Note on the Meeting between the JAC leaders and
Hon’ble MOC Shri A. Raja, held on 16-04-2010


A Meeting between the leaders of the JAC and Hon’ble MOC Shri A. Raja took place on 16-04-2010, at Sanchar Bhawan. Secretary DoT, Member Services, CMD and Director (HR) were also present in the meeting. Com. V.A.N. Namboodiri, GS and Com. P. Abhimanyu, Dy. GS took part in the meeting.

At the outset, the leaders of the JAC explained the Hon’ble MOC, about the demands on which indefinite strike from 20-04-2010 had been called on. After hearing the leaders of the JAC, the Hon’ble MOC gave the following assurances.

1. ITS absorption

A cabinet note on this issue will be sent to the cabinet within four months. Hon’ble MOC assured that the issue would be settled within a stipulated time. He also told that he would discuss with the leaders of the ITS Association on 19-04-2010 to settle the issue.

2. Disinvestment / IPO

The Hon’ble MOC stated that he had already met the Hon’ble Prime Minister and had discussed the issue. He further stated that he had informed the Hon’ble PM that disinvestment in BSNL would have serious repercussions and hence the matter should be referred to a Group of Ministers for taking a final decision. He also assured that the unions / associations would be consulted before taking a final decision.

3. Supply of equipments

Hon’ble MOC instructed the CMD, BSNL to ensure immediate procurement of equipments, so that BSNL does not face capacity crunch.

4. Unbundling & Outsourcing

The report of the Sam Pitroda Committee on these issues are purely recomendatory in nature and the government will take a final decision, keeping all the factors into consideration.

5. VRS

The scheme would be purely voluntary in nature. No one would be compelled to go on VRS.

6. Pension Revision

It was informed that only the government can take decision on this. Assurance was given that a cabinet note on this issue would be sent to the cabinet within four months.


7. Wage Revision

The JAC leaders informed the Hon’ble MOC that the Wage Revision file has already been sent to the DoT for it’s approval and requested him to ensure it’s speedy approval. He assured to do the needful.

8. Meeting with CMD

The JAC leaders met the CMD at 18:30 hrs on 16-04-2010 to discuss the issue of supply of GSM equipments to BSNL. They urged upon the CMD to spell out BSNL’s action plan in this regard. The information given by CMD, BSNL is as follows.

BSNL Board took the decision to cancel the tender to procure 93 million GSM lines, since the CVC directed BSNL not to operate the tender.

Among the four zones, the South zone and the West zone have a capacity of 8.5 million lines and 7.7 million lines respectively. These two zones do not require any further installation of equipments for the current financial year.

The North and East zones have a capacity of 1.5 million lines each. They require additional capacity to cope with the requirement in this current financial year itself. This will be met with by procuring equipments through phase 5 of the existing tender.

As regards procurement of equipment for the next financial year, BSNL is studying the “Managed Capacity Model”, as suggested by the Sam Pitroda Committee. A final decision on this would be taken by 31st May, 2010. Immediately thereafter, steps would be taken to finalize the tender to procure equipment either through the “Managed Capacity Model” or through the existing system.

After meeting with the CMD, it was decided that the JAC would meet at 10:00 hrs on 19-04-2010. Circle, District and Branch Secretaries are requested to continue with the mobilization for the strike in full swing. There is absolutely no need for complacency.
