Natiionall Steeriing Commiittee off the Uniited Forum,, whiich helld iit’’s meetiing on 25..06..2011,, has

expressed concern over the iinordiinate dellay iin the settllement off some off the pressiing iissues off the

emplloyees.. The meetiing has giiven diirectiion to submiit a memorandum off such iissues to the

management.. The meetiing has allso deciided to resort to trade uniion actiions,, iiff the iissues are not

settlled wiithiin a reasonablle tiime..

(2) Productivity Linked Incentive

The emplloyees who arre worrkiing iin BSNL have been gettttiing PLII allmostt fforr tthe pastt 30 yearrs..

Forr tthe ffiirrstt ttiime,, tthey werre deniied PLII iin 2010.. PLII paymentt was deniied on tthe pllea tthatt

BSNL diid nott earrn any prroffiitt iin 2009--10.. The emplloyees arre verry much diisappoiintted due tto

tthe non--paymentt off PLII.. IIn no way tthe emplloyees arre rresponsiiblle fforr tthe ffiinanciiall crriisiis

01..01..2007.. IItt has been iimpllementted iin ottherr PSUs.. Butt iin BSNL wage rreviisiion has been

tto much lloss due tto non--iimpllementtattiion off tthe saiid DPE orrderr.. On many occasiions ourr uniion

(5) Introduction of NE 12 pay scale

As perr tthe Non--Executtiive Prromottiion Polliicy agrreementt siigned on 30..10..2008,, NE--12 pay

scalle.. Afftterr prrollonged dellay,, tthe BSNL CO,, viide iitt’’s lletttterr no..BSNL//39--3//SR//2006//Voll--IIIIII

datted 08..09..2010 has prroposed tthe pay scalle off NE--12 scalle Rs..16380--30640 fforr NE--12

scalle.. BSNLEU,, viide iitt’’s lletttterr no..BSNLEU//506 ((NEPP)) datted 10..10..2010,, demanded tthe

scalle off Rs..16390--40490 as NE--12 scalle.. IIn tthe diiscussiion helld bettween tthe uniion and tthe

managementt,, on 22..06..2011,, an underrsttandiing has been rreached tthatt tthe NE--12 scalle shallll

be Rs..16390--33830.. The uniion has allso demanded tthatt tthiis pay scalle shoulld be made

effffecttiive ffrrom 01..01..2007,, ii..e.. tthe datte ffrrom whiich rreviised pay scalles arre iimpllementted iin

BSNL.. IItt iis rrequestted tthatt BSNL shoulld apprrove tthiis scalle wiitthoutt ffurrttherr dellay..

(6) The BSNL CO implemented the NEPP w.e.f. 23.03.2010. However, in the

order issued by BSNL, many conditionalities which were not accepted by

the union have been inserted. These conditionalities are creating hardships

to the employees. Hence, we have sought the following modifications which

have already been discussed with the management on a number of

occasions. But no improvement has come.

((a)) Postt based promottiion on 1--10--2000:: Prromottiion polliicy agrreementt,, viide parra 8 says ““afftterr

1--10--2000 and befforre nottiiffiicattiion off tthiis polliicy”” and nott ““on orr afftterr 1--10--2000 and befforre

nottiiffiicattiion off tthiis polliicy”” and tthe same was menttiioned iin parra 6..4 off tthe prromottiion polliicy

orrderr datted 23--3--2010 whiich says ““afftterr 1--10--2000 and befforre nottiiffiicattiion off tthiis polliicy””,, and

nott ““on orr afftterr 1--10--2000 and befforre nottiiffiicattiion off tthiis polliicy””.. Therrefforre any postt based

prromottiion orr ttiime bound prromottiion giiven on 1--10--2000 shoulld nott be countted as prromottiion

underr NEPP and allll such offffiiciialls shoulld be grrantted ffiirrstt NEPP on 1--10--2004..

case tthe postt based prromottiion has tto be ttrreatted as NEPP prromottiion,, tthen,, as perr tthe

