Shri R.S. Prihar, President, Shri Amalendu Guha, Circle Secretary, Shri S.L. Sharma & Shri Manoj Nair, CWC Members, Shri M.K. Ramachandran, Asstt.Circle Secretary & Shri O.P. Sharma, Branch Secretary Civil had a meeting with Shri S. Bhargava, Chief General Manager & Shri V.K. Sajnani, Sr. General Manager (Admn.) today and discussed various Developmental & HR Issues.

1.      Customer Service Centre: We suggested various initiative to be taken in improvement of CSCs. CGMT informed that instructions have already been given to SSA heads to post staff in CSC after taking personal interview to give better services to valued customers.

2.      We requested to identify one pocket of ATD, preferably a part of CG Road and conduct an aggressive door to door marketing activity to promote BSNL CFA products in view of recently launched landline plan of unlimited calls within BSNL network within India at Rs.600/-. CGMT agreed to give direction to PGMTD, AM to try the suggestionWe suggested discontinuation of LKLB facility to commercial customers in view of introduction of new all India unlimited plan. CGMT informed that circle is exploring the possibility of discontinuation of LKLB facility to commercial customers.

3.      We requested for wide publicity of new unlimited within India plan. CGMT assured to give wide publicity of new plan through advertisement.

4.      Monitoring of faults particularly repeated faults. CGMT informed that a CDR terminal will be installed in Circle Office to monitor faults on daily basis and necessary action will be taken from circle office based on the analysis

5.      Forwarding of inter circle transfer willingness of LDCE passed JTOs based on Corporate Office letter dated 11th June, 2012. We demanded immediate forward of applications to Corporate Office. After lengthy discussion on the matter, administration agreed to forward the inter circle transfer willingness of LDCE cleared JTOs. 

6.      Consideration of intra circle transfer of DR JTOs.  After detailed discussion with facts and figures, CGMT agreed to consider maximum possible requests of DR JTOs and requested Sr.GM (Admin) to work out on the possibility.

7.      Consideration of request transfer upto July, 2012. CGMT instructed Sr.GM (A) to work out the possibility including the requests of DR JTOs.

8.      Consideration of transfer request of Shri J.B. Zala, R.O., Jamnagar. Sr.GM (Admin) explained various administrative inconveniences in considering the request of Shri J.B. Zala. We requested retention of recently passed Hindi Translator in Jamnagar and considering the request of Shri J.B. Zala. CGMT finally agreed to talk with Sr. GMTD, Jamnagar and will take a decision on it.

9.      Release of transfer orders of Civil Wing. We requested consideration of all eligible requests transfer in Civil Wing. We had a detailed discussion on the matter in the presence of CE (C), who joined the meeting later and finally CGMT instructed CE (Civil) to send the proposal to Circle Office for consideration. We also demanded that Dholka should be considered as Ahmedabad and hence no separate request be called for Dholka.

10.    Consideration of posting of Shri Johny K.A., PA, Civil Wing on his promotion as PS in Civil Wing being the staff recruited prior to 1986. Sr.GM (Admn.) informed that there was some procedural lapse while completing the formalities, which they are rectifying as the executives recruited prior to 1986 in civil wing are not eligible for appearing in the LICE (PA to PS)  conducted by circle office.

Shri R.S. Prihar, President, Shri Amalendu Guha, Circle Secretary, Shri S.L. Sharma & Shri Manoj Nair, CWC Members, had a meeting with Smt. Sujata Ray, Pr. General Manager (F), today and discussed following issues.

1.            Releave of AOs from Bhavnagar,Surendranagar and other SSAs. PGM (F) agreed to relieve the executives by 6th July, 2012.

2.            We requested to relieve the incoming executives from the transfer orders dated 10.4.2012 on completion of Audit Work. We also requested not to relieve any AO/JAO, who have been posted wise the incoming AOs, as we are expecting maximum posting of AOs in the month of July/August from BSNL Corporate Office to avoid recurring transfer expenditure, as has been done in the engineering and other cadres. PGM (F) assured us to consider our request.

3.            Consideration of transfer request of JAOs. PGM (F) assured us to issue the  transfer orders of JAOs in the first week of July, 2012.

4.            On our request to complete TBP DPCs, PGM (F) assured all pending DPCs for time bound promotion & other DPCs will be completed immediately after closure of Accounts.

CS & CWC Members met Sr.GMTD, Rajkot at Ahmedabad and Sr.GM (Admn), Circle Office and discussed various HR issues pertaining to Rajkot SSA. Both the Sr.GMs assured us to look into the issues positively.

[23.06.2012]General Secretary BSNLEU addressed meeting of NFTBEA held at Chennai.
The Chennai circle conference and the Central Executive Committee meeting of National Federation of Telecom BSNL Employees (NFTBE) is being held at Chennai on 22nd and 23rd June 2012. The inaugural session took place at 1100 hrs on 22nd June, 2012. Com. P. Abhimanyu, General Secretary, BSNLEU, inaugurated the session. In his inaugural speech, com. P. 15.06.2012]Meeting of the Designation Committee postponed
The meeting of the Designations Committee, which is scheduled to take place on 18-06-2012, has been postponed. This is because, the newly posted DGM (Restructuring), who is the convener of the Committee has gone on leave. We are trying to fix the meeting in the first week of July.

