strategy.



"BSNL mobile and landline subscriber base is declining, broadband subscribers are also not matching the pace of private players. So it is time BSNL tighten up its shoes and I am committed to turaround the organisation in the next six months," Sibal told reporters here.



BSNL has failed to cash in on its huge land and network assets, which is one of the largest in the country.



Once the country's flagship telecom company, BSNL posted a net loss of Rs 1,823 crore on revenue of Rs 32,046 crore in 2009-2010. The company had net profit of over Rs 10,000 crore in 2005-06.



"BSNL has a unique position because it has a government backing with the private operators don't have. Unique in terms of network and coverage, but has not been able to earn a good name because the organisation is running into huge losses for the last few years," Sibal said.



BSNL CMD R K Upadhyaya had said the company is mulling entering into new business areas in the telecom sector to turnaround and may also approach the government to come out with a scheme to unlock the value of real estate owned by it.



"The government will provide all the support required to BSNL to turn things around," Sibal said.



In its projections to the government, BSNL is expected to to post a net loss of Rs 2,725 crore on revenue of Rs 31,738 crore during 2010-11, and the loss is expected to narrow to Rs 623 crore on revenue of Rs 36,569 crore during the current fiscal year (2011-12).



After defence and railways, BSNL is the country's largest landholder. Its properties span 3,500 towns across India worth thousands of crores, making it the largest state-owned companies in terms of land assets.



So far, BSNL's land holdings are under the Department of Telecom (DoT).



The PSU has slipped from number two position in number of telecom subscribers to number four in view of intense competition from the private players.



The PSU has a big handicap of not being present in India's two top markets -- Delhi and Mumbai -- as in these two metros another PSU MTNL operates.



The government is also contemplating merging BSNL and MTNL to help both the companies come back to profitability.

Communications and IT minister Kapil Sibal wants the management of Bharat Sanchar Nigam Ltd (BSNL) to run the struggling state behemoth like a private company and has formulated a new structure in which frontline regional units will have heads with financial accountability. Under the new system to b e implemented from June, the performance of all the circle heads of the company would be measured in terms of gross revenue earned by them.






















The nationwide market has been divided into four zones, with each director on BSNL’s board zone responsible for a zone.






















The new plan, orders for which will be announced on Thursday, somewhat resembles the “baby Bells” that emerged in the US when the old Bell Telephone monopoly was broken up in 1984 by the Washington government.






















BSNL’s revenues have been falling for the last five years. The company had revenues of Rs 40,177 crore in 2005-06 which dipped to Rs 32,045 crore by 2009-10 when it posted a loss of Rs 1,823 crore.






















Though its revenue is not available on its website, the company’s revenues is likely to fall further in the financial year and would be below Rs 30,000 crore and the losses are also expected to increase.






















With financials ebbing, the focus is on making circle-wise chief general managers (CGMs) responsible for business.






















The circles have been divided into three revenue-wise categories – those with less than Rs 1,000 crore; those with Rs 1,000 crore to Rs 2,000 crore; and circles with revenueshigher than Rs 2,000 crore.






















The company would measure monthly performance of each CGM. If a CGM is ale to increase revenue of his circle by more than five per cent compared to same period last year, then he would get posting of his choice, with an “excellent” rating by the chairman and managing director (CMD).






















But, if the revenue in a circle dips by more than 10 % it will get a poor rating and errant managers will suffer.






















Currently, all the heads of circles report to the CMD. Now, they will coordinate with the assigned directors. Rewards will be clearly linked to performance.

Shri Rakesh Kumar Upadhyay, joins as Chairman and Managing Director, BSNL



New Delhi, 2nd May ’2011: With a vision that brings leadership of a seasoned telecom technocrat, Shri R K Upadhyay, CMD, TCIL took over the charge as Chairman and Managing Director, BSNL, the largest telecom operator in the country on 30th April, 2011.



Shri Rakesh Kumar Upadhyay is an officer of 1975 Batch of Indian Telecom Services. He obtained B.Tech (Electronics) Degree from I.T. Banaras Hindu University in 1974 and MBA (Marketing Management) degree from Indira Gandhi Open University. He is also a graduate of

Defence Staff Services College (DSSC) Wellington and was awarded M.Sc (D.S.) Degree by Madras University. He has successfully worked in Department of Telecommunications from August 1975 to July 1996 in the areas of Planning, Installation and Commissioning, Commercial administration and operations. While on deputation to TCIL during October 1996 to August 1999, he successfully worked in the foreign projects as Project Director, Sana’a and General Manager, Yemen.



