Meting With Secretary DOT-ND by COM.VAN Namboodiri-GS-BSNLEU

30.12.2009] MEETING WITH SECRETARY, DOT: - Com. V.A.N. Namboodiri, General Secretary, BSNLEU along with Coms. K.R.Yadav, Vice – President and S.C. Bhattacharjee, Treasurer met Shri. P.J. Thomas, Secretary, DOT today, 30th December 2009 and discussed the issues of approval of Promotion policy, 50% IDA merger for BSNL Pensioners, Pension Revision, Removal of anomaly for pensioners retired during October 2000 to July 2001 and also the necessity of immediate purchase order for 93 million lines and grant of Navaratna /Maharatna status to BSNL.

The Secretary, DOT gave a patient hearing and assured to take up the issues for settlement.

BSNLEU leaders met Additional Secretary, Shri.Subhodh Kumar also and discussed the issues.

[30.12.2009]Meeting with CMD BSNL:- Com. V.A.N. Namboodiri, General Secretary, BSNLEU, met Shri Kuldeep Goyal, CMD, BSNL on 29th December, 2009 and discussed about the wage revision. General Secretary impressed upon the CMD for increase of the span as also continuation of the uniform and connected advances / allowances which the management wanted to abolish.

CMD, BSNL assured to look in to the matter in a positive way.

Meeting with ED (NB):- Com. V.A.N. Namboodiri, General Secretary, BSNLEU, met Shri S.M. Talwar, Executive Director (NB) and discussed the issue of 2 restricted holidays for the industrial staff. ED (NB) agreed to consider the matter favourably.

GS also brought to the notice of the ED (NB) about the practice of ordering towers from private parties by some circles instead of ordering to Telecom Factories. ED (NB) stated that he has issued suitable instructions in the matter.

[23.12.2009] BSNLEU Meets CMD: - Coms. V.A.N. Namboodiri, GS and P. Asoka Babu, AGS, BSNLEU met Shri Kuldeep Goyal, CMD, BSNL on 22.12.2009 and briefed about the wage negotiation and requested that the span of the pay scales should be increased to avoid stagnation and to ensure 30% fitment and promotion to all. CMD patiently heard and assured that he will bring the above matter to the notice of the Wage Committee.

Meeting with Director (HRD) and ED (Finance):- CHQ leaders also met Shri Gopal Das, Director (HRD) and Shri S.R. Kapoor, ED (Finance) who is also the Chairman Wage Committee and demanded that the span of pay scales be increased to ensure 30% fitment and promotion and also to avoid stagnation.

Anomaly Agreement: - General Secretary Com. V.A.N.Namboodiri and AGS Com. P. Asoka Babu met DGM (Estt.) Shri P.K. Misra and discussed about early approval of anomaly committee agreement. He assured to submit the same for approval of Management Committee.

Joint Forum Meets: - Joint Forum of BSNL Associations/Unions of Executives and Non-Executives met on 17th December 2009 under the Chairmanship of Com. G.L. Jogi, GS, SNEA. Com. V.A.N. Namboodiri, Convener presented the details of agenda. After discussion it was decided to meet CMD BSNL, Secretary DoT, Communication Minister on the issues of ITS absorption, pension revision on IDA scales, developmental issues especially tender for 93 million mobile lines etc.

In connection to the above subject, most humbly we, the following Departmental Candidates pursuing for JAO Part -II Examination request your kind attention to the following :

JAO Part -II examination is scheduled on 4-5-6, January, 2010.

1. Syllabus of JAO Part-II Examination for Internal Candidates is very old. It has no application in BSNL's daily operations and procedures at present. A number of Administration and Accounting Reforms are introduced since last 10 years. A number of software packages are available with us and these have replaced the old procedures at present. All our Billing and Accounting Procedures are fully computerized.

2. P & T Volumes are found of no use as we are working with Corporate Sector.

3. P.I./R.S.A./T.T.A. were given Promotion based on their performance in Qualifying Examination of Screening Test. Why this can not be applied in case of J.A.O.s also.

4. Majority of the Candidates appearing for JAO Part-II Examination are having experience more than 20 years. They are fully conversant with the day to day operations and Accounting Procedures. BSNL must use their experience and convergence in the interest of Company by offering them relaxations by the means of Multiple Choice Objective Type Question Papers.