The LDC TA converrtted tto TOA on 1--7--2004 and prromotted tto Srr..TOA iin 2007 have nott

complletted tthe qualliiffyiing serrviice prrescrriibed iin NEPP fforr ttiime bound up--grradattiion,, iin any pay

scalle.. The converrsiion tto TOA and tthe prromottiion tto Srr..TOA cannott be accountted agaiinstt

OTBP//BCR//GR--IIV//ACP ettc as dettaiilled above,, and hence shoulld nott be countted as ttiime

bound up--grradattiion as perr NEPP.. Hence tthey shoulld be giiven ffiirrstt up--grradattiion underr NEPP

on compllettiion off prrescrriibed qualliiffyiing serrviice off 4 yearrs ((siince allll off tthem arre DoT rrecrruiitted))

afftterr Srr.. TOA prromottiion..

(8) Upgradation of Driver’s pay scale on account of change in RRs not to be

counted as NEPP promotion.

The drriiverrs’’ pay scalle was upgrraded ffrrom 3050--4590 tto 3200--4900 as perr tthe rreviised RRs,,

wiitth effffectt ffrrom 28--1--2002 and allll tthe Drriiverrs iin tthe orrdiinarry grrade werre pllaced iin tthiis

upgrraded scalle.. No agrreementt iis ttherre bettween managementt and uniion tto countt such

pllacementt on accountt off change iin RRs as tthe ffiirrstt up grradattiion underr NEPP.. IItt cannott be

ttrreatted as ttiime bound up grradattiion.. Therrefforre allll such drriiverrs shoulld be giiven ttheiirr ffiirrstt up

grradattiion underr NEPP ffourr yearrs afftterr such pllacementt ii..e on 28--1--2006.. ((Thiis poiintt was nott

(9) The extra increment granted in lieu of Grade IV promotion, one year before

retirement, should not be denied in case of the officials who wish to

continue in the OTBP, BCR and Grade IV.

DoT acceptted iitt and grrantted pensiion on iitt,, iitt cannott be deniied,, iiff an offffiiciiall optts tto conttiinue

cannott be wiitthdrrawn uniillatterralllly.. IItt iis rrequestted tto conttiinue tthe iincrrementt fforr such offffiiciialls

and allso one morre chance tto change opttiion fforr tthe elliigiiblle offffiiciialls afftterr accepttiing fforr

(10) Upgradation of TTA pay scale on 1-10-2000

The pay scalle off TTA cadrre was upgrraded ffrrom NE--8 tto NE--9 w..e..ff 1--10--2000 as perr tthe

earrlliierr deciisiion off tthe DoT.. Thiis pay scalle rreviisiion off tthe TTA cadrre does nott ffallll wiitthiin tthe

cattegorry off ““ttiime bound up grradattiion off pay scalle””.. Hence,, tthiis pay scalle rreviisiion off TTA

cadrre w..e..ff.. 01..10..2000,, shoulld nott be ttrreatted as a parrtt off tthe NEPP.. The prromottiion polliicy

agrreementt as wellll as tthe orrderr iissued on iitt on 23--3--2010 prroviide fforr counttiing

Siince tthey arre ttrreatted as Goverrnmentt emplloyees and arre grrantted Goverrnmentt pensiion and

GPF,, fforr prromottiion purrposes underr NEPP allso tthey arre tto be ttrreatted as Goverrnmentt

emplloyees onlly.. Morreoverr ttheiirr TSM serrviice was countted fforr iincrrementts whiille ffiixiing ttheiirr

pay on appoiinttmentt as RM and tthey werre grrantted EL durriing TSM serrviice whiich was ttaken

iintto accountt even afftterr appoiinttmentt as RM.. The counttiing off TSM serrviice fforr iincrrementt,, GPF,,

lleave and pensiion cllearrlly esttablliish tthatt tthey have perrfforrmed dutty iin DoT and hence arre tto

be ttrreatted as DoT appoiinttees onlly.. Thiis iis conffiirrmed by DoT iittsellff.. The DoT Orrderr No.. 22--

(12) When the official forgoes promotion he got to a higher scale as per the

earlier scheme in order to get promotion under NEPP, as a special case the

NEPP promotion be given to the same higher scale he got earlier.