After a stint from Jan.’2000 to Jun.’2003 in BSNL as General Manager Jammu & Kashmir Telecom Circle he joined TCIL again on deputation in June 2003. After joining TCIL, he successfully worked as a Chief Project Director, Algeria, Group General Manager (New Technology) and Executive Director (Project Monitoring) and other important assignments. He has got rich experience in the fields of Planning, Projects, Operation and Business Development. He took the charge of Director (Projects) w.e.f. 1st Nov.’2005 and subsequently took the charge of Chairman and Managing Director on 1st March 2007



Commenting on his joining, Shri R K Upadhyay , CMD, BSNL, said “After a good old journey of more than three decades in the telecom industry, I am privileged and humbled to take the responsibilities of BSNL. A great challenge lies ahead of us and I am sure we will meet every challenge with determination”.

New Delhi, 1st March ’2011: With a vision that brings leadership of a seasoned telecom technocrat Shri S.C Misra, Member (Services), Telecom Commission & Ex-Officio Secretary to the Government of India today took over the additional charge of BSNL Chairman and Managing Director till a full-time CMD is finalised for the largest telecom operator of the country.



Born on 10th July 1954, Shri Misra belongs to the Indian Telecommunication Service (1975 batch) and holds M.Tech Degree in Electronics Engineering. Moreover with an extensive and rich experience spanning more than 34 years of varied and rich experience in Installation, Operation, Maintenance & Administration of telecom systems of traditional as well as New Technologies, Shri S.C Mishra happens to be an ideal choice for taking the additional responsibility.



As Member (Services), Telecom Commission – the Apex body for formulation and implementation of telecom policy in the country – Shri Misra is responsible for policy issues brought before the Telecom Commission, cadre management related issues of Indian Telecommunication Service (ITS) Group ‘A’ and ‘B’ technical cadres, Vigilance Administration and public grievance redressal machinery of Department of Telecommunications and the administrative aspects linked with PSUs like TCIL, ITI etc. He also worked as Head of Telephone Installation project for country as a whole in Yemen Arab Republic. Shri S.C Misra also traveled to a number of countries as leader of Indian delegation as well as member of team in International Telecom organizations like ITU, ITSO, APT etc.

BSNL launches MNP Tariff offer for Prepaid Customer & Post paid customers (2G & 3G)



New Delhi, 20 th January, 2011 : : Bharat Sanchar Nigam Ltd (BSNL), India's leading telecom service provider today announced that it has launched MNP (Mobile Number Portability)special Tariff offer for its2G and 3G prepaid & post paid customers. The advantage of MNP offer is to provide the best talk time to customers moving to BSNL.



No Port in charges shall be levied to customers moving to BSNL. Besides this the SIM card for 2G/3G shall be provided free of cost, along with an additional talk value of Rs 100 for prepaid customers. These freebies will be provided in addition to the normal free talk value associated with FRC. Moreover, along with this 5GB GPRS/3G will be free of charge for one month. The CDMA Mobile customers of BSNL get a double bonanza with no activation charges as well as the SIM free of cost. On activation, customers will also get Rs.20 free talk value and a validity of 30 days. The customers can call from BSNL CDMA Mobile to any one BSNL Landline or Mobile Free. BSNL MAKES PAN INDIA LOCAL FOR ITS FIXED LINE CUSTOMERS



STD Pulse is now 180 sec (same as local) anywhere in India



As part of its endeavor to provide affordable telecom services to customers, BSNL, the dominant fixed line operator of the country, has slashed STD Call charges from its Fixed Line phones to any Fixed Line phone of any network to Local Call rates w.e.f. 1 st December 2010. Calls from BSNL Fixed Line (Landline as well as WLL) to any Fixed Line phone (BSNL’s as well as other networks having less than 10 digit numbers) throughout India will have same charges with three minute pulse rate. Consequently the customers will now be able to talk for three minutes in one call unit charge, which varies from 80 paise to Rs 1.20 depending upon the tariff plan.



With distinctive clear voice, no call drops and uninterrupted speech, landline customers can now make long conversations across India without paying any extra STD charges.



This facility will be automatically available to all the Fixed Line Customers of all tariff plans. The customers already availing dynamic locking facility will continue to avail the same and can bar STD (Level 0) calls, if they so desire. The revised call charges will, however, not be applicable to PCO’s and for calls to special services (i.e. Level-1 services). With this long distance calls from BSNL Fixed Line to any Fixed Line Customers have now become cheaper than that of mobile.

The landline customers of BSNL can now take a free SIM card and can make unlimited free local calls to his/her landline/WLL number.



In addition, the customers can also call two BSNL Local numbers at a reduced rate of 20p per minute and one BSNL number anywhere in India at a reduced rate of 30p per minute, without paying any additional monthly charges. On activation, customer will also get Rs.15 talk value, 1000 Local SMS, 1000 National SMS and 1000 MB data free.



