The recommendations are likely to take place from 01.01.2016. [05.02.2014]BSNLEU team meets Shri S.C. Sharma, GM (PP&SM) and discusses about BSNL’s mobile network expansion programme. He also explained that serious actions are being taken to improve the quality of service through network optimization and also by reducing the BTS outage period due to power failure. As regards facing the competition that is to arise from Reliance Jio’s 4G service, the GM replied that BSNL can provide matching service. Through the 900 Mhz spectrum that BSNL is already having, LTE technology can be adopted for providing 4G service, said the GM. [04.02.2014]2G spectrum auctioning started – Bids worth Rs.40,000 crore made. The auctioning for 2G spectrum in the 1800 Mhz and 900 Mhz started yesterday. On the first day itself bids worth Rs.40,000 crore were made. The competition is fierce because the licenses of major private companies like Airtel, Vodafone, etc. will expire in November this year. These private companies tried to get extension for their licenses, but they could not get. Then, they went to the Supreme Court to stay the auctioning of 2G spectrum. That also did not succeed. So, now they are forced to bid in the auctioning for their survival. [04.02.2014]95% of the Railway workers vote in favour of going on strike. The two major Railway employees Federations, viz., AIRF and NFIR had conducted strike ballots separately, amongst their members. The ballot was to ascertain whether strike should be conducted or not. The important issues for the strike include the sectional demands of the railwaymen. The Union Cabinet has finally decided that 5% shall be the Spectrum Usage Charge(SUC). Telecom Service Providers pay a charge to the government, for the spectrum that they purchase. This SUC is calculated as a percentage of their annual revenue. So far, SUC is being collected at the rate of 3% to 8% of the revenue. TRAI has recommended that SUC should be collected at a flat rate. Taking this into consideration, the Empowered Group of Ministers (EGoM) has decided that the SUC should be 5% of the revenue. Now, this has been approved by the government. The auctioning for 2G spectrum is going to start on 03-02-2014. [01.02.2014]TDSAT rejects the demand of private telecom operators for extension of licences. The licences of Airtel, Vodafone and Idea for providing mobile services in the circles of Delhi, Mumbai and Kolkata are due to expire in November, 2014. These companies had requested the government to give extension for their above mentioned licences. It was not accepted by the government. So, these companies have made an appeal before the TDSAT. However, the TDSAT has now rejected the appeal of the private companies. Who was that religious fanatic, what was his political ideology, are well known to the people of this country. It is also well known to the people of this country that Mahatma stood for secularism and communal harmony, especially for Hindu Muslim unity. It was exactly for this reason that he was killed. After 66 years of Mahatma's killing, communal forces are still active and are spreading hatred among people in the name of religion. [29.01.2014]CHQ writes to Corporate Office on LTC facility to the employees- adoption of double standards by the BSNL Management.<> [29.01.2014]Discussion with the GM (Estt.) on 28.01.2014, regarding the pending issues that the Union has already taken up with the Management Com. Swapan Chakraborty, AGS, met GM (Estt.) yesterday the 28.01.2014 and discussed on the following pending issues. 1) Correct Implementation of the NEPP : - Corporate Office has already called for certain informations from the circles on the subject. Regarding the AGS told the GM (Estt.) that even after the lapse of more than one month , the required informations are not submitted by the circles and the settlement of the issue is getting delayed. He insisted that the Management should now take action at the Corporate Office level without waiting for informations from the circles. The GM (Estt.) assured to process the case. 2) Implementation of E1 Pay Scale: - It is informed by the GM (Estt.) that the Management Committee has already approved the case and it is being shortly sent for the approval of the Board of Directors. 3) Salary deduction of the employees appointed on or after 01.01.2007 : - GM (Estt.) informed that the case is pending before the Management Committee. The AGS expressed his deep dissatisfaction about the delay in the settlement of the case and requested for early decision. 4) Settlement of anomalies of the 1st Wage Revision:- The GM (Estt.) informed that the case is put to up to the CMD and thereafter it will go for the approval of the DoT, since pension is involved. 5) Another examination in the cadre of TM by relaxing the eligibility conditions:- BSNLEU has already raised a demand that one TM examination should be conducted, by relaxing the 10th standard qualification as a one time measure, to enable the RMs who are not having 10th standard qualification to write the exam. The AGS insisted that the demand should be accepted. The GM (Estt.) replied that the circles will be asked to submit vacancy position SSA wise, and thereafter that necessary decisions would be taken. It is heartening to note that a group of creamy layer customers from one reputed colony, announced the booking of 100 FTTH connections along with booking of 11 FTTH including 4 with annual plan on the spot. But, simultaneously, our employees should also take initiative in all such manners which will increase the customer base of the Company, as well as it's revenue.