1. The Association met Shri Karuna Raman Tiwari, GM and expressed anxiety about the delay in initiating the process of STS( Accounts and finance) regularization. He stated that the necessary approval for initiating the process has been accorded and the process of regularization will be initiated very soon.

2. UF addresses about the newly promulgated BSNLMS RRs>>>>>>.

3. Schedule of furnishing of ACRs for STS(Telecom) regularisation.<>

4. GS addresses to CMD BSNL on inordinate and unacceptable delay in execution of critical projects in BSNL by HCL, adversely affecting Quality of work and services to the customers due to “unethical business practices” adopted by HCL.<>, <>

3rd Aug 2009The Association met DDG(FEB),DoT and came to know that the order relating to revised rules for applicability of pension according to 6th CPC dtd. 4/5/09 from DOT ( which was subsequently withdrawn) is likely to be issued with some modifications very shortly.

31st July 2009GS along with Com. Khan met Dir(HRD) and discussed the following issues.

1. Regularisation of adhoc STS officers: GS very strongly put forth his argument that now there is no need to conduct DPC and the officers can simply be promoted on the basis of VC. The logic behind this argument was that the whole process may take a lot of time. Dir(HRD) categorically assured that the whole process of calling of CRs and VC is carried out on war footing basis and DPC is required after promulgation of new RRs. He also firmly assured that the whole process of regularization of existing adhoc STS would be completed by 30th September 2009.

2. Amendments in Civil/ Electrical BSNLMS RRs: We Pleaded that the the notified RRs amendments may be carried out in the existing RRs of Civil/Electrical so that the BSNLMS assumes complete uniformity. Dir(HRD) asked us to submit a note on the amendments that we pleaded for and assured that he will examine the issue with a very open mind.

3. Upgradation of around 25 EE level posts to SE level in Civil wing and filling up of 63 nos. of posts of competitive quota in civil wing: We strongly protested the move of BW wing to abolish about 25 nos of posts of EEs and upgrade them to SE as this will reduce the promotional aspects of SDE (Civil) to EE . Dir(HRD) felt that the move of upgrading the posts is unnecessary and asked us to submit a note on this. Regarding the anticipated reduction to fill up the notified 63 nos. of competitive quota posts of SDEs, Dir(HRD) also asked us to submit our views on this.

4. Change over to OMR system of TES Gr.B Competitive examination: Dir(HRD) informed that the matter was referred to Management Committee and steps will be initiated to conduct the examination very soon.

5. ACP in civil/Electrical in upgraded payscales: We mentioned that the issue is badly delayed though the committee setup to recommend on the issue is on the verge of giving final report. He assured that final decision on the report of the committee would be taken as soon as the report is submitted.

Meeting with Dir(Consumer mobility) Shri R.K.Agarwal: We raised the issue of provision of ISD calls on Mobile in HR Circle( refer to our correspondence on 29th July 2009). He informed that he has taken all the necessary steps to check the revenue leakage because of this technical snag about which he was already aware. He also informed us that the necessary steps are being taken to plug in the technical loopholes to stop leakage of revenue. However , from our side, we informed the Director to ascertain whether the leakage is really due to technical snag or because of complicity of officers of BSNL with unscrupulous elements. He assured to look into this specific aspect. He also asked us to inform our concerned members to immediately file an FIR where ever such leakages are detected.

Meeting with Dir(Consumer Fixed Access Shri Wadhwa): The after affects of CDR implementation in Hyderabad SSA were highlighted as there is corruption of data while pulling the CDRs which has resulted in chaos. DIR(CFA) assured that he is taking all possible steps to correct the same and has deputed Shri N.K.Gupta, GM(IT), BSNLCO to Hyderabad to have on the spot assessment of the situation. He is monitoring the situation on day to day basis and leaving no stone unturned to set it right.

28th July 2009Maintenance and preparation of Annual Performance Appraisal Report (APAR) instead of Annual Confidential Report (ACR) from 2008-09 year onwards. BSNL endorses the order of DoP&T, DPE and DoT directing "to communicate all the entries for fairness and transparency". We had taken up the matter with BSNL (18.06.2009) to implement the DOP&T order in BSNL also. The full APAR including the overall grade and assessment of integrity shall be communicated to the concerned officer. The officer shall be given the opportunity to make any representation against the entries and the final grading within 15 days time. In case no representation received within 15 days time it shall be deemed that he/she shall have no representation to make. The competent authority for considering adverse remarks under the existing instructions may consider the representation and shall decide the matter objectively. The decision of the competent authority and the final grading shall be communicated to the officer reported upon. CSs and CHQ office bearers are requested to ensure that the order is implemented in Circle/SSAs this year (2008-09 year) itself.<>

GS met the concerned officers in DoT regarding the applicability of revised rules and regulations consequent to the 6th CPC to the Govt. Employees absorbed in BSNL. It is assured that the revised orders will be issued shortly. The Dept of Expenditure (Ministry of Finance) raised objections regarding certain provisions as 6th CPC report implemented from 01.01.2006 and 2nd Pay revision in CPSUs from 01.01.2007.

Regularisation of STS officers: BSNL CO called for the ACRs from 2004-05 to 2008-09 & VC of Adhoc STS officers in a time bound manner <>. CSs and CHQ office bearers are requested to ensure that the ACRs and VC reaches the BSNL CO as per shedule. List of Adhoc STS officers Circle wise

It has come to our notice that in some of the Circles the updation on 'Sancharsoft' is being done Centrally i.e at Circle office. All the SSAs after compiling the daily report of sales are sending it to Circle office for final updation. This process is itself cumbersome time consuming and repetitive and defeats the purpose of 'Sancharsoft' implementation. All the Circle secretaries are directed by GS to ensure that updation of 'Sancharsoft' is done SSA wise vis-a-vis on the number of sales teams.

25th July 2009Note: Clause no. 11 may please be read along with Clause 3(b) hosted on our website on dated 15/7/09 under the heading 'Brief of Gr.A RRs' . The RR interalia says ' However, existing incumbents, regardless of educational qualifications, holding the posts of Executives on regular basis on the date of notification of these RRs shall continue to be eligible for promotion to the grade of DE/AGM/CAO'.

It is reliably understood that latest figure of BSNL's profit for 2008-09 is Rs. 576 Crores instead of Rs.104 crores. However the erosion in the net profit is alarming especially in landline sector. We are pursuing with the Management to post more Executives in the revenue generating areas such as field units, sales &marketing etc instead of offices. Focus has to be given to rural areas where more potential is there.

Joint Forum of BSNL Executive/Non-Executive Associations/Unions observes 22-07-2009 as "Protest Day" on the call given by Central Public Sector Trade Unions and will hold protest demonstrations against the proposed Govt. move for IPO in CPSUs.

All Executives and Non Executives are requested to extend full support for the successful implementation of 100 days programme as it is a move in the right direction to bring BSNL back into its glorious days. <>
