09.07.2010]Stand as one man to defeat the Pitroda Committee’s recommendations


The Telecom Commission has decided to form an internal committee to study the report of the Sam Pitroda Committee’s report. This committee will be headed by Shri S.C.Misra, Member (Services) of the Telecom Commission. It may be recollected that the Sam Pitroda Committee recommended cancellation of BSNL’s 93 million line tender. The BSNL Board immediately acted on this recommendation and has already cancelled the tender. This cancellation has aggravated BSNL’s capacity crunch and has done irreparable damage to BSNL. The Pitroda Committee has also recommended 30% sale of BSNL’s shares to a strategic partner as well as retrenchment of one lakh employees through VRS. Thus, it is needless to say that the Pitroda Committee’s recommendations should be thrown away lock stock and barrel. The JAC will closely monitor the developments. If necessary we will stand as one man to defeat the recommendations of the Pitroda Committee’s recommendations.

[07.07.2010]78.2% IDA merger – JAC meets the committee – 06.07.2010





On 06.07.2010, the JAC leaders met the committee, which has been formed by the BSNL management to recommend on the 78.2% IDA merger. The JAC leaders vehemently argued for the immediate merger of 78.2% IDA, w.e.f. 01.01.2007 for both the Executives and the Non-Executives. The management side members accepted that 78.2% IDA merger is fully justified for the employees. However, they stated that the financial position of the company was not satisfactory for making the payment. But the JAC leaders told in no uncertain terms that management has no other option but to make the payment immediately.

The JAC meeting took place on 06.07.2010 under the chairmanship of Com. Prahlad Rai, GS, AIBSNLEA. Almost all the General Secretaries of the constituent unions and associations participated in the meeting. The meeting reviewed the post card campaign and decided to extend the last date for posting till 19.07.2010. The JAC meeting reviewed the preparations of the National Convention to be held at New Delhi on 19.07.2010 and took decisions to effectively conduct the same. Apart from Com. V.A.N. Namboodiri, Convenor, Com. P. Abhimanyu, GS and Com. Swapan Chakraborty, AGS also participated in the meeting.

Bharat Central Pensioners Confederation organized a National Convention and Dharna at Jantar Mantar, New Delhi, on 4th July, 2010. About 150 pensioners participated in it. Com. V.A.N. Namboodiri, President, BSNLEU and Advisor, All India BSNL-DoT Pensioners Association addressed the convention. He explained the efforts being taken to revise the pension of BSNL retirees, who retired prior to 01.01.2007 and other issues.

[25.06.2010]Meeting with Honb’le MoC & IT Shri A.Raja - As decided in the JAC meeting held on 23-06-2010, at New Delhi, leaders of the JAC met the Hon’ble MOC&IT, Shri A. Raja at Coimbatore today. Com. V.A.N. Namboodiri, Convenor, JAC, and General Secretaries Com. P.Abhimanyu, (BSNLEU), Com. G.L. Jogi (SNEA), Com. Prahalad Rai (AIBSNLEA), Com. V. Subburaman (TEPU) and others were present. Even before meeting the Hon’ble MOC, JAC leaders came to know today morning, that BSNL has already paid Rs.8313 crore towards BWA spectrum charges yesterday evening itself. As such, JAC leaders strongly pleaded to the Hon’ble MOC that BSNL’s spectrum charges should be reimbursed. In reply, Hon’ble MOC assured that he would strongly take up the issue with the Prime Minister and the Finance Minister. JAC leaders also brought to the notice of the Hon’ble MOC that there is no much progress in those issues on which assurances were given to the JAC, at the time of the April 20th indefinite strike. Hon’ble MOC assured that all these issues could be reviewed shortly, on his returning to New Delhi. The National JAC will also meet within a day or two at New Delhi and decide about further course of action.

[09.06.2010] 3G, BWA AUCTION GETS MORE THAN RUPEES ONE LAKH CRORE:- The Revenue from sale of 3G Spectrum and Broadband wireless Air waves (BWA) has crossed Rupees One lakh crores by 8th June 2010. From the 3G Spectrum auction, the government has got Rs. 67,719 crores. Till 8th June the auction amount for BWA has gone up to Rs. 34,554 crore. Both together the amount has reached Rs. 1,02,273 crore. Further the BWA auction is still not over.

It is now clear to everybody that by not auctioning 2G Spectrum earlier, the government has lost more than Rupees One lakh crore. Those who are responsible for this loss should be taken to task.

[07.06.2010]49th Death Anniversary of Com. Dada Ghosh, first Secretary General of NFPTE.