Launching the promotional scheme, Shri Sachin Pilot said, “The aim of this promotional plan “PYARI JODI” is not only to boost mobile business of BSNL, but also arrest steep decline in the landline business. This is consistent with the role of BSNL as the truly national telecom provider with the core philosophy of connecting all parts of the nation”

Further, BSNL customers can now explore the BSNL 3G unlimited data facility by paying Rs.4200 for six months which comes to Rs.700 per month. Besides this, low denomination 3G data experience packs of one day, 3 days and 7 days are also introduced. Full talk value on all top-up vouchers is also offered to BSNL customer during this festive season.

Best Customer Service Centre Award is given for recognition in the area of customer service in the changed scenario after formation of BSNL. The award is given in the form of a trophy and a certificate for providing the excellent services in commercial, customer service and public relation service to the customers. The award for the year 2010 was awarded to the Customer Service Centre at Trichy in Tamilnadu Telecom Circle as the Best Customer Service Centre Award, 2010.



All awardees are also eligible for travel anywhere in India with family with ten days of casual leave within 30th September of next calendar year.



The award function was also attended by senior officers of DOT, BSNL, MTNL and other important dignitaries of the town. The function came to a end with the vote of thanks from Shri R.K Aggarwal, Director, Consumer Mobility, BSNL.

With this special drive, BSNL plans to fill up close to 213 vacancies in different streams like Telecom, Civil and Electrical.



Speaking on the Special Recruitment Drive , Shri Gopal Das, Chairman & Managing Director BSNL said, “BSNL has always been an equal opportunity employer and has recruited employees from across various social strata. Women and persons with disabilities also are treated at par in BSNL.”



The recruitment will be through an Open Competitive Examination. BSNL comprises of 27 Recruitment Circles and these circles are in the process of filling up of backlog vacancies reserved for PWD.



September 2010:



New Delhi, 22nd September, 2010: The forthcoming BSNL Dil Ka Darbar being organised by Heart Care Foundation of India, to earmark World Heart day, on Sunday 26th September at Maulana Azad Medical College Auditorium will have a special focus on women and sudden cardiac death.



Addressing a press conference here today Dr. K K Aggarwal, President, Heart Care Foundation of India and BSNL Dil Ka Darbar, and Dr Aparna Jaiswal, Sr. Cardiologist, Escorts Heart Hospital, said that heart disease kills more women than all cancers combined in women including breast cancer. Normally, women are not supposed to get heart attack before menopause but the ratio now a days, is 40:60 indicating a faulty lifestyle amongst women.



Being an Indian woman, is a risk factor for heart attack. A study from UK had shown that Indian women are 17% more prone to get heart attack than a local UK women. Indian women are more prone to develops obesity, fatty liver, diabetes and insulin resistance.



Earlier women used to prevent heart attack by indulging into regular walks, skipping, dancing and games like Kikli at ceremonies but now, most women are living a faulty lifestyle indulging into both active and passive smoking, having late nights with faulty diet heavy in white sugar, white maida and white rice.



Heart attack in women is more serious, more fatal and less attended to. Chances of women undergoing angioplasty or bypass surgery are also less than that of any man.



Star attraction of the press conference was the presence of renowned Bharatnatyam exponent Padma Shri Ms Geeta Chandran who laid stress on the danger of heart diseases on women. She said that smoking boosts the risk of stroke and that dancers cannot perform if they smoke.

New Delhi, 3rd September, 2010 : BSNL and RailTel has signed an MoU in the presence of Shri Gopal Das , CMD BSNL, Board Directors Sh.R.K.Agarwal, Director(Consumer Mobility & Enterprise) Shri Rajesh Wadhwa, Director (CFA), and Board Director of RailTel Shri Rajiv Sinha, RailTel today on 03.09.2010.



This MOU facilitates execution of various projects of national importance such as Defence, ERP (Enterprise Resources Planning), NKN (National Knowledge base Network) etc, through sharing of their communication infrastructure.



It is envisaged, with the above arrangement, both PSUs will implement govt’s various Pan India, IT/Telecom projects. This MOU is for 3 years which can be extendable.



As a first step, sharing of OFC resources such as dark fibres and bandwidth between BSNL and RailTel is being taken up with this MOU.







July 2010:



New Delhi, 31st July, 2010: After being at the helm of BSNL for 3 years, Shri Kuldeep Goyal CMD, BSNL demits office today. During this period, a number of initiatives were started for setting the BSNL on a path of growth to regain its numero-uno position in the telecom space.



Restructuring of Business

Shri Kuldeep Goyal has been a great force in restructuring the ancient work style of BSNL with his aptitude for business and administration. It was only during his tenure that the innovative Project SHIKHAR that spanned across three main facets – defining shared aspiration for BSNL; developing an overall strategic agenda across its key businesses to achieve the aspiration; and redesigning the organisation structure to materialize the change, was exercised.

