It was in 1910 that the decision to observe a day all over the World focusing on the demands of women was taken by the second international conference of socialist women held in Copenhagen. The origin of the International Women’s Day lies in the struggles of women workers against their exploitative working conditions and to assert their rights.

The Central Secretariat of BSNLEU met on 4th March, 2010 decided to observe the centenary year of International Women’s Day in a befitting manner together with fraternal organization. Massive campaign highlighting issues of working women of BSNL taken up and settled so far by the union and larger national issues viz. working women equal wage, 8 hrs work day, maternity benefits, control of prices and 33% reservation for women in legislatures etc. may be focused.

[02.03.2010]43 new members join BSNLEU in Cuddalore SSA in T.N circle:- 43 new members have joined BSNLEU in Cuddalore SSA, reports com.K.T.Sambandam, District secretary. This includes 10 members of NFTE and 7 members of FNTO. CHQ congratulates and welcomes these new members to the mighty organization, BSNLEU.



[02.03.2010]Tamil Nadu Circle Conference delegates donate Rs.75,000/- for CHQ building fund:- The Tamil Nadu Circle conference is being held at the port city of Tuticorin, from 27th February to 2nd March,2010. In his address to the conference, com.V.A.N.Namboodiri,GS, announced the decision of the Bhopal CEC meeting to purchase a new building for our union at New Delhi, as well as the decision to collect a building fund. Immediately after his speech, delegates attending the conference started voluntarily pouring donation for the building fund. An amount of Rs.75,080 was handed over to the General Secretary in the conference it self. CHQ salutes and congratulate the Tamil Nadu comrades for their spirit and good gesture.

West Bengal Circle union donate Rs.60,000/- for CHQ building fund:- Earlier West Bengal Circle Union in its conference held from 8th to 11th Jan’2010 had donated Rs.60,000/- only towards BSNLEU Building Fund as a first installment of the Circle Union.

[18.02.2010]AIC at Thiruvananthapuram:- All India Conference of BSNLEU will be held at Thiruvananthapuram, Kerala from 12th to 15th May, 2010. A Preparatory Committee with Com. R. Muralidharan Nair, AGS, BSNLEU as Chairman and Com. K. Mohanan, Circle Secretary, as Convenor has been formed and preparatory work has already started.

Delegates:- The number of delegates eligible as per CHQ quota received in the year 2008 and 2009 will be published in the next issue of Telecrusader. The Bhopal Central Executive Committee meeting has decided to allow observers also half the number of delegates as a special case.

[18.02.2010]Prime Minister’s Office acknowledges JF Memorandum on BSNL Issues:- Joint Forum had submitted a memorandum to Shri Manmohan Singh, Hon’ble Prime Minister requesting to intervene and save BSNL and its services.

Now the Prime Minister’s office have acknowledged our letter and forwarded it to the Minister of Communications & IT and Secretary, DoT for necessary action with copy to Com. V.A.N. Namboodiri. <>



[18.02.2010]JAO Part-II 40% results of Delhi NTR Circle announced:- The results of the JAO Part-II Internal Competitive Examination for NTR Circle (including Corporate Office) is announced. 19 Comrades have been declared passed.

We congratulate all the passed Comrades. It is the first time that results have been announced early without any delay. We are making efforts to get the results declared early in all circles. <>



[17.02.2010]BHOPAL CEC CALLS FOR SUSTAINED STRUGGLE AGAINST DISINVESTMENT / PRIVATISATION

The CEC Meeting held at Bhopal on 14-16 February 2010 has called upon the workers to be prepared for sustained struggle against Disinvestment / Privatisation and to defend BSNL and improve the services.

The other important decisions taken and demands focussed are:

1. Implement Wage Revision agreement early.

2. Implement Promotion Policy and Anomaly Committee report without any further delay.

3. Organise "Save BSNL Forum" in all Circles with all Unions / Associations in BSNL, other Trade Unions, Mass Organisations, M.Ps, M.L.As etc. Massive efforts to be made to improve the services. Demands immediate purchase order for 93 million mobile lines as also improve the management functioning.

4. Celebrate "BSNLEU Day" on 22nd March 2010 by organising social commitment programmes.

5. Collect Building Fund at the time of payment of wage arrears.

6. Observe 5th March 2010 as All India Protest Day by participation in the programmes organised by Central Trade Unions against Price Rise, Disinvestment etc.