To day, 7th June, 2010, is the 49th death anniversary of Com. B.N. Ghosh (Dada Ghosh), one of the pioneers of the P&T TU movement, who led the 1946 P&T strike and was the first Secretary General of NFPTE when it was formed merging all existing P&T unions. The II Central Pay Commission was appointed after the strike call by NFPTE in 1957. He breathed his last on 07-06-1961 at Kolkata.

CHQ pays its respectful homage to his memory. Let us follow his footsteps in the service of the workers.

[01.06.2010Workers Appreciate the Wage Revision :- 1st June 2010 is a day to be remembered for BSNL Non-Executives. In most of the circles, the salary for May 2010 has been paid as per the new wage revision orders w.e.f. 01-01-2007. Despite all negative arguments by certain vested interests, the workers have realised the benefits of the wage revision from their own experience. Hundreds of SMSs and calls were received by CHQ from leaders and workers for the great achievement, despite the worst adverse situation connected with the negative attitude of the management. It was through continuous struggles including one 48 hours strike that this achievement could be made. The workers fully supported CHQ in all these struggles.

As usual in the earlier wage revisions, some anomalies etc. might have been crept in. All those issues will be taken up by the union

CHQ expresses its thanks and Greetings to all those who supported us and have made this wage revision a reality by this time. It is to be remembered that wage revision has not been finalised except in very few PSUs.

Com. Moni Bose, our beloved leader passed away at Kolkata, on 19th May 2010, after brief illness. His contribution to the P&T trade union movement is invaluable. Especially, he has contributed immensely to the growth of our union. His election as the General Secretary of the All India Telecom Employees Union, Class-III, at the Bhopal All India Conference in the year 1991, marked the turning point in the telecom trade union movement. With deep grief and sorrow we inform that Com. Moni Bose, Veteran leader of P&T workers , breathed his last at 10:45 am today (19-05-2010). He was admitted in the hospital at Kolkata one month back due to serious illness and was in ICU. The entire Central Government, Postal and BSNL workers mourn his death. CHQ pays respectful homage to the departed leader and conveys its heartfelt condolences to his family, members and comrades.

Gulzar Singh, a delegate to the Thiruvananthapuram All India Conference, from Ludhiana, expired at Meerut, while returning from Thiruvananthapuram, due to cardiac failure. The body of the deceased comrade has been taken to Ludhiana and is being cremated today. CHQ pays its' respectful homage to Com. Gulzar Singh's family and our comrades of Punjab.

The 5th All India Conference of BSNL Employees Union, which was held in “Jyothi Basu Nagar” at Thiruvananthapuram, from 12th May, 2010, came to an end on 15th May, 2010. Even though more than 3000 delegates, observers and visitors participated in the conference, it took place in the most disciplined manner. Fruitful discussions took place on important issues concerning the employees as well as the company, and resolutions are passed. Kerala comrades have made wonderful arrangements for the conference, which will be ever remembered and cherished by all those who attended. As a grand finale to the conference, election of office bearers was held. The election took place unanimously, keeping in mind the requirements of the organization. As assured by the Director (HR) yesterday to Com.V.A.N.Namboodiri, GS, BSNLEU, the wage agreement was signed by Shri Gopal Das, Director (HR ) on behalf of management and Com V.A.N. Namboodiri, General Secretary, BSNLEU on behalf of the recognised union in the presence many leaders of the United Forum and officers of BSNL.

This magnificent achievement could be obtained due to the wholehearted support of the workers. We had to face several adverse conditions, the attacks from certain quarters and also very hard bargaining with the management. We had to resort to strike and agitations for getting this great achievement.

[07.05.2010]WAGE REVISION ORDERS WILL BE ISSUED TODAY

Com.V.A.N. Namboodiri, GS, K.R. Yadav, Vice-President and R.S. Chauhan, Organising Secretary BSNLEU met Shri Kuldeep Goyal, CMD in the late evening on 6th May and urged for signing of agreement and issue of wage revision orders without any further delay. Since Shri Gopal Das, Director (HR) was out of station, CMD stated after return of Director (HR) it will be done.

Shri Gopal Das, Director (HR) called Com. Namboodiri, GS later and assured that he will reach HQ earlier and that the agreement will be signed and orders issued on 7th May, 2010 itself.

7th May is an important day to remember. It was on this day 2 years back i.e. on 7th May 2008 that the CPSTU (Centre of Public Sector Trade Unions) called for a strike demanding 50% merger of IDA, 5 year periodicity, 30% fitment etc. which were accepted by govt. after the meeting between Prime Minister & Central TUs.