Moreover, it was only during his innings that BSNL had come up with the following set of strategies that encored the success and mission of the company in sync with the vision drafted for:



Defined a four pronged strategy for BSNL, focussing on four core growth engines – Fixed Line, Mobile, Enterprise and New Businesses.



Devised an Enterprise strategy that focussed on targeting corporate customers through unique and differentiated solutions through dedicated Key Account Management sales teams and channel partners.



Business unit-wise distinct vertical structure has been implemented across the organization and interim structure completed in the Corporate Office, Circles and SSAs by mapping existing executives in the new roles.



Key Performance Indicators (KPI)-based Performance Management System (PMS) was introduced for measuring and rewarding performance at various levels. Group PMS rewards an entire eligible group based on group performance. Scorecards for most units of Corporate Office and territorial Circles were finalized. Similarly, Field PMS will cover field staff involved in sales, Customer Service Centers, Exchanges and mobile operations.

Organisation Restructuring



In order to implement this business strategy effectively, the organizational structure was redesigned around four business units – Consumer Fixed Access, Consumer Mobility, Enterprise and New Businesses. These business units perform all critical functions such as business planning, product development, marketing & sales, customer service, network planning & operations. Setting up Sales & Distribution Network



Shri Kuldeep Goyal took initiative for creating a customer focused organization with excellence in sales, marketing and customer care. In this direction, teams of sales executives in each business verticals have been created and almost 10,000 people have been redeployed and trained for sales activities.



Deployment of New Technologies



On the technology front also, BSNL has already started 3 G services in more than 450 cities with customer base 1.5 million providing services such as:

New Delhi, 30th July, 2010: The Board of Directors of BSNL in its meeting held on 30th July 2010, has adopted the audited Annual accounts of BSNL for the financial year 2009-10. During the financial year BSNL has posted a loss (after Tax) of Rs. 1822.65 crore. The loss has occurred due to reduction in revenue, increase in expenditure etc. BSNL has earned a revenue of Rs. 32,045.41 crore in 2009-10 which is 10.4% less in comparison to previous financial year on account of drastic reduction in tariff, fierce competition as well as decline in fixed wire line connection due to preference of the subscribers for mobile. However, BSNL has registered a continuous growth in Broadband segment and in the current year there is an increase in revenue to the tune of Rs. 795 crore from Rs. 1690 crore to Rs. 2485 crore which is 47% more than that of last financial year. The current year expenditure has been increased on account of wage revision of the employees with effect from 01.01.2007 as well as amortization of one time spectrum fee for 3G & BWA service. The wage revision has alone caused an additional expenditure of Rs.2900 over the previous year on account of payment of arrears for the period from 01.01.2007 to 31.03.2010. Had the wage revision expenditure not been there, the company would have recorded a Profit Before Tax to the tune of Rs.703 Crore.



New Delhi, 22nd July, 2010: Sachin Pilot, Hon’ble Union Minister of State for Communications and IT inaugurates new CDMA 2000 1X Mobile Switching Centre of BSNL at Aizawl. Hon’ble MOSC&IT launches the wireless broadband service based on EVDO technology in a programme held in the I&PR Hall on 22 July,2010 in the capital city . Sri Pilot also announces introduction of Wi-MAX based Broadband services in Mizoram in the same programme.

Phone services based on CDMA technology , popularly known as WLL, is operational in Mizoram for nearly five years. This service offers internet access at the maximum speed of 144Kbps. Implementation of EVDO technology on the same CDMA BTSs has opened the door to the Broadband wireless access. Initially the BTSs in Aizawl and Lunglei are being enabled with the EVDO capability which allows a maximum download speed of 3.1 Mbps. There is plan to upgrade all the CDMA BTSs in the state to EVDO capability in future. EVDO customers can have the roaming facility as well. Easy to use USB EVDO modems will give a comfortable Broadband experience. EVDO USB Modems are priced at Rs.2500 each. Customers have the option to take the USB EVDO modem on hire , instead of purchasing outright, at a monthly payment of Rs.200. Unlimited BB access through EVDO is offered at a fixed monthly charge of Rs.750/-. Prepaid BB access will also be available shortly. The prepaid account will be offered to the customer with an initial usage value worth Rs.399.00. Access charges over prepaid are 5 paisa per 100KB ( 7AM to 11PM) and 2.5 paisa per 100KB ( 11PM to 7AM).



