A Brief Report on the meeting of Secretary, DOT with the Joint Action Committee on 1st April 2010
Shri P.J.Thomas, Secretary, DOT met the leaders of the Joint Action Committee of BSNL Unions & Associations at 1500 hours on 1st April 2010 at Sanchar Bhawan Committee room, to discuss about the issues contained in the notice for Indefinite Strike w.e.f. 20th April 2010. Shri S.C.Misra, Member(Services), DOT, Shri N.K.Joshi, DDG(SU) DOT, Shri Kuldeep Goyal, CMD, BSNL, Shri Gopal Das, Director(HR) and Shri Shakeel Ahmad, GM(SR) were also present. BSNLEU was represented by Coms. V.A.N.Namboodiri,GS and P.Abhimanyu, Dy. GS
At the outset, Secretary, DOT welcomed the JAC leaders and stated that he would be extending his best support to strengthen BSNL. He also stated that he wanted to see BSNL as the number one company in the telecom industry.
Thereafter, Com. V.A.N.Namboodiri, Convener, Joint Action Committee, explained in detail the demands contained in the strike notice. He strongly opposed the recommendations of the Sam Pitroda Committee such as 30% disinvestment, VRS, unbundling, outsourcing etc. He demanded to ensure immediate and unhindered supply of equipment supply to BSNL, settlement of ITS absorption and revision of pension to BSNL retirees on IDA scales. Other leaders of the JCA also spoke elaborately and exhaustively.
After hearing the views of the leaders patiently, the Secretary, DOT stated the following:
ITS Absorption
DOT will prepare a cabinet note within a month after which it will be circulated among other concerned ministries before it is finally sent to the cabinet. He assured that the entire process will be completed within four months.
Disinvestment
Cabinet decision is to disinvest 10% shares of PSUs. Cabinet has not taken a final decision on BSNL. The views of the unions will be taken before a final decision is taken.
VRS
There will not be any compulsion on the employees to go on VRS. Those who are willing can avail.
Unbundling
It is only a recommendation of the Sam Pitroda Committee. A final decision on this will be taken only after taking the views of the unions.

Immediate procurement of mobile lines
The issue has been left to the decision of the technical experts of BSNL. Sam Pitroda Committee has suggested that BSNL can follow the Managed Capacity model. In any case, the entire process of purchasing equipments should be completed within two months, as is being done by the Delhi Metro Rail Corporation
Revision of Pension of BSNL Retirees
On this issue, a cabinet note will be prepared, circulated to other ministries and sent to the cabinet. The entire process will be completed within four months.
A meeting of the JCA was held after the meeting with the Secretary, DOT and reviewed the developments. The JAC came to the conclusion that since no worthwhile solutions have been reached on the issues raised by the JAC, there is no change in the strike decision. It called upon the workers to go on with full preparation for the indefinite strike w.e.f. 20th April 2010.