5. BSNL has launched a number of New Services and at the same time, there are number of Services and Accounting Procedures are out dated, say, not in use. All such parts of Syllabus should be removed from the Examination. For example, FHB, CPWD, P&T Volumes etc. It may please be noted that these Publications are not available in Market now a days. Hence, it is not possible to appear for Examination without these Books as Xerox Copies of these Books are not permitted in Examination Hall.

6. It is noticed that Direct Recruitment Candidates has to appear only for 02 papers of 100 Marks each with Multiple Choice Objective Type Question Papers. While Departmental Candidates has to clear 05 papers of Total 550 Marks in JAO Part-II Examination.
Earlier, JAO Part-I examination was descriptive. But now, same was converted into Screening Test as in the Case of External Candidates based on Multiple choice question papers. While, JAO Part-II Examination is still in descriptive pattern thereby creating discrimination between External and Internal Candidates.

Therefore, looking to the above fact, we request you to kindly look in to the context and take immediate actions at your end for rescheduling of JAO Part-II Examination in the wider interest of Company as more than 2000 Departmental Candidates appearing in JAO Part-II Examination.

CHENNAI: The government’s divestment programme is going full throttle but it’s a slightly different take for BSNL, as its efforts to go public still seems to be in a limbo.

And the public sector telecom company’s chairman only confirms this, saying that BSNL wasn’t on the government’s priority list as far as divestment is concerned.

“There are a large number of companies that the government is planning to list and naturally there will be staggering to see that the market doesn’t have lot of IPOs coming at one time from PSUs. Already, the priorities of the government have been identified and BSNL doesn’t figure in that, so that I don’t think it will happen that soon,” BSNL chairman and managing director Kuldeep Goyal told ET NOW on Monday.

While a resolution has been passed to recommend selling 10% of BSNL’s shares to the public, there’s been no progress after that. The company is still awaiting the government’s decision on the stake sale, after which it will appoint merchant bankers.

Meanwhile, it is trying to iron out differences with its employee unions, to ensure a smooth listing. “Many employees are in favour of it. Union associations are having some resistance but as and when government decides, we will talk to them and see that they appreciate the need for it,” Mr Goyal said.

BSNL is beefing up its third-generation or 3G services, even as private players are preparing to enter the space. The telco was the first off the block to get its 3G services going, but the pace of customer additions was far from a runaway success.

“Initially the uptake was low but now it’s picking up very well. We have five lakh customers now, in the North and East zone and we hope to reach 10 lakh customers by March-end. We are installing a capacity of 50 lakh and we hope to use this to the maximum extent in the coming year,” Mr Goyal said.

Beaches, mountains or just spending time with family and friends – Bollywood celebrities are all set to take a break from tinseltown to usher in the New Year. While Sushmita Sen and Shilpa Shetty are heading to the waters, Mugdha Godse and Minissha Lamba will be with their loved ones.


Sushmita Sen: I am going to Goa or the Kerala backwaters. I haven’t decided yet. I can’t go out of India because my younger daughter doesn’t have a passport yet.

Shilpa Shetty: (I’m) really excited about the Mediterranean cruise we are taking with the family, my first ever, making it even more special. I will be out at sea for the next two weeks…(I) will be bringing in the New Year on the ship.

Jaya Prada: I will be in Hyderabad with my mother. I believe that New Year or any other festival is the time to be with your family. And next day, like all the previous years, I will be going to the Tirupati Balaji temple before returning to work.

Fardeen Khan: We are going to the mountains this year. I’m off on a romantic holiday in Shimla for five days with my wife (Natasha) to celebrate New Year. I haven’t been there earlier; so I’m looking forward to it.

Mughda Godse: This New Year’s eve I’ll be working and spend the rest of it with my family.

Celina Jaitley: I will be performing at the JW Marriott in Mumbai which means that I am making money this New Year.

Minissha Lamba: This New Year I’m going to be with my close friends.

Manoj Bajpayee: I will be in Delhi with my family. I will welcome 2010 with them at home. I will chat, dance, play music and eat…I’ll do everything that makes one happy.

Sukhwinder Singh: I’ll be home with friends to welcome the New Year. I’ll sing and dance and be merry in general. I don’t like going out because on New Year, all places are over crowded. Fun is when you are with friends and nothing is better than home.

Purab Kohli: I plan to be in Mumbai this New Year as it has been eight years since I’ve been spending this time here…I’m looking forward to a great party in 2010.

Rannvijay: I am going to my hometown Jalandhar after a very long time. I’ll be spending my Christmas and New Year there with my family and friends.