Govt. of India with the objective of making all the Govt. services available at the doorstep of the citizens is encouraging the State Govts to establish the Common Service Centres as the service delivery points. These CSCs have to have Broadband connectivity to be enabled to deliver the services. 136 nos. of CSCs will be set up in Mizoram. These CSCs will be provided with Broadband connectivity not only from the landline exchanges but also Broadband wireless access through Wi-MAX BTSs. Mizoram is starting with 4 nos. of Wi-MAX BTSs in the rural areas. 39 more BTSs have planned to be added to the network in the second phase. The objective is to cover all the blocks by middle of 2011. WiMAX sevice shall be available for Rs 220/- Monthly rental with 400 MB free, Rs 350/- Monthly rental with 1 GB free,Rs 750/- Monthly rental with 4 GB free, Beyond free limit, Rs 0.80/- per MB of downloading shall be charged. Home unlimited plan with 512 Kbps shall be available on monthly rental of Rs 999/-. The WiMAX CPEs shall be available on monthly rent of Rs. 50/- from BSNL.



New Delhi, 22nd July, 2010 -Bharat Sanchar Nigam Limited (BSNL), India’s largest integrated telecom service provider today announced the National Launch of service of BSNL bill payment and mobile top-up through mobile/Union Bank of India (UBI) ATMs. At the launch of the service, Shri Kuldeep Goyal, CMD, BSNL and Shri M.V. Nair, CMD, UBI emphasized that the service is the latest convenience offering for the common customers of UBI & BSNL, using the ubiquitous cell phone & ATMs. The salient features of the scheme are as under: -



1.Bill payment through Mobile

UBI account holders, after one time registration of BSNL mobile number through mobile, makes payment of BSNL bill using the mobile phone any time, anywhere.



2.Mobile Top-up through Mobile

Common customers of BSNL and UBI top-up their mobile through the registered mobile any time, anywhere.



3.Bill Payment at ATM

No pre-registration required; customer uses his UBI Debit card & makes payment of BSNL bill, any time, anywhere through UBI ATM and gets a receipt.



4.Mobile Top-up through ATM

Without any pre-registration, customer uses his UBI Debit card to top-up BSNL Pre-paid Card, any time, anywhere through UBI ATM and gets a receipt.



The subscribers need not visit BSNL counters to pay BSNL bills or top-up their prepaid cards.



These services are in addition to the existing channels of bill payment/re-charge available to the customers of BSNL which include payment through BSNL CSCs, BSNL Portal, Debit/Credit Cards, Automated payment machines, ECS, post offices, bank counters etc.



New Delhi, 8th July, 2010 - The Union Minister of State for Communications and Information Technology Sh. Sachin Pilot along with Shri Kuldeep Goyal, CMD BSNL launched BSNL’s mobile services at Holy Amarnath cave today. The Minister made the first call to Sh. N.N. Vohra, Governor of Jammu and Kashmir, from the Holy cave. The Yatra route, thus far not served by any telecom operator, would enjoy telecom services for the first time. The Minister expressed his gratitude to the Chief Minister of Jammu and Kashmir Sh. Omar Abdullah and the state administration for providing the required government support. He also thanked Shri Amarnath Shrine Board for their efforts and said that BSNL had risen well to challenging task of providing connectivity to the shrine which is situated at a height of 13,500 ft. Eleven towers have been put up at Baltal-I, Baltal-II, Baltal Base Camp, Noonwan, Lakipora, Betab Valley, Domail, Sangam/Holi Cave, Panchtarni, Chandanwari & Chandanwari Base Camp – of which some are on motorable road some are on pony track.

The Minister said it has been the endeavor of the BSNL to provide telephone services throughout the country, including rural, remote, inhospitable and geographically difficult areas. The service would be very useful to over 4 lakh pilgrims who visit the shrine every year, especially the old and the infirm who would like to stay connected to their families while undertaking the Yatra.

Connectivity here would also benefit local inhabitants, administration, and security forces, enabling them to stay in touch with each other and facilitate people living in and visiting the area.

The Minister said that Department of Telecom would continue to improve infrastructure and services in Jammu and Kashmir. At present, BSNL has 8.72 lakh mobile connections in Jammu & Kashmir. BSNL has 1299 mobile towers through which it is offering mobile services to the people of Jammu and Kashmir as well as to visitors to the State. BSNL provides connectivity to 95.22% of National Highways passing through Jammu & Kashmir, 73.32% of the State Highways and 100% railway routes. 284 more towers will be installed in the State in 2010-11 to ensure smooth and widespread coverage. Out of 6471 inhabited villages in the State, 5994 villages have already been provided with Village Public Telephones. The rest will be connected on a fast track.

New Delhi, 4th June, 2010 - Background : BSNL (Bharat Sanchar Nigam Limited) is rolling out 3G network and related services across India. To publicize and create awareness at mass level and to strengthen it’s brand presence ‘BSNL 3G branded Rajdhani Trains’ are being launched in association with Indian Railways and Peacock Media.