Highlights of prepaid tariff revision dated 03.06.2011











1. Separate validity voucher is no more required to increase the validity. Customer will









get validity along with talk value as and when he/she top up.









2. Existing prepaid plans have been rationalized to 7 distinct plans.









One Plan is Life Time Plan and other 6 plans are General plans.









One plan each is exclusively for 2G and 3G. All other plans are common for both 2G and









3G.









3. Migration from one prepaid plan to other (except Pyari Jodi & Student Special) is free.









However, a nominal amount of Rs.1 to Rs.5 will be charged for technical configuration.









4. Value of freebies offered with plan activation is more than the initial amount paid by the









customer for SIM and plan Activation.









5. USP of the revised plans are as under:-









Saral Anant:- Lifetime validity. With every recharge/top-up customer will get validity also









in addition to talk value.









“1p/sec”- All voice calls , local on-net/ off net, STD on-net / off- net , roaming will be









charged at the uniform rate of 1p/ sec. For Video calls also Per sec pulse has been









introduced.









“all@49” – All voice calls , local on-net/ off net, STD on-net / off- net , roaming will be









charged at the uniform rate of 49p/ Min. SMS Local, National & Roaming will also be









charged @49p.









2G Special: Reduced local voice call charges on two BSNL numbers @20P/Min and









STD call to one BSNL number @30p/Min.









3G Special: Attractive video call facility with On-net call charges @Rs.0.70/Min and Offnet









calls @ Rs.1.00/Min in Home LSA as well as in National Roaming.









“Pyari Jodi”- Unlimited free local calls to one BSNL Fixed/WLL number. All voice calls









(Local/STD-On-net/Off-net) @ 1p/sec. No separate validity voucher for extension of plan









beyond the initial plan validity which will be extended to customer on top-up for talk









value.









“Student Special”- Student Special has been made as a separate plan with attractive









call charges of Rs.0.40/Min (On-net) and Rs.0.60/Min (Off-net). 5 Friends and Family









numbers with Local call charges @ Rs.0.10/Min (On-net) and Rs.0.30/Min (Off-net) are









also available. The student will get 300 free Local SMS and 100 MB free data usage on









recharge of Student Special Validity voucher of Rs.25 (Incl. of S. Tax) with Nil talk value









and 30 days validity. Beyond free usage, local SMS will be charged @ 5 paisa per









SMS.









Reduced call facility on 3 BSNL numbers is available to all the prepaid plans. Reduced









voice call charges on two BSNL local numbers @20P/Min and on one STD BSNL









number @30p/Min is applicable to 2G Spl, 3G Spl, Pyari Jodi and Student Special plans.









The reduced call charges for Saral Anant, “1p/sec” & “all@49” plans are 30p/Min. on two









BSNL local numbers and 50p/Min on one STD BSNL number.









6. New STV (Rs.28 with validity of 30 days) with call charges of Local/STD Rs.1.00/3 Min (Onnet)









& Rs.1.20/3 (Off-net) and STV (Rs.12 with validity of 15 days) with free Incoming call









facility while roaming in BSNL Network have been introduced.









7. Modified STV (Rs.17 with validity of 30 days) with Local/STD On-net Night call charges @









Rs.0.05/Min (11PM to 06 AM).and STV (Rs.50 with validity of 30 days) with Local On-net









call charges @ 10p/Min have been introduced.









8. Existing STVs “1p/sec” and “all @ 49” are withdrawn. If Saral Anant customer desires to









avail these tariffs, he may migrate to “1p/sec plan” or “all @ 49 plan.”