Govt approves extension of order benefits to sick ITI

NEW DELHI: In an attempt to revive loss-making telecom equipment manufacturer ITI, the government today approved a proposal under which the company will continue to get orders for 30 per cent of products requirement of BSNL and MTNL in reservation quota.
The Cabinet Committee on Economic Affairs (CCEA) has decided to continue with the reservation quota at 30 per cent of the requirement of BSNL and MTNL for products manufactured by ITI. Moreover, BSNL and MTNL would give 70 per cent advance against orders placed on ITI.

However, the CCEA made it clear that ITI would accept orders under the reservation quota only after the price is known and is commercially viable.

The earlier reservation benefit of 30 per cent along with 70 per cent advance to ITI had expired on September 20, 2009.

BSNL and MTNL has been requested to extend these benefits to ITI for one year from September 21, 2009 due to poor financial health of the telecom equipment manufacturer.

ITI incurred an accumulated loss of Rs 3,219 crore on March 31, 2009.

The extension of order benefits from BSNL and MTNL will ensure enough orders for ITI for production activities.

Wage Negotiation – Meeting on 24th December 2009

A meeting was held between the staff side with Shri S.R.Kapoor, Chairman, Wage Negotiation Committee on 24th December 2009.
Staff Side told the official side that thousands of employees will face stagnation immediately after wage revision and many will cross the maximum of the pay scale to which they will be promoted after pay fixation on promotion because of the short span of revised pay scales. They briefed in details about many such cases with examples. They stressed that the span of pay scales should be sufficiently long to avoid these problems.
Management wanted to abolish supply of uniform, rain coats, chappals, shoes, as also stitching charges, washing allowances etc. to those officials who are getting the same at present. Staff side had strongly and completely opposed the proposal and insisted that these which are in existence for the last so many decades should continue. They also proposed that they should be extended to all staff.
Management stated that they will examine these issues raised by the staff side.
In view of Xmas and New Year Holidays as also that many of the official side members are on leave, the meeting for considering the draft agreement will be held only on 5th January 2010
Staff Side was represented by Coms. V.A.N.Namboodiri, V.Subburaman and P.Asokababu. In addition to Chairman, Shri Shakeel Ahmad, GM(SR) was also present from the official side.

The Department of Public Enterprises is the nodal department for all Central Public Sector Enterprises (CPSEs) and formulates policy pertaining to the role of CPSEs in the economy. It lays down policy guidelines for performance improvement and evaluation, autonomy and financial delegation, personnel management and other related areas in respect of CPSEs. It also collects, evaluates and maintains information on several areas in respect of CPSEs. The DPE also acts as the interface between the various Parliamentary and Government organization and the CPSEs as a whole.



WAGE POLICY IN CPSEs



Revision of Scales of pay of executives in CPSEs following Industrial Dearness Allowances (IDA) pattern of pay scales with effect from 01.01.2007.



A. The Government, after due consideration of the recommendations of the 2nd PRC and also the recommendations of Committee of Secretaries (CoS), decided that the pay revision is to be implemented as a package. The decision of the government was conveyed vide DPEO.M. dated 26.11.2008 & 09.02.2009.



The salient features of these orders are as follows:-



i) Pay scales ranging from Rs. 12,600-32,500 for E-0 grade and to Rs. 80,000-1,25000 for Chief Executives of schedule ‘A’ CPSEs.

ii) A uniform fitment benefit @ 30% on basic pay plus DA @ 68.8% as on 01.01.2007.

iii) Rate of increment @ 3% of basic pay.

iv) Perks and allowances upto the maximum of 50% of basic pay, with provision of ‘Cafeteria Approach’.

v) PRP ranging from 40% to 200% of the basic pay.

vi) Superannuation benefit upto 30% of basic pay.

vii) Ceiling of gratuity in respect of executives and non-unionised supervisors raised to Rs. 10.00 Lakh w.e.f. 01.01.2007.

viii) Implementation of Pay Revision linked to affordability of the CPSE.

ix) The CPSE concerned have to finance pay revision from their own resources and no budgetary support will be provided.

x) An Anomalies Committee consisting of Secretaries of Department of Public Enterprises, Department of Expenditure and Department of Personnel & Training constituted to look into further specific issues/ problem that may arise in implementation of Governments orders on the recommendation of 2nd PRC.

xi) DPE will issue necessary instructions/clarifications whenever required in implementation of the decision on pay revision.