Event : Launch of BSNL Chennai Rajdhani from Hazrat Nizamuddin Station on 4 th June 2010 at 4.00 PM by Shri Kuldeep Goyal, CMD, BSNL.

As we all know Rajdhani Trains traverse and connect all State Capitals of the country with National capital Delhi. These Rajdhani trains offer immense reach with high impact and hence an ideal advertising medium to reach out to passengers in platforms and en-route audience effectively. Rajdhani travelers fall under high affordability profile of consumers and hence strategically placed internal media engages them during the long duration of journey.

BSNL will take care for up-gradation, cleaning and maintenance of Rajdhani trains, which will also add on to CSR activity and to establish its BSNL3G brand in the mindset of people.

BSNL has done a full train external vinyl wrap for the first time in India including internal media for captive visibility.

This is a massive campaign in terms of visual area as well, since as much as 25,000 square feet of BSNL advertisement creative would be wrapped onto Rajdhani Express with a special quality vinyl approved by RDSO.

The medium deliveries are 85,000 per day eye balls assured through the external vinyl wrap, while internal medias are consumed by approx 1500 passengers per day. There are approx 350 Panels, 200 Table Tops and 400 Brochure Holders inside one train, along with audio jingles, announcements, contest and activation by in-train promoters which would create a great impact and engaging communication for the brand BSNL and its services. The CSR imagery of BSNL would also gain strength because of the upgraded services experienced by the travelers, including cleaning and maintenance which are viewed to be bought by the BSNL 3G brand.

What makes the medium unique is its high and impactful reach with long duration consumption in a receptive environment, with complete exclusivity for the Brand BSNL.

This 3 months campaign is expected to attract one and half crore eyeballs negotiating 34 locations across eleven states.

Routes being covered by this Rajdhani train are Delhi-Chennai, Delhi-Bangalore & Delhi-Trivandrum.

Another Rajdhani Train covering Delhi-Sealdah is also scheduled for launch shortly.

New Delhi, 18th March 2010 - Bharat Sanchar Nigam Limited (BSNL), India’s largest integrated telecom service provider today announced the launch of a revolutionary broadband service, Fibre-To-The-Home, for the nation’s household. The attempt can be reasoned as a consequence to enhance the broadband services, for better connectivity of the households and businesses.

The FTTH service was inaugurated by Minister of State for Communications & IT, Mr. Sachin Pilot in the presence of BSNL CMD, Shri Kuldeep Goyal and CGM, BSNL Rajasthan circle, G K Agrawal, here on Saturday. While 68 buildings have already been provided fibre connectivity, work is in progress at about 200 buildings and complexes.

Though India has witnessed, some of the major technology advancements and changes, in last few years, accessibility of high performance broadband services, is still a major constraint that our government still attempts to battle out via the launch of the Optic Fibre Cable (OFC) network. With a budget as high as INR 18,000 Crore, the government is willing to extend its support arm for the deployment of over five lakh OFC network, in order to reach every gram pancayat.

The service, jointly launched by BSNL and AKSH Optifibre Ltd, will provide multiplay services with high definition content for its 35,000-plus consumers in six districts of Rajasthan namely, Jaipur, Jodhpur, Udaipur, Ajmer, Kota and Alwar.

Present at the occasion, Minister of State for Communications & IT, Mr. Sachin Pilot, said: “It gives me immense pleasure to unveil the utility set of controls for the prime set of customers, who can now via the FTTH technology, which is embedded with Gigabyte Passive Optical Technology, can enjoy superior video and data services.”

Also, adding on to the meat, CMD at BSNL, Shri Kuldeep Goyal, remarked, “Via the new launch of our FTTH service, BSNL brings to its consumers a Triple Play experience, that is, (Voice-Video-Data) for the first time in the history of India. The FTTH services include IPTV, HDTV, 3DTV, video conferencing, interactive gaming, video on demand, bandwidth on demand and several other value added services, setting a benchmark in the industry.”

New Delhi, 25th February 2010 - Bharat Sanchar Nigam Limited (BSNL), a 100% Central Government PSU operating in the telecom services announced that all landline broadband customers getting registered from 16-02-2010 till 30-04-2010 will be able to enjoy free Games on Demand services, free Music & Video on demand service and free Web Conferencing services.

Under Games on Demand service, a customer can access a large number of games meant for all age groups. The customer can surf unlimited times and enjoy the games. Normally, BSNL charge Rs.200/- per month for this service. Under Video & music on demand, a customer can access internet portal bsnl.hungama.com where more than 60,000 digitized music albums and more than 2000 digitized video music albums are available which includes contents in Hindi, English and Regional Languages. The contents are available from bollywood, Hollywood, religious, etc.etc. The normal cost of this service is Rs.149/- per month. Under Web Conferencing services, customers can have a video conference using PC between broadband customers of BSNL. Under web conferencing, multiple people can have video conferencing simultaneously.