<> [28.01.2014]The Competition Commission of India turns down BSNL's complaint against private operators. The Competition Commission of India (CCI) has turned down a complaint made by BSNL on private Telecom operators regarding cartelisation. BSNL has made the complaint that in 2010, Airtel, Vodafone and Idea entered into an understanding in the bidding for 3G spectrum. Accordingly, they formed a cartel among themselves and selectively bid for 3G spectrum. In the auction, Airtel bid for13 circles, Vodafone bid for 11 circles and Idea bid for 9 circles. After getting the spectrum, they made illegal roaming arrangements among themselves and provided 3G service even in circles for which they did not bid for 3G spectrum. The CCI, however rejected BSNL's complaint, on the plea that there is no prima facie evidence to prove the complaint. As regards the provision of illegal roaming, the CCI told that it was not the authority to enquire into the matter. The decision of the CCI dated 16-01-2014, was made public yesterday the 27-01-2014. [28.01.2014]Jewel thief said that he conducted robbery to expose the growing inequality in the country. A jewellery shop in Hyderabad was looted last week and jewellery worth Rs.6 crore was looted. The thief entered into the shop by making a hole in the wall of the jewellery shop. In a strange turn of events, the thief, G.Kiran Kumar, walked into a TV studio in Hyderabad last Sunday, and disclosed that he was the person who looted the jewellery. He further told that he did so, to send a message on the growing social inequality and corruption in India. "I am fed up with the way the system is functioning. Politicians are thieves who loot us for 5 years and I became a thief just for a night to show the world the growing inequality", he said. We agree with G.Kiran Kumar, that the economic policies being implemented by the successive BJP and Congress governments at the Centre, has created a big inequality between the "Haves" and the "Have nots" of the country. But robbery is not the way to remove the inequality. It can be removed only through struggles for the correct policy. Tejas Networks, a private company which manufactures optical networking and switching equipments has raised a complaint with the National Security Advisor, that BSNL is intending to procure equipments from a Chinese Company, ignoring Indian Companies. The company has stated that BSNL’s procuring switching equipment from Chinese Companies, will be a threat to the country’s security. The fact is that, all the private telecom operators are procuring equipments from Chinese Companies. The complaint of Tejas Networks is nothing but a ploy to block BSNL’s equipment procurement and thereby stop it’s network expansion. [24.01.2014]Government decides to increase the monthly pension to Rs.1,000/-. It is reported that the government has decided to raise the minimum pension to Rs.1, 000 per month, which will benefit around 27 lakh workers. It may be noted that at present a large number of employees in the unorganised sector are getting even Rs.20 or Rs.40 as monthly pension. The Central Trade Unions have long been pressurising the government to increase the quantum of pension. Further, it is also reported that the government has decided to raise the ceiling of employer's contribution to EPF from the present Rs.6, 500 to Rs.15, 000. [24.01.2014]BSNL and MTNL are to launch free roaming plans from January 26. Both BSNL and MTNL are going to launch free roaming plans from 26th January. The scheme is likely to be announced by Telecom Minister Kapil Sibal within a couple of days. Accordingly, MTNL's Mumbai customer will not have to pay any extra charge, when he comes to Delhi, and vice-versa. It is learnt that BSNL will also have a free roaming plan, however, the BSNL customers may have to pay a nominal charge to avail this facility. Nearly 400 unidentified dead bodies are found in Delhi so far since December, it is reported by a voluntary organisation called SAM: BKS. All the persons who died are homeless persons who have died due to the severe winter. On one side, the government keeps on tom-toming that India is fast becoming an economic super power, due to the implementation of the Neo-Liberal Economic policies. But it is a hard fact that the economic growth has not benefited the common people of the country. The death of 400 homeless people, that too in the capital of the country, only highlights this fact. [22.01.2014]High Court order to allow the CAG to audit the accounts of private telecom companies challenged in Supreme Court. Telecom Companies pay Spectrum Usage Change (SUC) to the govt., based on their Annual Gross Revenue (AGR). However, the private telecom companies are understating their AGR with a view to cheat the govt. in the payment of SUC. Hence, recently the Delhi High Court ordered that the accounts of the private telecom companies would be audited by the CAG. Against this order, the private telecom companies have field an appeal in the Supreme Court. [22.01.2014]Finance Ministry favours 3% as spectrum usage charge. Thereafter, Management Side told that it could contribute only 2% of pay+DA of the BSNL recruited employees, towards their pension fund. Com.P.Abhimanyu, GS, told in unequivocal terms that the proposal for 2% is not at all acceptable to