B. Further, based on the recommendations of the Committee of Ministers, government issued orders on 02.04.2009 to extend the following additional benefits:-



i) Benefit of merger of DA with basic pay for the purpose of fitment raising the fitment from 68.8% to 78.2%.

ii) Superannuation benefit upto 30% of basic pay + DA instead of basic pay alone.

iii) Limiting the expenditure on infrastructure to recurring cost of running the facilities with a ceiling of 10% of basic pay.

iv) Enhanced allowances could be effective from 26.11.2008 instead of from the date of issue of Presidential Directive provided the Presidential Directive is issued within one month from 02.04.2009.

v) These benefit to be extended to all CPSEs. Benefits as given in these O.Ms to be viewed as a total package. No change need be made in O.Ms dated 26.11.2008 and 09.02.2009.



COUNSELLING, RETRAINING & REDEPLOYMENT SCHEME


(i) The policy of the Government has been to implement reforms with a humane face. Moving in this direction, the Scheme of Counselling, Retraining and Redeployment (CRR) is being implemented by DPE as a social safety measure. Under this Scheme, separated employees of CPSEs are imparted short duration training to equip them with skill/expertise which, in turn, would enable them to take up, mainly, self-employment activities.



(ii) Implementation of the CRR Scheme is through the nodal training agencies which have been selected after ascertaining their capabilities to undertake such jobs. These agencies conduct training programmes through Employees Assistance Centers (EACs). From 2001-02 to 2008-09, around 1.46 lakh VRS optees have been retrained and around 65,000 redeployed.



(iii) During 2009-10, the target is to cover 8000 VRS optees against allocated funds of Rs.9.00 crore. 12 agencies having 43 Employees Assistance Centres (EACs) are on the job to achieve this target. From January, 2009 to December, 2009, 7600 VRS optees have been trained and out of these 3200 have since been redeployed. During this period, a sum of Rs.6.90 crore out of the allocated funds has been spent.



MEMORANDUM OF UNDERSTANDING (MOU)



i. 144 CPSEs signed MoU in 2008-09. 97 CPSEs signed MoU in 2009-10. It shows that the coverage of the CPSEs under the MoU system is growing every year.



ii. Hon’ble Prime Minister of India presented MoU Excellence Awards to 24 CPSEs for the year 2006-07 and 2007-08 on 15th October, 2009 at Vigyan Bhavan, New Delhi for their excellent performance in Public Sector Management. 38 CPSEs were presented MoU Excellence Certificates for the year 2006-07 and 45 CPSEs for the year 2007-08.



iii. In a conference of State Level Secretaries and CMDs of states PSEs held in August, 2009, a model MoU for State Level Public Enterprises (SLPE) was introduced.



iv. A website http://dpemou.nic.in, has been hosted by MoU Division, DPE with the assistance of NIC in the month of November, 2009. It is an MoU-Data Repository containing, interalia, MoU signed between the CPSE and the administrative Ministry, evaluation score card, trend of financial parameters of the CPSE during the last five years, CMIE report, Minutes of the Task Force Meeting on MoU etc.





PUBLIC ENTERPRISE SURVEY



During the year 2009 (January - till now), following activities were undertaken in the Survey Unit:



i) First Zonal Conference on State Level Public Sector Enterprises (SLPEs) of North-East Region was Organized on 5th March, 2009 in Guwahati.



ii) PE Survey (2007-08) was laid in both the Houses of Parliament on 25.2.2009.



iii) Mid-year Review (2008-09) of Central Public Sector Enterprises (CPSEs) was prepared.



iv) First National Survey on SLPEs (2006-07) was prepared



v) Conference of Secretaries of States & UTs on SLPEs was held on 27.8.2009.



vi) Management Information System (MIS) for SLPEs was launched on

27.08.2009.



vii) A Book titled “Central Public Sector Enterprises – Leading Companies of India Inc”, was launched on the occasion of the MOU Excellence awards ceremony held on 15.10.2009.

(i) The Department collaborated with Dun & Bradstreet in release of their publication titled “India’s Top PSUs 2009” on 9th January, 2009.



(ii) DPE in collaboration with UTI organized the Seminar on ‘Investment Insights’ on 15th January, 2009 in Kolkata.



(iii) DPE organized a one-day Workshop on “International Financial Reporting Standards’ on 28th January, 2009 in collaboration with the Institute of Chartered Accountant of India in New Delhi which was attended by more than 60 senior Finance executives of various Navratna and Miniratna CPSEs.



(iv) The first ever Conference of Non-official Directors of Central Public Sector Enterprises (CPSEs) was held on 22.7.2009 in Vigyan Bhawan, New Delhi with Institute of Company Secretaries of India (ICSI) as a knowledge partner. The Conference was attended by about 100 non-official Directors of various CPSEs, representatives of administrative Ministries/Departments and ICSI. During the Conference various issues related to role and responsibilities of non-official Directors were deliberated.