7. All India Conference will be held at Thiruvananthapuram from 12.05.2010 to 15.05.2010

[17.02.2010]Director (HR) assured early Implementation of Promotion Policy:- Shri Gopal Das, Director (HR) while addressing the CEC Meeting of BSNLEU held at Bhopal on 14-16 February 2010 assured that the Promotion Policy will be implemented shortly.



[16.02.2010]CEC Meeting at Bhopal

The Central Executive Committee of BSNLEU started at Bhopal on 14th February 2010. The CEC was inaugurated by Com. Mohammad Amin, M.P, General Secretary, CITU. The Open Session was addressed by Shri Gopal Das, Director (HR), Shri S.R. Kapoor, Executive Director (Finance), Shri R.K.P. Hinduja, CGM, M.P Circle and other Trade Union leaders and officers.

Resolution on the following issues adopted unanimously.

1. Against Price Rise.

2. On Rasta Roko/Jail Bharo programme on 05.03.2010 called by Central TUs CITU, AITUC, HMS, BMS, INTUC etc.

3. On Wage Revision

The CEC will be over by 16th February 2010. The Committee is discussing the report presented by Com. V.A.N. Namboodiri, General Secretary.

Excellent arrangements have been made by the Reception Committee headed by Com. S.R. Nayak, Circle Secretery, M.P. Circle.

[12.02.2010]Sam Pitroda Committee to resolve BSNL Tender Issue:

Prime Ministers’ Office has asked Shri Sam Pitroda led committee to resove the BSNL 93 million tender issue. The tender has been pending finalization of purchase order due to interference from defence ministry, finance ministry, CVO etc. The committee consists of S/Shri Deepak Parekh and P.J. Thomas in addition to Sam Pitroda, Chairman.

[11.02.2010] Meeting with CMD BSNL:

Com. V.A.N.Namboodiri, General Secretary, BSNLEU along with Com. R.S. Chauhan, Org. Secretary met Shri Kuldeep Goyal, CMD, BSNL and Gopal Das, Director (HR) on 11.02.2010 and discussed the following.

1. Wage Revision

Union demanded early orders on Wage Revision. CMD assured that the matter will be discussed in the BSNL Board meeting to be held in IV week of February 2010.

2. Promotional Policy

Union demanded early implementation of promotion policy. Since the 9200 – 13200 pay scale has been referred to DPE, the union demanded that, to avoid delay, orders be issued by BSNL. 9200 – 13200 pay scale can be ordered after approval from DPE. <>

3. Anomaly Committee Report

The Union demanded implementation of the report without delay.

CMD and Director (HR) gave a patient hearing and assured favorable decision.



[11.02.2010]Items for discussion in the 23rd Meeting of National Council <>

[11.02.2010]Mobile Number Portability Shortly: Mobile Number Portability (MNP) may be implemented shortly through which the subscriber can retain his mobile number even when switching to another company. It will take about 7 days to change the cellular operator.

NTPC IPO a failure: The highly publicized IPO of NTPC is a failure. The shares have gone down even below the floor price of Rs.201 to Rs.200.45. This should make the govt. to rethink about disinvestment and selling government assets damn cheap to big business.

CSR for PSUs: DPE is finalizing norms so that profitable PSUs will have to set aside 2.5% of their net profit to Corporate Social Responsibility (CSR) activities.



[10.02.2010]Relaxation in Examinations – Meeting with GM (Estt.) and GM (Rec.):- Com. V.A.N. Namboodiri, General Secretary, BSNLEU along with Com. R.S. Chauhan, All India Org. Secretary met S/Shri D.P. De, GM (Estt.) and R.K. Goyal, GM (Rectt.) and discussed the following issues.

(1) Relaxation of service condition from 7 to 5 years for appearing in JTO LICE both for 35% and 15% quota.
(2) Relaxation of educational qualification for RM in appearing for examination to TM.

These issues are already included for discussion in the next meeting of National Council.
It was also requested to keep the examination in pending till the relaxation in done.

Some of the above issues were discussed with Shri Gopal Das, Director (HR) who advised the union to discuss the same with concerned GMs. Both the GM (Estt.) and GM (Rec.) agreed to examine the matter.