On this occasion, BSNL is also pleased to announce the waiver of broadband installation fee for all new customers till 31st March, 2010. In normal situation, BSNL charge Rs.250/- for broadband installation at the customer end.

New Delhi: 05th February, 2010 - In less than one year, 3G service has been rolled out in 318 cities with 8.56 lakh subscribers. In the first phase of its roll out, BSNL has plans to cross 400 cities by 31st March and 760 cities by September 2010, which will cover all important cities across the country.

BSNL soft launched premium 3G service in Chennai on February 22, 2009. Commercial launch of the service commenced on February 27, 2009 in 11 selected cities in North & East Zones. Service has since been launched in South Zone also.

BSNL's present mobile customer base is 59.5 million and during the last two months average monthly addition has been 2 million connections. Recent media reports have been depicting BSNL losing ground to the competitors and sliding from 4th position to 6th position. The fact is that BSNL still holds 4th position in the wireless segment which can be corroborated from the report released by TRAI on 27th January, 2010. It is worth mentioning here that BSNL is not operating in high potential Delhi & Mumbai LSAs where the other top five operators namely Bharti, Reliance, Vodaphone, Idea & Tata together have around 42 million customers.



January 2010:



Coimbatore, 23 rd January, 2010 - Bharat Sanchar Nigam Limited (BSNL), India's leading telecom service provider today announced the much-awaited 3G-service launch in Tamilnadu Circle on 23 rd January 2010. The services are being launched in Coimbatore, Coonoor and Ooty town in the first phase. Gradually 3G services will be introduced in 38 Cities/Towns across Tamil Nadu within next three months. The total capacity addition planned under Phase V.1 is 23 lakh lines of which 19lakh are for 2G services and 4 lakh lines for 3G. The total expenditure involved is approximately 1000 crores including Rs.130 crores for 3G.

At present, in Tamilnadu circle 3124 sites are in operation for mobile services. 3262 new sites are planned in this project out of which 1119 sites are for 3G services and 2143 sites for 2G. On completion, a total of 6386 sites will be in operation for mobile services through out the circle.

The total expenditure for Coimbatore SSA under this phase is around 163.2 crores. In Coimbatore town 184 sites are planned for 3G services and entire Coimbatore city is being brought under the 3G coverage umbrella. Capacity for 3G services in Coimbatore is 78 thousand lines and for introduction of 3G services in Coimbatore around 33 crores is being spent.

The total expenditure for Coonoor SSA under this phase is around 33 crores.. In Coonoor town 7 sites are planned for 3G coverage. Capacity for 3G services in Coonoor is 2400 lines and for introduction of 3G services in Coonoor around One crore is being spent. In Ooty town 11 sites are planned for 3G coverage. Capacity for 3G services in Ooty is 4 thousand lines and for introduction of 3G services in Ooty around 2 crores is being spent.

Commercial information



New Customers:



On launch of the services 3G prepaid customers will be enrolled in a promotional plan.

• The SIM cost is Rs 59 and the First Recharge Coupon cost Rs 120. Free usage of Rs 20.

• Free video call for 50 minutes and free data usage of 25 MB .

• Tariff for Local voice call charges is as low as 30 p/minute and STD calls just 50p/minute.

• Tariff is so very low compared to regular 3G services. Video calls, one of the new features of 3G services, will also be as low as 30p/minute.

• The pre-paid promotional plan is offered to new 3G customer for a period of 2 months from the date of launch. Promotional tariff is valid for a period of 365 days from the date of activation of the connection by the customer.

Under Post paid, 6 different plans are available for the customer's choice to match his needs.



Existing 2G customers migrating to 3G:



BSNL is also allowing customers of 2G post paid and prepaid service to migrate to 3G prepaid/post paid plans of his choice free of cost.

• A customer switching over to 3G prepaid from 2G prepaid will be converted to 3G General Prepaid 120 Plan.

• At that time, balance amount will be carried over to his 3G prepaid account and validity restricted to 180 days.

• 2G customers migrating to 3G prepaid will be enrolled under 3G prepaid General Plan. These customers can avail the promotional plan /3G prepaid by using the STV 98.It has a free usage of Rs.19 and promotional tariff plan validity for Rs 365 days.

• 2G post paid customers have to pay only Rs. 25 per month extra over and above his monthly fixed charges of his chosen post paid plan to enjoy 3G services.

The existing 2G customers who are migrating to 3G can retain his telephone number while becoming a 3G customer.