Important visits



(i) Mr. Uros Zver, Director of Projects, International Center for Promotion of Enterprises, Ljubljana, Slovenia on his visit to India met Secretary, DPE on 24th November, 2009. Matters such as short term programmes offered by ICPE to the executives of Indian Public Sector Enterprises(PSEs), Memorandum of Understanding between International Center for Promotion of Enterprises (ICPE) and Council of Scientific and Industrial Research (CSIR), pending ‘Headquarters Agreement’ between ICPE and Government of Slovenia and specific short-term training programmes for ‘Member Countries’ were discussed.



(ii) Secretary, Department of Public Enterprises led an Indian Delegation to China at the invitation of SASAC from 20th April, 2009 to 24th April, 2009. The delegation visited Shanghai and Beijing and interacted with senior officials of SASAC, SOEs of China and various industry chambers of China.



(iii) Secretary, Department of Public Enterprises made a visit to Paris (France) on 5th & 6th November, 2009 to participate in the OECD Working Group meeting on Privatization and Corporate Governance of State Owned Assets.



Appointment of non-official Directors on the Boards of CPSEs



77 names were recommended for appointment as non-official Directors on the Boards of various CPSEs.



POLICY PLANNING



(i) A mandatory cut of 10% has been effected mutatis-mutandis on the specified items of expenditure. A complete ban has been imposed on holding of meetings and conferences at 5-Star Hotels. There will be a ban on travel by air by first class and all domestic travel by air will take place only by economy class irrespective of the entitlements. Chief Executives officers of the CPSEs have been made responsible for ensuring the compliance of these measures.



(ii) Initiatives were taken to hold fourth CEO Enclave in association with BSE to familiarize the CPSEs about the benefits and procedure of listing its shares in a Stock Exchange.



BOARD FOR RECONSTRUCTION OF PUBLIC SECTOR ENTERPRISES (BRPSE)



Government set up a Board for Reconstruction of Public Sector Enterprises (BRPSE) in December, 2004 to advise the Government, inter alia, on measures to be taken to restructure / revival of sick Central Public Sector Enterprises (CPSEs).



Recommendations of BRPSE:



During the last 11 months ending November, 2009, 11 meetings of BRPSE have taken place. During this period, the Board had considered the proposals of 6 CPSEs and given its recommendations for revival of 3 CPSEs namely (i) Elgin Mills Company Ltd., (ii) Hindustan Prefab Ltd., and (iii) Burn Standard Company Ltd. and closure of 1CPSE i.e. Break Fast Food Unit of Hindustan Vegetable Oils Corporation Ltd. The balance 2 cases Viz. ITI Ltd. & Hindustan Photofilms Manufacturing Co. Ltd. have been remitted to the concerned administrative Ministries/Departments for resubmission.



Approval of the Government on the recommendations of BRPSE:



During the last 11 months ending November, 2009, based on the recommendations of BRPSE, Government have approved revival of 2CPSEs viz. (i) Instrumentation Ltd. and (ii) Hindustan Prefab Ltd. involving total assistance of Rs.725.72 crores (cash assistance of Rs.48.36 crores and non cash assistance of Rs.677.36 crores) from Govt. of India.

The Cabinet on Thursday decided to grant top public sector undertaking (PSU) companies the maharatna status that would give them more autonomy in decision making.

At a briefing, Union Minister of Information and Broadcasting said companies that could qualify as a maharatna needed to have an annual net worth of Rs 15,000 crore in the last three years and an annual profit post tax of Rs 5,000 crore.

Currently, the government has navratnas, which contains 18 PSUs but the new maharatna status allows those company that qualify to make investment decisions to the tune of Rs 5,000 crore without requirement of government approval.



“One of the major impact of this approval is the scheme envisages to empower mega central public sector enterprises to expand their operations and emerge as global giants,” Soni said.

Bangalore: To keep themselves motivated, about 37 percent of employees said they would prefer extra time off, if a year-end cash bonus wasn't an option, says a survey.

According to the survey conducted by TopGrading Solutions, 21 percent said a simple "thank you" would be an ample motivator, and 15 percent said that they would favor a holiday bash. The survey consisted of workers in the retail technology, payment solutions, and supply chain procurement and planning industries.