[08.02.2010]Promotion Policy:- The Promotion Policy, without the 9200-13,200 payscale, is in the agenda of next Management Committee meeting to be held shortly. This process is adopted to ensure that the entire process is not delayed due to the issue of 9200 payscale pending with DPE for approval. Com. V.A.N. [06.02.2010]Special Circle Conference of BSNLEU Corporate Office, New Delhi held on 05.02.2010 :- A special Circle Conference of BSNLEU, C.O. Circle Branch was held on 5th February, 2010 at “Conference Hall”, 9th Floor, BSNL C.O., New Delhi at 13 hrs. Comrade K.R. Yadav, Vice President (CHQ) presided over the meeting. Com. V.A.N. Namboodiri, General Secretary, BSNLEU inaugurated the Special Circle Conference. Com. Biplab Das, Org. Secretary (CHQ), Com. Mir Nisar Ahmad, Circle Secretary, J&K addressed the house. After discussion new circle office bearers were elected unanimously. Com. Sheesh Pal, Com. Arvind Kumar and Com. Kamal Deo Shah were elected as President, Circle Secretary and Treasurer respectively. More than 150 employees of the Corporate Office attended the conference.

[04.02.2010]Meeting with CMD, BSNL:- Com. V.A.N. Namboodiri, General Secretary along with Com. R.S. Chauhan, All India Org. Secretary BSNLEU met Shri. Kuldeep Goyal,CMD BSNL and discussed the following issues:

Wage Revision :-The Union demanded that the agreement on Wage revision be implemented early. CMD stated that Management Committee has approved the same and it will be placed before BSNL Board in its meeting to be held after 20th February 2010.

Promotion Policy:- The union requested that the promotion policy be implemented without approval of DPE since it is already much delayed. Union suggested that promotions other than 9200 pay scale be implemented. The latter can be implemented after approval of DPE. CMD agreed to consider it favorably.

Anomaly Committee:-The delay in implementation of the Anomaly Committee report was brought to the notice of CMD . He stated that he will look in to the matter for early settlement.

The General Secretary met Shri. Gopal Das, Derictor (HR) and discussed the above issues earlier.

[23.01.2010]BEWARE OF RUMOURS ! Ignore False Propaganda ! :- NFTE in its website has started giving false news about members leaving BSNLEU and joining NFTE.

These are completely false as per reports received from our Circle and District Secretaries.

In fact, more and more workers are joining BSNLEU in view of the correct stand taken by BSNLEU and the sustained struggles organized by it to defend the interests of workers. The recent agreement on wage revision has enthusiased the entire BSNL Workers and more and more are joining BSNLEU.


[23.01.2010]United Forum Circular No.1 - On Wage Revision <>

[21.01.2010]General Secretary Meets Director (HR):- Com.V.A.N.Namboodiri, General Secretary, BSNLEU along with Coms. Mihir Dasgpta, AGS and R.S.Chauhan, Org. Secretary met Shri Gopal Das, Director (HR) and discussed the following issues:

Wage Revision:- The union representatives requested that the wage agreement be processed early so that the order can be issued and payment made at the earliest. Director(HR) agreed to do the needful early.

Promotion Policy:- Union representatives reiterated their demand that since there may be delay in approval from DPE for 9200 pay scale, the Promotion Policy be implemented early on all other pay scales. 9200 may be implemented after approval. Director (HR) stated that the same is under consideration.

JTO 35% and 15% Examination:- Union wanted grant of relaxation so that officials with 5 years’ service can appear in the examination. Director (HR) stated that the request of the union has been considered, but could not be accepted due to various constraints including legal. However, another examination can be conducted early.

Shifting of corporate office sections from rented buildings to Bharat Sanchar Bhawan /Eastern Court:- The union insisted that the offices functioning in rented buildings causing heavy expenditure be shifted to Bharat Sanachar Bhawan and Eastern Court making suitable adjustments and construction of additional blocks, if necessary. Director(HR) appreciated our suggestion to reduce expenditure.

Conducting of Promotional examinations:- The suggestion of the union to conduct all examinations without delay was accepted. Director (HR) assured that the management is interested in conducting all the examinations without any delay.

Shri Gopal Das, Director (HR) accepted our invitation to be present as Chief Guest in the open session of on 15th February of CEC meeting to be held at Bhopal from 14th to 16th February 2010.

Dear Comrades,

The Wage Agreement for Non-Executive Employees of BSNL has been signed today, 15th January, 2010 between management and representative union.

It is only with the support of all our comrades and their determination for struggle, as shown in 48 hours strike of 19-20 August 2009 and sustained struggle that the United Forum could achieve this victory. We thank all the United Forum leaders for standing strongly together in the struggle and discussion.