02.06.2011: GS, President and AGS (GD) met Shri A K Jain, Sr.GM (Pers) and discussed the following issues: Shri R S Nair AGS (TEAM), MTNL, Mumbai also attended the meeting.







1. Early settlement of pay anomaly cases of Sr. SDEs / Sr. A.Os / AAO / PS /P.As cases. GS requested for an early settlement of the cases in order to avoid the embarrassment of pay reduction, etc by holding the committee meeting immediately. Sr. G.M.(Pers) assured us that, in consultation with PGM (FP), the committee will hold its meeting in the next week.










2. Inter � circle transfer cases of P.Ss/P.As : GS explained that even though, the inter � circle transfer cases in the cadre of PA / PS are to be regulated by the corporate office, non of the cases are considered so far, inspite of several requests from various circles. Sr. G.M. (Pers.) assured to look into and requested to submit the consolidated list of such requests for its consideration.










3. Common R.R. in the cadre of PA / PS with respect of field units and Corporate office: GS pointed out that inspite of various requests to consider the amalgamation of both the R.R. of PA / PSs, the issue is still pending. GS also informed that this issue is also pending in the agenda items of the meeting held with AIBSNLEA v/s Admn on 14.12.2010. Sr. G.M. (Pers) assured to look into.










4. Creation of the Post of PPS / Sr. PPS in the field units at par with Corporate office. GS demanded the creation of the posts of PPS and Sr. PPS at par with corporate office, as the promotional avenue available to field PSs are �nil�. Sr. G.M. (Pers) assured to examine the creation of PPS posts in the field units.










02.06.2011: GS, President and AGS (GD) met Shri K.C.G.K. Pillai, PGM (FP) and discussed the following issues: Shri R S Nair AGS (TEAM), MTNL, Mumbai also attended the meeting.










1. Restoration of Counting of Residency period in the case of PA/PSs and expediting the committee report . GS explained about the very purpose of introduction of residency period based on the committee report, restructuring of all the cadres viz. JAO/JTO/JE (Civil) / JE (Electrical)/ Arch. / PS / PA and board decision in granting the higher scale with effect from 1.10.2000 counting the residency period for these cadres. It was also explained how, the personnel branch issued a clarificatory order over looking the decision of the BSNL board in granting the residency period and how the PA / PS cadres facing the recovery in lakhs. PGM(F) assured to look into the matter and promised to expedite it.










2. Early settlement of Pay anomaly cases wherein senior Executives are drawing less pay than their juniors and withdrawal of clarification issued on Sr. SDE/Sr. AO time bound promotion. PGM (FP) assured to hold the Committee meeting in the next week to discuss regarding Pay anomaly cases of senior executives drawing less pay than their juniors and withdrawal of clarification issued on Sr. SDE/Sr. AO time bound promotion.










02.06.2011: BSNL Corporate Office issued order regarding retirement on superannuation on 31.05.2011 in respect of (i) SDEs (Telecom)/PS (ii) AFS Executives (iii) Executives of DGM/AGM/DE equivalent grade.










01.06.2011: MEETING WITH DIRECTOR(HR),BSNL,CO AT BANGALORE:- Com H Y Andeli, CS,Com M R Nagaraj Pres,Com S Rajasekar ACS and Com Huliraj DS, BGTD met Director (HR),at Bangalore and welcomed him by presenting bouquet to Dir(HR). We have requested him to sanction a special Packages of Money, Material and Men for Karnataka Circle to meet the demand of BSNL services. We have discussed about shortage of Cables, Type-II Modems, Instruments and drop wire etc. We have requested to consider and sanction the proposal of additional 67 posts of DETs based on justification sent to Corporate Office during 2010 as a special case. This will help in retaining SDEs in Karnataka circle on their promotion as DETs. (Memorandum submitted ) .We have discussed about withdrawal of Time Bound Promotion for PAs ,recovery of arrears in lakhs together etc. (Memorandum submitted ) and requested to restore Time Bound Promotion for PAs. Director (HR) assures to look into.