Congratulations to all workers who made this possible through sustained struggle!

[28.04.2010]Wage Revision :- Com. VAN Namboodiri, General Secretary, BSNLEU has been meeting the senior officers of the DOT as well as BSNL to ensure that the Wage Revision is cleared by the DOT as assured by the Minister Communications as part of the strike agreement and orders issued by BSNL. He contacted Shri P.J.Thomas, Secretary, DOT, Shri S.C.Misra, Member (Services), Shri Chandra Prakash, Member (Technology), Ms. Sadhana Dixit, Advisor (Finance), Shri N.K.Joshi, DDG(SR) and other officers of the DOT in this connection. He also spoke to Shri Kuldeep Goyal, CMD, BSNL to peruse the matter with DOT. Secretary, DOT, assured that the approval will be granted as per the assurance of the Minister. CMD BSNL assured that as soon as the approval is received from DOT, orders will be issued by BSNL.

Proposed standard and norms for sanction of Non-Executive staff in BSNL: - BSNL management has issued proposal for standard and norms for sanction of Non-executive staff. Our comments have also been asked to reach BSNL before 30th April. All circle secretaries and other comrades are requested to go through the same and intimate their views urgently so that CHQ can furnish its comments to the management. <> <>

Non-Executive Promotional Policy (NEPP):- After the corporate office has issued the orders on NEPP on 23-3-2010, a large number of queries are being received from members. CHQ has sought clarifications on many points from the corporate office. The clarifications may be issued shortly. Our circle/District Secretaries should discuss with the management at their respective levels to implement the NEPP at the earliest.

[24.04.2010]Union Building Fund:- The BSNL workers are enthusiased that the union has decided to purchase a building for CHQ.

During his visit to Telecom Stores, Kolkata on 29.03.2010, Com. V.A.N. Namboodiri informed the meeting of the above decision. After the speech of General Secretary, Com. Adhir Kumar Sen, Circle Secretary, Telecom Store & CHQ Vice-President came forward and handed over an amount of Rs.10,000/- stating that this is only the advance payment and more amount will be collected after wage revision arrears payment and paid to CHQ.

Com. M.K. Pandhe, Vice-President, CITU will inaugurate the conference on 12th May 2010. Hon’ble Minister for Communications & IT, Shri A. Raja, Secretary, DoT, Shri P.J. Thomas, and CMD, BSNL Shri Kuldeep Goyal will be attending the inaugural conference as Chief Guests. Com. V.S. Achuthanandan Chief Minister, Kerala will inaugurate open session on 13th May. A meeting of the JAC was held today at New Delhi, at 1000 hrs, under the Chairmanship of Com. N.T. Sajwani. The meeting reviewed the discussions held with the Hon’ble Minister of Communications and CMD, BSNL on 16.04.2010. 1. Wage Revision:- Union pointed out the urgency of approval by DOT and issue of orders. CMD assured that he is in contact with DOT for early approval and once approval is received, orders will be issued.

2. Reduction of Post in J.T.O. etc.:- Union opposed the management’s proposal to reduce about 25,000 posts of JTOs/SDEs which will adversely affects the promotional prospects of non-executives employees. CMD stated that there is no immediate proposal for reduction of posts.

Meeting with Executive Director(Finance):- Com V.A.N Namboodiri, General Secretary and K.R.Yadav, Vice President BSNLEU met Shri S.R.Kapoor, Executive Director (Finance) on 12-04-2010 and impressed the urgency of issuing orders on the anomaly issue of seniors getting less than juniors in lower cadre, resulted due to the point-to-point fixation in wage revision from CDA to IDA w.e.f. 01-10-2000. ED(Finance) assured early issue of orders.

[05.04.2010]Meeting with Executive Director (NB):- Com. V.A.N. Namboodiri, GS, BSNLEU, met Shri S.M. Talwar, Executive Director (NB) on 1st April, 2010 and discussed about the issues of the Telecom Factories. He brought to the notice of the ED that many circles / SSAs are directly ordering Towers from outside, whereas, completed towers are available in the Telecom Factories. ED (NB) assured that necessary instructions have been issued in the matter and that if such cases are still occurring the same may be brought to his notice. Modernisation of production in the various factories were also discussed.