BSNLEU and strongly argued that a minimum of 12% should be contributed by the Management, as per the orders of the DPE. He also cited the quantum of pension contribution being made by various other PSUs. The Aam Aadmi Party government at Delhi has withdrawn the decision of the earlier Shiela Dikshit government to allow 51% FDI in multi brand retail trade. The Delhi government has written to the DIPP (Department of Industrial Policy and Promotion), withdrawing the decision. “If FDI comes in Retail Trade, then crores of small scale Indian businessmen will come on the roads, since they will lose their business and livelihood,” said Chief Minister Arvind Kejriwal in a letter written to the Delhi traders. It may be recollected that in the year 2008 a case was filed before EPF Commissioner by the BSNL Theka Mazdoor Union Chhattisgarh stating that EPF act is not implemented. A sample of 300 contract workers cases with the details were submitted before EPF authority. 18 hearings took place before EPF authority, BSNL management was allowed ample opportunity to explain their position but there was no convincing reply on the part of BSNL officers. On the contrary contract worker’s view points were effectively put forth by all leaders under the guidance of CITU. An agitational programme of “March to EPF Commissioner Office” was also organised jointly by the BSNL Theka Mazdoor Union and BSNLEU. Now it is learnt that BSNL management is likely to submit an appeal before Hon’ble Hight Court Chhattisgarh for release of frozen accounts of head of SSA’s. The Central Cabinet has decided on 09.01.2013, to refund the BWA spectrum charges that has been paid by BSNL. This is in view of the fact that BSNL had already surrendered the BWA spectrum allotted to it, except for few circles. It is learnt that this refund will be adjusted against the future payments of Licence Fee by BSNL. This decision of the Cabinet will give a big relief to BSNL, which is in need of money for it’s capital expenditures. Almost all the private telecom companies are cheating the government, by not paying the due spectrum usage charge(SUC) to the government. All the telecom companies, including BSNL and MTNL, are paying spectrum usage charge(SUC). This SUC is calculated based on the Annual Gross Revenue of the companies. But the private telecom companies understate their revenue, and thereby cheat the government of due payment of SUC. For example, during 2006-08 period, five private companies, viz, Airtel, Reliance, Vodafone and Tata Teleservices and Idea understated their revenue by Rs.10,268 crore. Thereafter, the DoT audited the accounts of the private companies through private auditors and slapped a penalty of Rs.1,594 crore on those five private companies. Now the government has noted variations in the revenues of the private telecom companies, based on the data given by TRAI and SEBI. So it decided to get the accounts of the private companies audited by the CAG, which is objected by the private companies. But the Delhi High Court in it's judgment delivered yesterday the 06-01-2014, has ruled that the CAG can audit the accounts of private telecom companies. The audit of the CAG will now bring to light the cheatings of the private companies by understating their revenue. The demand of BSNLEU to make provision for holding screening test for the non 10+2 candidates for appearing TTA LDCE is not accepted. In the discussion held with shri R.K. At present, all telecom companies are paying 3% to 8% of their Annual Gross Revenue (AGR) as Spectrum Usage Charge (SUC) to the government. As regards Broadband service, Jio Reliance which has got All India license and BWA spectrum in 2010, the SUC payable is 1%. On this, what the TRAI has recommended is, to fix the SUC at a flat rate of 3% for mobile as well as Broad Band service operators. Mobile operators have welcomed this, since the SUC paid by companies like Airtel and Vodafone will be reduced by Rs.400/- crore. But Jio Reliance promoter Mukesh Ambani has opposed this, since the SUC in his case will increase from 1% to 3%. The Telecom Commission and Group of Ministers are expected to take a final view on this issue shortly. [02.01.2014]Cash rich PSUs may be told to buy the shares of other PSUs. Media reports say, that the government may ask the cash rich PSUs to buy the shares of other PSUs, in order to achieve it's target in disinvestment. So far in this financial year, the government is able to raise only Rs.1, 325 crore, as against it's budgeted target of Rs.40, 000 crore, through disinvestment. This was due to the stiff resistance to government's disinvestment programme. According to the new proposal, a government may ask cash rich PSUs to buy the shares of other PSUs, with which they are having business links. For example, Coal India Limited (CIL) may be asked to pick up the shares of power sector PSUs like NTPC, Power Grid, etc. [02.01.2014]Full fledged MNP may be delayed. National level implementation of the MNP facility is likely to be delayed further. Mobile Number Portability (MNP) is already introduced. However, this is limited to the circle level and not available at All India level. In September 2013, the TRAI has mandated that mobile companies should implement National MNP within a period of 6 months. However, it is reported that the DoT has not accepted the conditions laid down by the TRAI in this regard. As a result, implementation of National level MNP is going to be delayed further.