For 2G customers who are having 3G enabled handsets, BSNL is planning to convert such customers into 3G class.

• The customer will remain in 2G plan for Voice and data services.

• He will be permitted to make video calls.

This is being done to enable 2G customers to have a feel of 3G services like video calls so that such customers can be induced to become regular 3G customers.

To cater to customers whose requirement in mainly data transfer exclusive data plans are on offer under post paid category.

• Data plan customers can make voice call, video calls etc and charges for the same will be as per a separate tariff structure. No extra charges need be paid for the facility.

• Prepaid customers can utilise data recharge vouchers to enjoy free data usage.

• The charge for data usage is only 1 paisa for every 10KB.

• Customers can use the trial pack (of data) to get a feel of the high speed data service to help them decide on whether to subscribe to data plans. As a promotional offer 6 GB download is allowed free (day time 1GB & night time 5GB)

It is to be informed that the Management committee has decided to modify the Policy for provision of Concessional Broadband connection to below JAG level BSNL employees at their residence as follows:-









“BSNL employees below JAG level may be given the option to take concessional broadband plans as below:









(a) Since presently 60% discount on rental is being offered on the residential broadband connection (under limited plan of Rs. 250/-) to BSNL employees below JAG level, the same discount (60% on rental) may be offered in BB Home UL 499 plan (256 Kbps unlimited, monthly rental Rs. 499/-), or in any other plan as opted by any BSNL employee below JAG level in BSNL area subject to a maximum limit of Rs. 300/- per month. (for example a rebate of Rs. 240/- in a plan for which monthly rental is Rs. 400/-)









(b) Concessional broadband connection to BSNL employees in MTNL area may be allowed under any tariff plan chosen by the individual and the concession will be restricted to monetary equivalent of the concession Rs. 150/- pm only as per the existing scheme.









(c) All other charges including charges for modem etc. will be borne by the employee.”









This is only for the information to make preparation for implementation in the billing and commercial systems. The formal letter in this regard shall be issued by PHA section, BSNL C.O.

It is to bring to your kind notice that an issue regarding granting of grace mark to the
JAO-Part II exam, which was held during Jan’10, is not considered by the Corporate Office
despite individual representations from the affected candidates. One of the affected
candidates from Orissa has gone to CAT and a judgment favoring the candidate has been
delivered in April’11.
The AIBSNLEA has taken up this case, when the same was represented by a
candidate from NE-II Circle and sent a letter to Director HR to implement the orders of
CAT. As considering all such cases will result in posting of many JAO candidates and
helpful to BSNL.
It is therefore requested to kindly intervene in the matter so that Hon’ble CAT
judgment is implemented.

An informal discussion of the JAC leaders took place today. The implementation of the “Customer Delight Month” was reviewed. Encouraging reports have come from most of the circles. However, it was observed that combined General Body meetings of all the JAC unions and associations have not taken place in many circles at the SSA and Branch levels. Hence, it was decided to urge upon the JAC constituents to immediately hold combined General Body meetings at SSA and Branch levels. Holding of such meetings is very essential, as it will create confidence as well as conceive new ideas. All comrades should realize that holding of combined General Body meetings at SSA and Branch levels is fundamental for the success of the “Customer Delight Month.” Hence Circle and District Secretaries are requested to pay immediate attention to this.

[18.04.2011]Observe “Employees Awareness Week”



Dear comrades, as already intimated, the JAC has given call to observe an “Employees Awareness Week” from today, ie., 18-04-2011. It will continue up to 24-04-2011. As per the decision, combined general body meetings of all the unions and associations affiliated to JAC are to be conducted at SSA and branch levels. Ways and means to improve the quality of service as well as to improve the customer relations are to be finalized in these meetings. Similarly an action programme to be implemented during the “Customer Delight Month” is also to be finalized in these meetings. Circle, District and Branch Secretaries are requested to coordinate with other constituents of JAC and to make this programme successful.

BSNLEU and the United Forum have demanded certain modifications to the Non-Executive Promotion Policy. Management has fixed a meeting on 26-04-2011, for discussing our demands. In this meeting we will try to resolve the problems being faced by employees in NEPP.

[05.04.2011]BSNL workers’ strong protest against VRS/Reduction in retirement age



As per call of the Joint Action Committee of BSNL Associations/Unions of Executives and Non-Executives, BSNL workers all over the country organised protest demonstrations at lunch hour today, 05th April 2011 against the proposals of VRS, reduction in retirement age from 60 to 58 and merger of ITI with BSNL.







In corporate office of BSNL at New Delhi, a large number of workers participated in the demonstration. This was addressed by Com.V.A.N. Namboodiri, Convener, JAC, Com. Suresh Kumar, GS BSNLMS, Com.