We also thank the official side for the successful agreement.

[09.01.2010]General Secretary Meets CMD BSNL on Promotion Policy:- Com.V.A.N.Namboodiri, General Secretary, BSNLEU met Shri Kuldeep Goyal, CMD BSNL on 08th January and discussed about the implementation of Promotion Policy urgently. He requested CMD to implement the policy without delay. In case there is delay in approval of DPE for 9200 pay scale, he proposed to implement the policy without that scale. Once the scale is approved by the DPE, then that also can be implemented. The CMD agreed to consider the proposal.

The staff side wanted the span of the pay scales to be increased to avoid stagnation. The Management insisted on abolition of uniform supply, which the unions strongly opposed. These two points will be examined by the management. The next meeting is fixed on 7th January to finalise the agreement since there is a meeting on BSNL issues called by the Prime Minister. On 6th January.

[06.01.2010]MASSIVE DEMONSTRATIONS ON 5TH JANUARY 2010:- Massive Demonstrations were organised All over the Country participated by Thousands of Executives and Non-Executives demanding issue of purchase order for 93 Million GSM Lines for BSNL which is blocked by BSNL Board. The demonstrators demanded the Prime Minister to intervene and ensure supply of Mobile Lines to BSNL to provide to the People.

In the meeting held in the Corporate Office premises New Delhi, Comrade V.A.N.Namboodiri, Convenor, Joint Forum & GS BSNLEU and other Leaders of the Joint Forum addressed and called upon the BSNL Workers to be ready for sustained struggles to save BSNL.

A Memorandum signed by the General Secretaries of Executive and Non-Executive Unions was submitted to the Prime Minister seeking his urgent intervention in the matter.

A meeting will held on today 06th January, 2010 called by Prime Minister to discuss issues connected with BSNL.

[05.01.2010]Meeting with Communications Minister:- United Forum leaders Coms.V.A.N.Namboodiri, R.Venkatraman, P.Abhimanyu and V.Subburaman met Communications Minister Shri A.Raja on 4th January 2010 and exchanged New Year Greetings. The union leaders apprised him of the delay in the wage negotiations and requested his intervention to sort out the issues of span of pay scales etc.

The Union representatives conveyed their concern at the delay in the procuring of the 93 million GSM lines for BSNL and also requested his intervention in the matter.

The Minister was positive on both the issues.

[04.01.2010] General Secretary Meets CMD: - Com. V.A.N Namboodiri, General Secretary, BSNLEU along with Coms. Dhiraj Chaudhary and Manish Samadhiya (SNATTA) met Shri Kuldeep Goyal, CMD, BSNL on 04.01.2010 and discussed about the relaxing of service condition of 7 years to 5 years for appearing in the JTO promotional examination. They pointed out that as done in the case of examination to JAO, the service condition of 7 years should be reduced five, since there are only very few eligible officials and more vacancies are there.

CMD gave a patient hearing and agreed to favorably examine the case.

[09.12.2009]Historic Agreement signed today, (9-12-2009), on settlement of Pay Anomalies/Aberrations:- Due to point to point fixation of pay on conversion from CDA to IDA pay scales on 1-10-2000, in several cases the seniors in higher pay scales got less than their juniors in lower pay scales.

In MTNL, it couldn’t be settled since there was no rule to settle it. In BSNL, when NFTE took up the case, the management convinced them that it is not possible to settle these anomalies.

After getting recognition, the BSNLEU and United Forum took up the issue seriously and a Committee was constituted with management and union representatives for settlement of these anomalies. The Committee gave its report for settling these anomalies as per Revised Pay Rules applicable for Central Government Employees and it was sent for the approval of DoT.

The DoT sent back the file with the objection that the Revised Pay Rules were not applicable for settling these anomalies/aberrations since it was conversion from CDA to IDA Pay Scales and was not pay revision.

Thereafter a Committee was constituted under the chairmanship of Shri P.K.Misra, DGM (Estt.) Consisting of representatives of the management and Union to recommend how to settle these anomalies. The Committee met several times and finally an agreement is signed to day (9-12-2009) between the Official and Staff sides. The agreement is that the difference in the pay between the junior in the lower pay scale and the senior in the higher pay scale as on 1-10-2000 will be paid as Personal Pay to the Senior.

The Staff Side in the Committee was represented by Com V.A.N.Namboodiri GS BSNLEU and Com P.Asokababu AGS BSNLEU. <<< Copy of the agreement >>>