Also, the remaining 26 percent of employees felt there was nothing that could be done to motivate them at year-end. Nine percent felt that their companies did a fine job keeping them motivated during the recession, whereas 17 percent stated nothing could turn their low spirits around.

Dave Camp, Executive recruiter for Retail Technology at TopGrading Solutions, said in a statement that increasing employee spirits becomes more crucial as the recession comes to its tail-end. He pointed out that the company's last poll showed that nearly 50 percent of respondents were looking to leave their current employer due to mistreatment during the recession.

"Either a day off or a simple card showing your gratitude could be enough to bring the team back together in time to embrace and conquer 2010," said Camp. "Otherwise, as the economy improves, managers may face a retention nightmare."

Only one Indian CEO among top 50 global CEOs

New Delhi: Harvard Business Review has ranked Reliance Industries' head Mukesh Ambani among top five best performing CEOs in the world.

Ambani is the only Indian CEO to be featured among top 50 CEOs, is in the same league as Steve Jobs of Apple, Yun Jong-Yong of Samsung Electronics, Russian energy firm Gazprom's Alexey Miller and John Chambers of Cisco Systems.


Not only best performing CEO, Ambani has also been ranked two among the top 10 emerging market CEOs with Miller at the top. K V Kamath of ICICI Bank is the other Indian in the list of Top 10 Emerging Market CEOs. He is ranked at number nine.

The Harvard Business Review said that it ranked CEOs of large public traded companies in a study conducted over 2000 CEOs worldwide. The entire group represented 48 nationalities and companies based in 33 countries.

Many CEOs who were most respected according to other reviews were nowhere in HBR's top 50. These include Jamie Dimon of JPMorgan Chase, Satoru Iwata of Nintendo, Sam Palmisano of IBM and Rex Tillerson of Exxon Mobil. "Some of these well-known CEOs have not necessarily done poorly; they are just not among the top performers in the world according to the total shareholder return they have delivered so far," said HBR.

CEOs like Jack Welch, Warren Buffett, Larry Ellison and Bill Gates dis not find their names in the list as HBR considered CEOs who assumed the job no earlier than January 1995 and no later than December 2007.

New Delhi: There might be one answer, but believe it at your own risk - after all, it's only skin deep. According to a survey by research firm Synovate on beauty, 55 percent people in India and Brazil believe that good looking people can get away with less work. Delhi Times spoke to a few Delhiites to find out if they were part of the 55 percent, and came up with some heartburn, and some stubborn belief in merit. Which of the two do you feel?


The people who said yes, the lookers actually did get home earlier and get to have a life, blamed only themselves for it. "See, it's not about how much work good looking people do or don't do, but what other people do for them. Yes, the levels of acceptability are lowered for people who look pleasing," admits Theatreperson Aamir Raza Hussain. "I mean, if I had a pretty secretary who made a thousand spelling mistakes per page, I'd be more likely to explain things to her gently. If she were short, fat and ugly, however" and he leaves the workday from hell to the imagination.

Ad Executive and Musician Surojit Dev is not quite so introspective. "Obviously they do. Especially in a service industry, you do use your beauty and charm to get out of work. Even if the biologically blessed don't actively use their charm, they know that it's a weapon they have at their disposal. Typically, the office charmer, for instance, would not hang around with colleagues at the office, but would go out with them. 'Oh, let's discuss this over lunch', or 'Oh! Let's go out for a drink.' It'll be five minutes of work-related conversation and 30 minutes of chatting," he says. There are those, however, who provide unusual insights into the issue. Ranjita Chaney, a 28-year-old art curator, says there might be a slight advantage, not because of looks, but gender.

"I would say it's easier for a woman to get work done," Ranjita says. "Even if I'm pulled over by the police on the road, say, I'd get away with much more lenient treatment than a guy. In general, the fact that women are considered the weaker sex works in their favor. It tends to happen that way, not that you intend to use your gender to get away easily. And of course, if you dress decently, that matters. If I dress like a punk, I won't be perceived as a serious curator. But beauty is not an issue. In fact, women are more competitive," she adds.

Staff Side had written to Chairman Wage Negotiation Committee to extend the span of revised scales to 26 years or to make as open ended scale since the payment of Pension Contribution, as per recent orders of Government is changed from maximum of the scale to minimum of the scale from 1.1.2006.

On Allowances, the Staff Side has demanded to rename the Skill Upgradation as Proficiency Upgradation Allowance at the rate of 2%. Also, has demanded increase beyond 50% on Remote Locality, Hill, Tribal Area and Bad Climate Allowances.