Meeting with CGM (TF) Kolkata and CGM (TS) Kolkata:- Com. V.A.N. Namboodiri, Gs, along with Coms. Adhir Kumar Sen, Vice-President and Om Prakash, Circle Secretary, Telecom Factory met Shri Abdul Majeed, CGM (TF) and Shri S.K. Garg, CGM (TS) and discussed about the various issues concerning TF and TS on 29th March, 2010. GS urged the CGMs to ensure that the wages of the casual/contract labour are paid according to the wages eligible to them as per VI CPC recommendations. GS was on tour to kolkata to attend the Strike Convention and AIBDPA Conference.



[01.04.2010]Meeting with Shri S.C.Misra, Member (Services), DOT:-Com.V.A.N.Namboodiri GS BSNLEU along with Com.P.Abhimanyu, DY. GS met Shri S.C.Misra Member (Services) DOT on 1st April 2010 and discussed about Pension Revision, removal of anomaly in pension to those who retired between October 2000 and July 2001 and also approval of the wage revision at the earliest. Member (Services ) assured that early necessary action will be taken in the matters. Shri K.Vallinayagam, GS, FNTO was also present.

[01.04.2010]WAGE REVISION: - Com.V.A.N.Namboodiri, General Secretary met S/Shri Gopal Das, Director (HRD) and Shri S.R.Kapoor, Executive Director (Finance) on 1st April 2010 and discussed about the finalisation of wage revision early. Both of them agreed to take necessary steps for the same. They stated that the issue has already been referred to DOT for approval and the same is being perused.

In the evening on the same day, during the discussion on the strike issues with the Secretary, DOT, the approval for wage revision was also raised by GS BSNLEU and other leaders. The Secretary acknowledging the anxiety of the employees assured that DOT will take necessary action in the matter.

[01.04.2010] PAY ANOMALY: - Com. Namboodiri, GS, BSNLEU met Shri S.R.Kapoor Executive Director (Finance)and discussed the implementation of the Anomaly Committee Report at the earliest. ED(F)stated that the Finance is working out some model cases to finalise how the fixation is to be done. He assured early implementation.

[31.03.2010] 6.5% DA due from 01- 04- 2010 :- It is learnt that 6.5% DA has become due from 1st April, 2010 in respect of Non -Executives. In respect of Executives it is 3.9%.

[31.03.2010]Strike Convention at Kolkata :- A Convention to explain the demands and mobilize the workers for the Indefinite Strike from 20th April 2010 was held at CTO Conference Hall on 30th March 2010 at Kolkata. Hundreds of workers participated although the convention was held at short notice. A large number of comrades were sitting outside as the hall was overcrowded. The Convention was presided by the Circle Presidents of W.Bengal, Kolkata, Telecom Stores and Telecom Factory.

Comrades, Animesh Mitra, Saibal Sen Gupta, Adhir Kumar Sen, Om Prakash, Circle Secretaries of BSNLEU, Circle Secretaries of SNEA, AIBSNLEA, NUBSNLW, Com. Mihir Dasgupta, AGS, BSNLEU and other leaders addressed the Convention. Com. V.A.N.Namboodiri, Convener, Joint Action Committee and General Secretary, BSNLEU, explained in detail the demands of the strike and stated that the workers will jointly defeat the anti-worker policies of the government and the management.

The Convention in a resolution declared to make the Indefinite Strike a complete success in W.Bengal, Kolkata, Telecom Factory & Telecom Stores.

[27.03.2010]JAC meets Hon'ble Minister of State for Communications Shri Gurudas Kamat :- The Hon’ble Minister of State for Communications, Shri Gurudas Kamat invited the leaders of the JAC for talks on 26.03.2010. The meeting took place at Sanchar Bhavan at 1100 hrs. BSNLEU was represented by Com. V.A.N. Namboodiri, General Secretary and Com. P. Abhimanyu, Dy. General Secretary. The issues contained in the strike notice served by the JAC were discussed.

At the outset the Hon’ble Minister stated that he was a votary of the Public Sector. He said that he wanted a strong BSNL so that the whole country need not depend upon the private telecom companies for communications.

The leaders of the JAC conveyed their strong opposition to IPO, VRS and Unbundling of last mile copper in BSNL. They urged upon the Minister to ensure uninterrupted equipment supply, immediate absorption of the ITS, revision of pension in IDA scales etc. In his reply the Hon’ble Minister stated that the issues raised by the JAC in it’s strike notice were receiving the attention of the govt. and that appropriate actions would be taken.

While we appreciate the gesture of the Hon’ble Minister of State, for inviting the leaders of the JCA for talks, within a few days of issuing the strike notice, we would like to inform our Comrades that he was not able to offer solution to any of the issues raised by the JAC. Hence, CHQ requests our Comrades to go ahead with the preparations for the indefinite strike in full swing and unleash a powerful campaign together with other constituents of the JAC to make the indefinite strike a success.

