Subject:- JAO Part-I (Screening Test) and JAO Part-II (Main Exam) in BSNL for internal
candidates under modified old syllabus – One time relaxation – Reg.

Kindly refer to this office letter of even number dated 12.10.2004 on the above mentioned subject. BSNL Headquarters have been receiving various references from Circles etc., seeking clarification regarding JAO Part-I Exam (Screening Test) to be conducted on 7.2.2005. Doubts raised by Circles have been examined in CO BSNL and the undersigned has been directed to issue the following clarification:

Points raised by the Circles. Clarification given by SEA BSNL
(1) Whether the intermediate, PUC and Old Higher Secondary/Prep (11 years duration) passed can be treated as equivalent to 10+2 qualification. Intermediate and PUC are equivalent to the examination of 10+2. However, old higher secondary/Prep (11 years duration) is not equivalent to 10 + 2.
(2) Cut off date for counting the 10 years regular service in the Govt./Department/BSNL. Cut off date for counting the 10 years of regular service in the Govt./ Dept.,/ BSNL is 1.1.2005.
(3) Whether service rendered as Gr.D can be counted for deciding the eligibility of the candidate for appearing in the exam. in lieu of all the absorbed non-executive are eligible to appear in exam. Yes. The service rendered as Group D also be taken for computing the 10 years of regular service in the Govt./ Dept/BSNL for appearing in the Screening Test.
(4) Exemption in subjects passed by a candidate was allowed only for 3 consecutive exams. Whether grace marks are to be given to these candidates who have already availed exemptions in 3 consecutive exams. For example a candidate got exemption in certain subject in exam 1995 and have already availed exemptions in exams 1997; 1999 and 2003 is also to be given grace marks in that subject in this screening test or not.


Exemptions will only be applicable to three consecutive examinations. For eg. the candidate who got exemption in 1995 and have already availed exemption chances in 1997; 1999 and 2003 will not be eligible to get grace marks of 10 in the Screening Test.
(5) GIVEN AS:
Page 5 of this office letter dated 12.10.2004, i.e., under qualifying marks; screening test; exemptions & other relevant information:
(iii) Those candidates who have not passed JAO Part-I examination but got exemption in certain subject will have to appear in screening test but they will be given grace marks of 10 marks for each subject for which he/she already got exemption in screening test. TO BE READ AS:
(iii) Those candidates who have not passed JAO Part-I examination but got exemption in certain subject will have to appear in screening test but they will be given grace marks of 10 marks for each subject for which he/she already got exemption in earlier examinations. (Exemption will only be applicable to three consecutive exams).

(6) Gr. D officials are eligible for the above screening test or not. Gr.D officials who are having 10+2 qualifications and rendered 10 years of regular service in Govt./ Dept.,/ BSNL also eligible for appearing the screening test.
(7) Those who have completed 6 chances in the exams, conducted earlier, including in the one conducted in 3/2003 are eligible or not. Earlier candidates were entitled to a maximum number of six chances to appear in Part-I of JAO Examination. Indefinite chances, however, were allowed to those candidates who secured 30% marks or above in the aggregate in any one of the last two chances availed of by them. For the purpose of computing the last two chances, any extra chance(s) availed of by them so far was also taken into account. The number of chances as stated above were subject to the condition that a candidate was not more than 53 years of age as on the first day of the January of the year in which the Departmental examination was scheduled to be held. The same eligibility conditions will hold good for this examination.
(8) Eligibility for appearing the examination 10 years of regular service in the Govt./Department/BSNL. Whether the period of service rendered by a candidate in any department under the GOI other than Department/BSNL will be taken into account for the said purpose or otherwise. Yes. The service rendered in Govt./ Dept.,/BSNL shall also be taken into account while reckoning the 10 years of regular service.
(9) Whether the earlier applications was taken for JAO Part-I examination can be valid or fresh applications have to be called for. The earlier applications were taken on the basis of letter issued by this office vide letter No.4-51/2003-SEA, dated 13.10.2003 based on the DOT RRs. Whereas this examination is as per the Relaxation of BSNL RRs for JAOs. The examination i.e., Screening is being conducted with the relaxed standards of BSNL JAO RRs, regarding eligibility; educational qualifications; etc. Hence fresh applications for the Screening Test has to be taken from the candidates as per the circular issued by this office vide letter No.4-29/2003-SEA (BSNL) dated 12.10.2004.
(10) Candidate should not be more than 53 years of age as on 1st January of the year in which the internal examination is scheduled to be held. Whether any upper age limit relaxation is prescribed for SC/ST to appear the internal competitive examination. Candidates should not be more than 53 years of age as on 1st January of the year in which the examination is scheduled to be held.
(11) A Gr.D official, who got exemption is eligible to appear in the examination. Yes. Group D official who is having exemption can also be eligible to appear in the Screening test examination.
(12) Official, who got exemption and do not have 10 years of regular service and 10+2 educational qualifications is eligible to write the screening test, Yes. Officials who got exemption in earlier exam and do not have 10 years of regular service and 10+2 educational qualifications can also be eligible to appear in the Screening Test exam.