01.06.2011: GS and President met Sr.GM(Per) and discussed:-










a) DPC from SDE(T) to DE Adhoc:-We requested to initiate DPC to fill-up about 1000 vacant DEs Posts on adhoc basis. Sr.GM (Per) assured an early action.










b) DPC from AO to CAO:-We requested to give clearance to hold DPC from AO to CAO to SEA section.Sr.GM mentioned that SEA section has been asked some clarifications and on receipt of the reply case will be sent to competent authority for approval to initiate DPC.










c) Settlement of TF executives grievances:- we requested for early settlement of the pending issues of Telecom factory executives. Sr.GM (Per) mentioned that DPC from SDE(TF) to AGM/DE(TF) is being initiated shortly and action for DPC from JTO to SDE(TF) will also be taken immediately.










31.05.2011: GS and President met Sr.GM (SR) and expressed serious concern against non-settlement of the long pending issues and requested to have follow-up action of the minutes issued for the meeting held on 14-12-2010 with AIBSNLEA. Sr.GM assured to hold internal meeting and thereafter a meeting with AIBSNLEA.

Customer Delight Month extended upto June

The National JAC in its meeting held at New Delhi on 30.05.2011 has decided to extend the

“Customer Delight Month” for one more month, i.e. for the month of June, 2011 also. Already this

is communicated through website as well as SMS. We are getting very good report from various

circles regarding the successful implementation of the Customer Delight Month. The very aim of

the “Customer Delight Month” is to involve the grass root level workers in the improvement of

quality of services as well as improvement of customer relations. After the launching of the

“Customer Delight Month”, the various difficulties being faced by the workers at the field level,

mainly the acute shortage of materials/equipments, has already been taken to the notice of the

CMD as well as Director (HR), for appropriate action at their level. Corporate management is also

taking necessary action and extending cooperation for the programme. Meanwhile, National JAC

leaders have toured the circles of Himachal Pradesh, Punjab, Haryana, Gujrat, Rajasthan, UP(West),

Uttaranchal and Madhya Pradesh, to motivate the workers for the successful implementation of

“Customer Delight Month.” When the efforts taken by the JAC as well as the workers throughout

the country are yielding good results, it is all the more important to carry forward this programme

further, so that BSNL is once again made a profit making PSU. Under these circumstances,

comrades are requested to take all out efforts for the success of the programme in the month of

June also.

Improving democratic functioning

IIt iis allready a year siince the Thiiruvananthapuram AIIC gave callll to strengthen the organiizatiion and

iit’’s democratiic ffunctiioniing.. Much more needs to be done iin thiis diirectiion.. One affter another,, ciirclle

confferences are takiing pllace now.. Those ciirclle uniions whose confference has become due,, shoulld

holld iit wiithout ffurther dellay.. Whiille conductiing iit’’s confference,, each ciirclle has to allso ensure that

allll the Branch and Diistriict confferences whiich have become due,, are conducted wiithout dellay..

Off llate iit iis observed that some off the ciirclle confferences are conducted wiithout proper ellectiion off

dellegates.. Thiis practiice shoulld be stopped fforthwiith.. Ciirclle confferences shoulld be conducted onlly

wiith dully ellected dellegates ffrom the branches.. Priior to the ciirclle confference,, allll the branches

shoulld conduct theiir Generall Body Meetiings,, affter giiviing seven days’’ notiice,, and ellect the

dellegates,, at the rate off one dellegate per twenty members.. Allll the Ciirclle Secretariies are requested

to striictlly iimpllement thiis..

Another area where attentiion shoulld to be paiid iis conductiing meetiings off the executiive

commiittee.. At present,, iimportant deciisiions are taken,, even wiithout diiscussiion iin the Executiive

Commiittee.. Accordiing to the constiitutiion,, the Ciirclle Executiive Commiittee shallll meet once iin three

months.. Siimiillarlly,, the diistriict executiive commiittee shallll meet once iin two months.. Ciirclle and

Diistriict Secretariies are requested to striictlly ffollllow thiis..