BSNL Board has approved the Wage Revision for non - executives in the meeting held to day, 10th March 2010. Now it will be sent to DOT for its approval.



[09.03.2010] AIBDPA Leaders Meet Member (Finance), DoT

at Chennai

Com. C.K. Narasimhan, Convenor, All India BSNL-DoT Pensioners Association, Tamil Nadu Circle met Smt. Vijaya Lakshmi Gupta, Member (Finance), DoT camp at Chennai and discussed the following issues.

(1) 50% IDA merger to BSNL pre-2007 retirees

Member (F) stated that a note has been sent to DoP&T and the reply is awaited, after which the issue will be processed. She agreed that there is full justification for 50% IDA merger.

(2) Anomaly in fixation of pension to DoT employees absorbed in BSNL, who retired between 01.10.2000 and 31.07.2001 is also discussed.

Member told the issue has been sent to Department of Expenditure and reply is awaited.



Member (Finance) agreed to send a reminder to the Department of Expenditure.

(3) Delay in payment of IDA

A delay in payment of IDA is pointed out. Association suggested that IDA orders for pensioners may kindly be endorsed by DoT without delay as soon as the DPE issue orders on the subject. It can be placed on DoT website. If DoT authorizes the website orders as an authentic one, it is easy for the banks and post offices to draw the IDA. This suggestion has been agreed and Member (Finance) told that she will look into the case positively.

The meeting was cordial and very positive. Association expressed its thanks to Member (Finance) for the meeting.

[05.03.2010]Observe Centenary of International Women’s Day on 8th March, 2010 :- It was in 1910 that the decision to observe a day all over the World focusing on the demands of women was taken by the second international conference of socialist women held in Copenhagen. The origin of the International Women’s Day lies in the struggles of women workers against their exploitative working conditions and to assert their rights.

The Central Secretariat of BSNLEU met on 4th March, 2010 decided to observe the centenary year of International Women’s Day in a befitting manner together with fraternal organization. Massive campaign highlighting issues of working women of BSNL taken up and settled so far by the union and larger national issues viz. working women equal wage, 8 hrs work day, maternity benefits, control of prices and 33% reservation for women in legislatures etc. may be focused.

[02.03.2010]Tamil Nadu Circle Conference delegates donate Rs.75,000/- for CHQ building fund:- The Tamil Nadu Circle conference is being held at the port city of Tuticorin, from 27th February to 2nd March,2010. In his address to the conference, com.V.A.N.Namboodiri,GS, announced the decision of the Bhopal CEC meeting to purchase a new building for our union at New Delhi, as well as the decision to collect a building fund. Immediately after his speech, delegates attending the conference started voluntarily pouring donation for the building fund. An amount of Rs.75,080 was handed over to the General Secretary in the conference it self. CHQ salutes and congratulate the Tamil Nadu comrades for their spirit and good gesture.

West Bengal Circle union donate Rs.60,000/- for CHQ building fund:- Earlier West Bengal Circle Union in its conference held from 8th to 11th Jan’2010 had donated Rs.60,000/- only towards BSNLEU Building Fund as a first installment of the Circle Union.

The Wage Agreement for Non-Executive Employees of BSNL has been signed today, 15th January, 2010 between management and representative union. It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory. Note:-

2. General Terms and conditions:-

• In case of migration from 2G to 3G, the customer may continue with the existing 2G SIM without any charge or may opt for a new 3G USIM with higher memory for Rs.59.

• In case of migration from 2G prepaid to 3G prepaid, the unutilized account balance validity in 2G will be carried forward to 3G.

• Replacement of defective SIM/USIM will be free of cost to be made at CSC only, if the replacement of SIM/USIM is due to technical reason beyond the control of customer. However, if the replacement of SIM/USIM is due to customer negligence Rs.59 (Incl. of S.Tax) will be levied. In case customer wants new USIM, replacing the existing 2G SIM, the customer will also have to pay Rs.59.

Promotional 3G Offers

• Customers purchasing 3G Data card from BSNL and activating the same will get free data usage of 6 GB per month as 1GB day/any time and 5GB night usage for two months from the date of activation as a promotional offer until further order. However, for getting validity the customer has to recharge with data recharge voucher or fixed monthly charges in case of postpaid connection. The free usage of 6 GB will be added to the free usage available with the data plan. No other freebies may be allowed for the above data cards.

• Incoming video call facility allowed to 2G customers with 3G enabled handsets will continue to be allowed until further order.
