Subject: Request for consideration of pending and new Issue Pertaining to various executives cadre along with taking necessary actions on various issues covered in above earlier reference letters.
Respected sir,
In continuation of our earlier above reference letters we are once again submitting following issues for solutions please.
(1) In connections of above reference letter at ( I ), we are very much thankful to Hon’ble CGMT-Gujarat for taking up the cases of JTOs who are posted to other Circles on their promotion to SDEs, with Hon’ble Director(HRD) for modifications of their posting to Gujarat taking the prevailing of acute shortage of JTOs and above to them in terms of sanctioned / working post compare to other Circles . In this connection it is our further request that.
1a please perused the same at BSNL-HQ with Hon’ble Director (HRD) for their modification at an earliest. Because it is contradicting that the genuine cases of JTOs for their deputation / Rule-38 transfers are not being materialized, while unwilling are being transferred. This situation is being projected to BSNL-HQ. Hence such undesirable transfers can be avoided and while allotting JTOs during recruitment maximum JTOs should be allotted to Gujarat, which can be helpful to balance the situation.
1b It is requested that the reliving of all these JTOs is to be kept pending till their modification to Gujarat, as most of them are interested to tender refusal taking their various problems, if their request for retention in Gujarat is not considered .
1c It is our humble request to your good self, that the issue of “declaring the Gujarat as a tenure Circle” is to be taken up with BSNL-HQ very rigorously. Because It is fact that in Gujarat almost 50 % shortage in various executives cadres right from JTOs to SAG is prevailing since long, and after withdrawing Gujarat as a tenure Circle,the shortage is continuously increasing. Consequently the growth of BSNL-Gujarat is affecting severely, despite availability of market potential.
(2) Looking to the acute shortage in the cadre of JAG, it is our humble request that the regular DEs who are, drawing the scale of JAG, due for JAG scale and senior in regular DEs are to be given officiating in JAG-post, without much disturbance and if it quite unavoidable then within zone of SSAs. This will be helpful to full fill the administrative need & to boost up the moral.
(3) While issuing the DE-Officiating order it is requested to consider the registered request transfers of regular / officiating DEs who are completing their tenure up to June-2009.
At the same time it is also our humble request to consider the pending request transfer in the cadre of SDEs with internal chain from wait list or during the time of reviewing the JTOs to SDEs officiating, or availability of any opportunity of getting SDEs on modification of their regular promotion.


(4) It is learnt that in many SSAs, Civil, & Electrical wing the distribution of Scholarship & Book award is pending want of availability of welfare fund. It is requested that after necessary assessment by seeking information from all SSAs, Civil, &Electrical wing the required fund is to be demanded from BSNL-HQ. As it was committed by BSNL welfare board to grant the additional fund if demanded by any Circle.
(5) In connection of restriction imposed in our Gujarat Circle in reimbursement / granting advances under BSNLMRS vide letter no: WLF/10-1/Medicle policy /III/05-06 /31 Dated at A’ bad The 03Jan.2006 in Reference of BSNL’s letter No BSNL/aDMN.I/15-2/05(pt) Dated 08-08-2005 . Same is contradicting to the content of Reference of BSNL’s letter No BSNL/aDMN.I/15-2/05 (pt) Dated 08-08-2005.and same is conveyed at point (5) of the BSNL minutes letter no: BSNL/Admin-i/15-10/07 dated 03/06/2009.Accordingly we request to restore the same as per HQ-Guideline.
(6) We are very much thankful to the Circle finance wing for launching the medical reimbursement / advance status. we are still requesting that status of medical reimbursement & advance, both in separate table is to be updated as soon any case is approved or at least once in the week. This will be very much helpelfull and blessing full for those who are working in remote SSAs.
(7) In various SSAs in the cadre of promoted JTOs the issue of fixation as per revised pay scale and in the cadre of TTAs to JTOs Officiating the issue of perks & bonus as per JTO is not settled. We request that from finance and establishment wing necessary instructions are to be issued to all SSAs for uniform implementation of the guideline and there by removing disparity.
(8) While posting the fresh recruited JTOs, care is to be taken that as far as possible one of their three choices (Where Wait list is not existing) as per merit is to be considered to full fill the administrative need. At the same time we once again reiterate that the SSAs / Station / Units & establishments where wait list is exists, there direct posting is to be avoided by side lining the pending request from wait listed JTOs, by their ignoring legitimate right.
(9) The SSAs / Station wise need of JTOs / SDEs for IMPCS, CMTS, ERP/IT, is to be worked out by consulting the respective Head of the concern units & establishments. And accordingly for these various Units & establishments, SSAs / Station wise willingness is to be called for, from all the working officials of Circle. Accordingly the Head of respective Units & establishment is to be empowered for empanelment / selection panel / scrutiny as per certain merit & eligibilities. Thus the eligible working candidates are to be given first priority in such areas.
And as per requirement the substitute are to be posted / provided from new batches of fresh recruitment (JTOs) or during event of local officiating / regular promotion (SDEs). Further case of Smt. Kamini JTO (ERP) for deputation to Mumbai was recommended and forwarded by circle office. Looking to her problems which are very genuine in nature your good self is once again requested to take up the case with corporate office.
(10) We have time and again discussed & drawn attention that in past, that by quoting rule 11(k) of Section B of transfer policy, the benefit was extended to some specific executive while posting, and who was retiring after 1st April 2011 but before 31st March 2012.
Contradicting to that in prior to that on same ground, when many officials have represented their grievance, which are yet to consider. The list of such grieved candidates was submitted in point 4(a) of above reference letter at (II) for review the cases as early as possible and it also requested to ensure that while reviewing such cases their relievers are to be provided from the forth coming JTO-batches ly.



(11) While posting & transfer during last year many of the Lady & Gents JTOs (Departmental) were posted to extreme far SSAs from their SSAs. From these some of the Lady & Gents JTOs have requested & represented through their concern SSAs, either for cancellation of their order or to post them to their near / adjusant SSAs, due to the genuine reasons. But their cases were not considered that time. Now this is right time to consider the request of such grieved JTOs / SDEs for their posting to near by / Zone by providing relievers from the Fresh batches of JTOs.

(12) Despite our repeated discussion necessary action are yet to initiate in relation to T.P. to equalize the shortage in various executives cadre of PAs/PSs at par with other executives cadres of Telecom,Civil,Electricle wing. On the contrary they are always protected by diverting more then 20% of the sanctioned post to only one SSA. Eventhogh roll of each & every cadre is important for the interest of BSNL. We solicit necessary actions in this regard. This will further helpful to wipeout disparity amongst executive cadres.

(13) As per the BSNL HQ- letter no: 5-21 /2008 –Pers.IV Dated:Nov 19th 2008 and provisions in the T.P. point 8(L)all necessary formalities is to be carry out for JTOs who have applied for Rule-38 inter Circle transfer. At the same time some genuine & eligible cases of JTOs who have completed five years and falls in spouse serving criteria, are requested to be consider on priority & humanity ground. And the cases which were sent on compassionate / spouse working ground, for which consent of counter circle is received and the cases for which order are issued are requested to be relieved & implemented.

(14) The necessary action for conducting DPC for confirmation of JTOs, release of security deposit of JTOs who are due and updating of gradation list of JTO is to be carrying out.

(15) For the various executives cadres of telecom, finance, civil, electrical wing the necessary action for considering pending & eligible cases of T.B.Promotion for the period up to October-2007, October-2008 and October-2009 is requested to initiate & consider at an earliest.

We are hopeful that our issues and suggestion will be viewed & considered true spiritedly by giving them justice. Which will be further helpful to motivate one and we all.