One more iimportant area where attentiion shoulld be paiid iis holldiing off branch generall body

meetiings.. The Thiiruvananthapuram Allll IIndiia Confference has deciided that branch generall body

meetiings shoulld be conducted once iin a month.. Thiis iis very essentiiall ffor the heallth off our

organiizatiion.. Ciirclle and Diistriict Secretariies are requested to pay utmost attentiion to thiis aspect

and ensure holldiing off generall body meetiings iin theiir ciirclle/ diistriict every month..

Casual and Contract Workers issues

IIt iis as per the deciisiion off the Guwahatii Allll IIndiia Confference off BSNL Emplloyees Uniion,, that the

BSNL Casuall & Contract Workers Federatiion was fformed.. IIt iis needlless to say that the actiive

support and cooperatiion off BSNLEU iis very much requiired ffor the effffectiive ffunctiioniing and growth

off thiis uniion.. But unffortunatelly most off our ciirclle uniions are not payiing suffffiiciient attentiion on thiis

iissue.. The order iissued by the BSNL Corporate offffiice ffor the enhancement off the wages off the

contract workers has stiillll not been iimpllemented iin most off the ciirclles.. Thiis iis a matter off great

regret.. Allll the BSNLEU ciirclle uniions have to ensure iimpllementatiion off the Corporate Offffiice order

on enhancement off wages off the contract workers.. Allso iit iis beiing reported ffrom many off the

ciirclles that actiive workers and lleaders off the BSNL Casuall & Contract Workers Federatiion are beiing

viictiimiized and retrenched ffor uniion actiiviitiies.. We cannot tollerate these atrociitiies.... BSNLEU has to

take allll out efffforts to stop thiis.. The iinterventiion off the Labour Enfforcement Authoriitiies has to be

solliiciited wherever necessary.. Management iis allso pllaciing an argument that BSNLEU cannot take

up the iissues off the casuall and contract workers.. We cannot accept thiis argument.. The CHQ off

BSNLEU has allready made iit amplly cllear to the management that BSNLEU wiillll iintervene iin the

matters off the casuall and contract workers.. Hence,, CHQ once agaiin requests the ciirclle and diistriict

uniions to pay necessary attentiion to thiis iissue..

IIt iis as per the deciisiion off the Guwahatii Allll IIndiia Confference off BSNL Emplloyees Uniion,, that the
BSNL Casuall & Contract Workers Federatiion was fformed.. IIt iis needlless to say that the actiive
support and cooperatiion off BSNLEU iis very much requiired ffor the effffectiive ffunctiioniing and growth
off thiis uniion.. But unffortunatelly most off our ciirclle uniions are not payiing suffffiiciient attentiion on thiis
iissue.. The order iissued by the BSNL Corporate offffiice ffor the enhancement off the wages off the
contract workers has stiillll not been iimpllemented iin most off the ciirclles.. Thiis iis a matter off great
regret.. Allll the BSNLEU ciirclle uniions have to ensure iimpllementatiion off the Corporate Offffiice order
on enhancement off wages off the contract workers.. Allso iit iis beiing reported ffrom many off the
ciirclles that actiive workers and lleaders off the BSNL Casuall & Contract Workers Federatiion are beiing
viictiimiized and retrenched ffor uniion actiiviitiies.. We cannot tollerate these atrociitiies.... BSNLEU has to
take allll out efffforts to stop thiis.. The iinterventiion off the Labour Enfforcement Authoriitiies has to be
solliiciited wherever necessary.. Management iis allso pllaciing an argument that BSNLEU cannot take
up the iissues off the casuall and contract workers.. We cannot accept thiis argument.. The CHQ off
BSNLEU has allready made iit amplly cllear to the management that BSNLEU wiillll iintervene iin the
matters off the casuall and contract workers.. Hence,, CHQ once agaiin requests the ciirclle and diistriict
uniions to pay necessary attentiion to thiis iissue..