[15.06.2012]Pay Fixation on Promotion Non–Executives got more benefit than Executives due to wage Revision Agreement signed by BSNLEU.
The pay Fixation on promotion in case of executives is done by adding a notional increment equal to last drawn increment. But, because of the wage Revision Agreement  signed by BSNLEU, the pay fixation on promotion in case of non–executives is done by adding a notional increment of 3% on the current basic pay of the employees. [15.06.2012]Airtel  told  to  pay R. 700 crore is a customers duty evasion case
Private companies are notorious  for tax evasion, especially the private telecom companies. Now, Airtel has got trapped. The customs, Excise and Service Tax  appellate Tribunal (CESTAT), Banglore Bench has orderd Airtel to pay Rs. 700 crore for customs duty evasion. The case involves under valuation of the imported goods and non – inclusion of the value of the soft – ware imported.

Non – Executives and Executives throughout the country are jubilant about the settlement of the 78.2% IDA merger issue. We are getting a lot of messages and calls, congratulating the leaders of all unions and associations for settling this demand. We share the joy of the employees. At the same time we would like to remind one thing to all. This demand has been settled when the company is facing a very big crises. So it is our duty to take all out efforts now to bring the company out of the crises. Each one of the employee has to work hard to increase the company’s market share as well as the revenue. This cannot be achieved without improving the quality of our services and launching an aggressive field level marketing. Forum will do every thing to ensure the timely supply of equipments, materials etc. But finally it is only the employees who can bring the change. Let us do any thing and every thing to improve the quality of over services and thereby increase the revenue of the company. Yes, now it is time for us to give back.

Superannuation Benefit: As per DPE guidelines dated Nov26,2008 and April2, 2009, PSUs should evolve a suitable Superannuation scheme to its employees subject to the maximum of benefits 30 % of Basic+DA. Many PSUs have agreed for the same and started designing its scheme.
In the BSNL, the management has to prepare a scheme for its direct recruited employees whose number is less than 20000 (10% of the total). BSNL has been remitting already 12% for PF, 4.16 % for Gratuity (thro trust managers) and the question is the remaining 14%. In this medical facility may be to the tune of 4 to 5% . They have to sort out 10% for some good pension scheme. They are not paying any pension contribution to these employees as per FR116.
A joint committee consisting of official side and staff side may be constituted, with specific terms of reference and period to study various PSus schemes and suggest a suitable one to BSNL with the assurance that the scheme would be opened not later than Jan 2013

Child Care Leave: We come to know that this issue was accepted and management reconciled from its earlier position of allowing the leave without pay.

PH Allowance: There are 2 to 2.5 % in this category. Can we not able to press upon that their case cannot be postponed as these differently abled people with all their physical constraints have to move to office to execute the work. If the management is doubling the present amount of their Transport Allowance, it will not cost more than 30 lakh in the entire budget. Whether the management has any social responsibility or not to solve this kind of humane issues?

TA: If the present rates of Transport allowances are doubled, the additional outgo needed is just 10 crores.

Bonus: Though the demand is not included in the strike notice, they have agreed during wage revision to review the scheme. They may say that PLI is linked not only with MOU parameter but also profit. If profit, let them give PLI. If no profit, let them give Festival Allowance like Air port Authorities (not Festival advance). The outgo may be, if 3500 to each, not more than 90 crores.

LTC. They cannot unilaterally withdraw the one found in the wage agreement signed by both Dir Gopaldas and Namboodri. It is like a legal document. They are answerable. They have to restore it .

78.2: It is too much on the part of management to act like a parrot saying repeatedly about money. Earlier CMD said that if 18500 not paid, my job would be put into danger.. The present CMD is saying if I give something to workers, I have to go. We could not understand their psychology. They are not doing anything out of rules to fear their bosses.. Why they are so hesitant on the question of paying even the eligible 78.2, as per the Govt guidelines.
We understand negotiation cannot be on the lines of hard and fast attitudes. Obstinacy on both the sides would cause immense damage. Unfortunately the management fails to give alternatives for staff side consideration.  Simply giving vague assurances to the demands would not solve the problem, which were  accepted by the management as genuine demands.
There is no money is the constant statement that CMD is telling whenever we enter into negotiation. They can prefer BSNL Bonds (promissory notes) for arrears which can be encashed either at the time of retirement or 2 years lock in period whichever earlier
CMD is seeking 3 months time, as he is expecting some reimbursement from GOI- to review the financial position to consider 78.2.  If management is honest enough to settle the issue they should come to some agreement that 78.2 would be implemented at least from 1-9-2012 and arrears can be thrashed out after some improvement

Last year BSNL spent 2230 cr for fuel and power. It is not murmuring for the increased cost and not shown any protest to any state or CG. It silently bore that hike. It has spent 1500 cr on mtce and repair head.. it does not about that hike  and not denied payment to the concerned quoting no money. It has paid IUC to other operators to the tune of 2340 cr.. no body wailed about any financial condition. Franchise commission was 120 cr.. why don’t they hand over that work to our employees and save that commission. One can easily find money, if they have any commitment to implement Govt guidelines regarding the issues of employees.
The above are some of our suggestions. We don’t know whether the leaders of the Forum would relish. We assure to the leaders that we will try our best to organize the strike full. But coming empty handed after struggle will not be relished by ordinary employees. Let us strive hard to make the strike every success.
